BIDDER’S QUESTIONS AND GOVERNMENT REPLY
(Questions that may be of general interest of all bidders/Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or clarify and simplify the question(s). Questions and answers are issued to the Offerors/Bidders for information only.)
Q025: Drawing ES402, notes 14 & 15, Spec 26 56 20: Per notes 14 & 15 we cannot find any information regarding taxiway sign messages in the contract documents (civil Drawings and Specs) for the two signs.
A025: Drawing CS101 Keynotes #2 & #4 references FAA Advisory Circular (AC) 150/534544. Attached herewith is FAA AC 150/534544 for your use. The Advisory Circular will contain the necessary information required for the construction of the signs.
Both signs shall be Size 3, Style 2. Refer to Drawing CS101 for type of sign.
Q026: Specification 321110 Drainage Layer paragraph 2.1.2 lists the gradation for of the drainage layer. Reviewing Table 901-1 of the Department of Transportation for Standard Sizes of Course Aggregate, the size that closely resembles the specified drainage layer is #57 size which is the ¾” clean crushed stone. Please concur that this is the material to be used. If not, please advise which size number is to be used off the Table 901-1 of the Department of Transportation for Standard Sizes of Course Aggregate.
A026: New Jersey Department of Transportation Standards are not to be used for the gradation of the Drainage Layer. Conform to the gradation provided in Specification Section 32 11 10.
Q027: Specification 321123 Aggregate Base Course paragraph 2.1.3 lists the gradation.
Please concur that this is the FAA P209 material.
A027: This is not FAA P209 material. Conform to the gradation provided in Specification Section 32 11 23.
Q028: Drawing CP100, the Unpaved Should is meant to be soil aggregate. Beyond the unpaved should is 6” of topsoil per specification 310000 paragraph 3.17. Please concur.
A028: Unpaved shoulder is to receive topsoil and sod as indicated in Specification Section 31 00 00 paragraph 3.17.
Q029: Drawing CS-101 Keynote #2 and #4 for ha painted signage appear to not have a rigid surface such as asphalt or concrete to be painted on. Please provide a detail and cross section as to what the intent is.
A029: Keynotes #2 and #4 on CS101 do not indicate painted signage; they indicate upright signage in accordance with FAA Advisory Circular (AC) 150/5345-44, which has been issued with this specification.
Q030: Specification 41 22 13.15 BRIDGE CRANES does not separate the Fall Arrest Bridge Cranes from the 10 Ton Bridge crane with regard to features. Are the Fall Arrest Bridge cranes to have the exact same features as the 10 Ton bridge crane i.e. controls, motors, warning devices, indicator lights, identification plates, signage & markings, etc.?
A030: The bridges that are to support the fall restraint systems are to be fabricated and installed per Specification Section 41 22 13.15. The fall restraint bridges are to be motorized and shall have the same features as the crane bridges, except that there are no hoists. The fall restraint trolleys may run directly on the bottom flange of the bridge or on a separate rail that is attached to the bottom of the bridge girder. If a separate rail is used, the rail and its connections shall be designed by the fall restraint trolley supplier per Specification Section 11 94 00. The fall restraint bridge shall be designed for a vertical load of 3 times 1800 lbs = 5400 lbs applied at any location along the bridge. The bridge shall be tested per Section 3.2 (disregarding portions that pertain to trolleys, hoists and hooks). The trolleys shall be tested per Specification Section 11 94 00.
Q031: Drawing CG501, we presume that the sediment basins as detailed are temporary and are to be removed as the project comes to completion. Please concur.
A031: Concur, sediment basins are temporary and will be converted into final infiltration basins.
Q032: Drawing CG501 detail 1, please advise what the intent or how it’s to be placed with respect to the stakes within the filter fabric. It appears that there are stakes placed horizontally within the encapsulation of the #57 stone and then more #57 stone is placed on top?
A032: Filter fabric is to be placed over #57 stone at the toe of the berm. Stakes must be of sufficient length to secure filter fabric to earthen berm below.
