BIDDER’S QUESTIONS AND GOVERNMENT REPLY

(Questions that may be of general interest of all bidders/Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or clarify and simplify the question(s). Questions and answers are issued to the Offerors/Bidders for information only.)

Q106: Specification 105113 Metal Lockers paragraph 2.1.1 call for two person lockers 12" W by 15" D . Drawing A-401 scales out at 15" W by 12" D. I believe that the 15" W x 12" D is correct but please confirm, these lockers are in all the locker room areas (Rooms 151 and 153).

A106: The two person lockers shown in rooms 151 and 153 are shown correctly on sheet A-401 as 15” W by 12” D. Specification Section 105113 has been revised accordingly (see attached).

Q107: Drawing CU-101 key note 9 and Specification 331615 paragraph 2.1.9 provides for a very generic heated enclosure but it does not indicate the model to be used.

Please advise the contractors of model number to be used.

A107: Correct, a model is not specified. Selection of heated enclosure is at the discretion of the contractor’s tank manufacturer, within the requirements set by CU101, C-512 and Specification Section 33 16 15.

Q108: Please provide the contractor a definitive answer if the stripped topsoil will be acceptable to be re-used as the final placed topsoil. The reality is that per specification 329219 the existing topsoil will not meet the specification. Should the contractor import new topsoil that will meet specification and dispose/stockpile the existing topsoil somewhere on Base (with a location to be given during the bid to figure trucking cost/disposal fees) or will the direction be given to re-spread the stripped topsoil. This answer will have a major cost implication based on the answer provided.

A108:3. Per Specification Section 32 92 19, Paragraph 2.2.1, “On-Site Topsoil”: “Surface soil stripped and stockpiled on site and modified as necessary to meet the requirements specified for topsoil in paragraph entitled ‘Composition.’ When available topsoil shall be existing surface coil stripped and stockpiled on-site in accordance with Section 31 00 00 EARTHWORK.” Thus, existing topsoil is to be re-used as final topsoil and modified as needed. Imported topsoil is not anticipated, given the area of the site to be covered with structures & paving. As provided in responses to other questions, no on-base disposal site will be available for the contractor’s use. Excess topsoil material will be disposed of off-base by the contractor in accordance with all applicable regulations & ordinances.

Q109: The asphalt paving specification 321215.13 paragraph 1.4.3 require the use of a material transfer vehicle (MTV) to transfer the asphalt from the truck to the paver. This is very expensive and we don't think it is warranted for the shoulder or POV lot. This is generally used on highways or runway/taxiways where smoothness and material consistency is critical. Please consider changing/waiving this requirement.

A109: The requirement for a material transfer vehicle shall not be changed or waived.

Q110: The bedding and initial backfill material for the Water Line Trench on Sheet C-503 needs to be specified.

A110: As all water line pipe is to be ductile iron pipe (re: CU101 and CU106), Keynote #3 for the Water Line Trench Section on C-503 specifies that initial backfill is not required (all backfill material to be final backfill material); and final backfill is to be excavated soils, placed in lifts not greater than 6”, and compacted to 95% ASTM D1557 density (see revised Sheet C-503).

Q111: Electrical drawing EP101, Wash Control panel is showing a underground 3" conduit from wash control panel to a underground exp junction box. Can you please indicate if the 3" conduit can be RGS, PVC or RGS PVC coated? The drawing does not indicate nor does the detail on EP502 detail 3 keynotes #2.

A111: The 3” conduit running under the hangar floor shall be either: 1. PVC coated GRC

2. PVC schedule 40 encased in at least 2” of concrete and buried at least 24” below grade. If PVC is used, use PVC coated GRC when emerging from underground. See the exception listed under 501.10(A)(1)(a) of NFPA 70 for further information regarding this requirement.

Q112: Electrical specification 263213.0020, page 14 and 15, 2.9. Load Bank, 2.9.1 Rates a.

The total capacity of the load bank for the generator shall be rated 350KW at 480 volts.

According to the power riser diagram on EP601 the load bank is rated at 150KW. Can you please confirm whether the specification is correct or the drawing?

A112: The load bank shall be 150KW in accordance with sheet EP601 and keynote 8 on sheet ES401. Specification Section 263213.0020 was incorrect and has been revised accordingly (see attached).

Q113: Electrical sheet EP104, supply tech room 120 column line 2.1 there is a keynote #3 which is for an electrical connection point for modular furniture with no designation of circuit.

a. Can you please indicate if a circuit is required for this lactation?

b. If one is required please indicate panel and number or circuits

A113: This electrical connection point is not required and has been deleted from the drawing and the amended drawing issued under this amendment.

Q114: Specification 122100 paragraph 3.2 indicates that Window Blinds are to be installed only in room 137. Drawings A120 keynote #11 shows them in room 101 and drawing A122 