Q033: Drawing CU-104 from inlet A4 to inlet A3 the storm profiles indicates 159.31’ of 28.5” x 18” RCPA. At the storm sewer plan view 1 at Inlet A4 the out elevation at 80.02 states 2-18” RCP. We presume this is accurate since 28.5” x 18” RCPA does not exist. Please concur or provide the correct make for an HERCP.
A033: Pipe from Inlet A-4 to Inlet A-3 is a single 28-1/2” x 18” RCP Arch Pipe. 28-1/2” x 18” RCPA is a standard ASTM C-506 arch pipe section and is sold by multiple manufacturers. The plan view note for Inlet A-4 should read “FL OUT: 80.02 28-1/2” X 18” RCPA” instead of “FL OUT: 80.02 2-18” RCP” 9.
Q034: Specification 102126, drawing A105 for room 124 indicate a welding curtain, however, there are no details as to where install the track, how high off the floor the curtain is to be installed or how high the curtain is. Please provide this information.
A034: 1/A-105 has been revised to show dimensions for the welding curtain track.
Keynote #8 has been revised with the following information:
INSTALL WELDING CURTAIN WITH SUSPENDED TRACK AT 8'-0" AFF. INSTALL FULL
HEIGHT CURTAIN WITH NO MORE THAN 0'-6" AFF TO BOTTOM OF CURTAIN.
Q035: Specification 113113 Electric Kitchen Equipment calls for a house hold garbage disposal. We cannot seem to find a location(s) where it goes but can only presume that it is to be installed in break room 148 and 156. However, when reviewing plumbing drawings and electrical power plan drawings, there is no indication on these 2 utility drawings that there is any garbage disposals. Please advise if there are garbage disposals for these 2 rooms and if so, please provide plumbing and electrical detrails.
A035: Break Rooms 148 and 156 are correct as shown on the plumbing and electrical drawings. There are no garbage disposals on the project and Specification 113113 Electric Kitchen Equipment shall be removed from the contract documents
Q036: What is the Pro Forma information requested bound and folded in Vol II?
A036: The government intends to issue its response to this question in a forthcoming amendment.
Q037: How many copies of Volume II Price Proposal are to be submitted?
A037: Refer to amendments 1 and 2.
Q038: The following portions of SECTION 00 22 11 FACTORS FOR EVALUATION, BASIS OF
AWARD, EVALUATION CRITERIA, RATING SYSTEM AND DEFINITIONS 00 22 11 SECTION)
are to be replaced with the following language:
Factor 1 states the Prime Contractor shall demonstrate not less than two previous buildings of "Similar Size" 50,000sf or more and having two previous projects having to have been "similar magnitude of $25,000,000 or more. In a teaming arrangement do the above mentioned requirements have to be from the prime bidder or can they be submitted by our primary teaming partner subcontractor. If not, can the standards be lowered. Requiring a small business to have two projects of that size and valve is unreasonable and will seriously limit competition. Also under Similar Scope, #3 - Can other similar concrete pavement projects that were designed for heavy duty truck aprons, government vehicle storage yards etc that are 8" thick be considered because they are basically the same as 8" Airfield Pavement?
A038: The government intends to issue its response to this question in a forthcoming amendment.
Q039:
Reference Clause 52.236-28, Paragraph (a)
Discussion Attachments 1 and 3 are provided as PDFs. The Offeror is instructed that "Proposals must be
(1) submitted on the forms furnished by the Government or on copies of those forms."
Question Is it acceptable to convert Attachments 1 and 3 to Word, maintaining the original format and fields? This will allow for expanded fields and improve readability.
A039: Yes, but page limit(s), if they apply; remain unchanged.
Q040:
Reference General Instructions (page 43 of 116)
Discussion This paragraph references "hard copies required in paragraph 3.5."
Question We are unable to locate paragraph 3.5 in the instructions. Is this General Instructions paragraph in addition to Section 00 22 11, Paragraph 2.2 Electronic Submission?
A040: See above, this issue has been revised under this amendment.
Q041:
Reference Section 00 21 11, Paragraph 3.1.3 and Attachment #3
Discussion Comparing the instructions and the provided Attachment #3, the form is missing item f (education, apprenticeship, and relevant training).
Question Should the Offeror adjust the resume form to add this information?
A041: This section has been revised and reissued under this amendment to include Item f.
Q042:
Reference Section 00 21 11, Paragraph 3.2.5-3.2.5.2
Question Would the Government please clarify what specific information is to be included in the Offeror's proposal under Tab D, Price Breakdown Sheet, as well as the required format for that information?
A042: It is the government intention to issue its Price Breakdown Sheet in a forthcoming amendment.
Q043:
Reference Section 00 21 11, Paragraph 3.1.3
Question The instructions for Factor 3 require "names of significant subcontractors." Would the Government please define what constitutes a "significant subcontractor" for the purposes of this section in the Technical Proposal?
A043: Section and paragraph revised per this amendment (see above).
Q044:
Reference Section 00 80 00.18, Index item #4
Question
Exhibit item #4 listed on the index appears to be missing from the attachment. Would the Government please provide instructions on how Offerors can access this exhibit?
A044: Exhibit 4 which was missing from the original solicitation “Section 00800 Exhibits” has been included this amendment (see above).
Q045:
Reference Section 00 21 11, Paragraph 3.1.2
Question The instructions state "Offerors shall not incorporate, by reference into their proposal PPQs, previously submitted for other RFPs." As long as the offeror provides a complete copy of the PPQ form, may the offeror submit a recently completed NAVFAC/USACE standard PPQ for relevant projects, in lieu of soliciting a completely new past performance questionnaire?
A045: Yes, provided it is a complete copy and not just a reference to a prior PPQ.
Q046:
Reference Section 00 22 11 Paragraph 2.7 and Clause 52.236-28 item (a.2)
Question The Preparation of Proposals clause and the instructions require manual/original (“blue ink”) signatures for proposals. Would the Government clarify which volumes/tabs this requirement applies to, and whether this applies only to the original binder or to the copies as well?
A046: The government intends to issue its response to this question in a forthcoming amendment.
Q047: What is the Pro Forma information requested, bound and folded in Vol II
A047: The government intends to issue its response to this question in a forthcoming amendment.
Q048: How many copies of Volume II Price Proposal are to be submitted.
A048: Refer to Amendments 1 and 2.
Q049: Specification 310000 paragraph 3.9 where onsite will any excess materials will be disposed of such as excavated material and topsoil or will the contractor be required to haul offsite. This is a very important question as there is a lot of material fill and topsoil to dispose.
A049: Paragraph 3.9 states that any excavated material cannot be wasted without specific written authorization. There is no designated disposal or spoil area; per the last sentence of 3.9, the Contractor shall dispose of materials off Government property at his own expense and comply with all pertinent rules, laws and regulations.
Q050: The grassy paver as detailed on 10/C-506 has no specification. Please concur it is based on the NDS EZ-Roll Grass Paver.
A050: The basis of design for the grassy paver is Invisible Structures, Inc. “Grasspave2”.
The contractor may submit other grassy pavers meeting the specifications for approval.
Q051: Drawing CS-104, the concrete paving area surrounding the 2 water storage tanks that measure 132’ x 68’, is the contractor to follow detail 2/C-506 since nothing is indicated for this area.
A051: Yes, detail 2/C-506 is used for this area.
Q052: Drawing CS-104, the concrete paving area surround the electrical equipment that measure 52’ x 30’, is the contractor to follow detail 2/C-506 since nothing is indicated for this area.
A052: Yes, detail 2/C-506 is used for this area.
Q053: Drawing CG-401 indicates 3 temporary sediments basins being installed in the exact locations as the permanent infiltration basins. In order to maintain progress can the contractor construct the final infiltration basins as designed and provide proper soil erosion protection and stabilization in lieu of double handling the excavation.
A053: No, the final infiltration basins may not be constructed until all sediment-producing activities upstream have been completed per New Jersey requirements.
Q054: Drawing detail 7 and 8 on C-506 where on CS-105 is the detailed truncated dome to be located?. If at the 32’ space between the HC striping per CS-105, detail 8 only shows 9’.
Should the truncated domes be the full length +/- 32’ long?
A054: Yes, this will be used in the space indicated on CS105. Use the detectable warning the full length of the ramp; see the revised detail, attached.
Q055: Detail 3 on C-507 for the fire hydrants plan view indicates 4 bollards around the hydrants.
On drawing CU-101 in most cases shows a different amount of bollards around the hydrant.
Please concur plan CU-101 is to be used for bollard count and location around the hydrants.
A055: Yes, the number of bollards shown on CU101 is correct.
Q056: Detail 1 on C-510 indicate a “solid slab of sod” to be placed on the sand. How is the contractor to achieve any life for the sod in the infiltration basins if only placed on sand without any topsoil? Also, by placing sod on the K5 sand, the sand layer will get contaminated with organic material from the sod and clog the K5 sand defeating the purpose of drainage. Please consider just leaving the K5 sand graded without any sod.
A056: Leaving the sand exposed will not be permitted; sand would be blown away by winds. A revised detail will be provided in revision 1 to C-501 under a forthcoming amendment.
Q057: A number of our vendors and subcontractors are requesting that the bid submission date be extended. Please consider June 18, 2013. USACE to Answer
A057: Date has been extended under Amendment 2.
Q058: What is the Pro Forma information requested, bound and folded in Vol II? USACE to Answer
A058: The government intends to issue its response to this question in a forthcoming amendment.
Q059: How many copies of Volume II Price Proposal are to be submitted?
A059: Refer to amendment to for the response to this question.
Q060: Specification 10 26 13 - 2.1 states ”shall be furnished as detailed”, there does not appear to be any details for the corner guards or the wall Guards.
A060: Sheets A-404, AF-101 & AF-103 have been revised to provide clarification on wall guards and corner guards. See attached drawings for additional information.
Q061: There is a Section 10 22 13 Wire Mesh Partitions but none appear on the drawings are any required?
A061: Refer to sheet A-103, sheet keynote 10 and 17 for locations of wire mesh partitions.
Q062: The specifications for the High Density Mobile Storage Systems (spec section 10 56 26) include specification details for both mechanical and electrical systems. Which type of system is being specified/requested for this particular project application?
A062: The High Density Mobile Storage System will be a mechanical system.
Specification section 10 56 26 has been revised to address this issue. See attached revised section.
Q063: We would like to request the CAD files for the site drawings due to the size and scope of the site work.
A063: CAD files will only be released only to the successful Offeror.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).
The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is union or non‐union.
Union Identifiers
An identifier enclosed in dotted lines beginning with characters other than "SU" denotes that the union classification and rate have found to be prevailing for that classification. Example: PLUM0198‐005 07/01/2011. The first four letters , PLUM, indicate the international union and the four‐digit number, 0198, that follows indicates the local union number or district council number where applicable , i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination.
The date, 07/01/2011, following these characters is the effective date of the most current negotiated rate/collective bargaining agreement which would be July 1, 2011 in the above example.
Union prevailing wage rates will be updated to reflect any changes in the collective bargaining agreements governing the rates.
0000/9999: weighted union wage rates will be published annually each January.
Non‐Union Identifiers
Classifications listed under an "SU" identifier were derived from survey data by computing average rates and are not union rates; however, the data used in computing these rates may include both union and non‐union data. Example: SULA2004‐007 5/13/2010. SU indicates the rates are not union majority rates, LA indicates the State of Louisiana; 2004 is the year of the survey; and 007 is an internal number used in producing the wage determination. A 1993 or later date, 5/13/2010, indicates the classifications and rates under that identifier were issued as a General Wage Determination on that date.
Survey wage rates will remain in effect and will not change until a new survey is conducted.
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis‐Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)
and 3.) should be followed.
With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:
Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:
Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.
3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:
Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
4.) All decisions by the Administrative Review Board are final.
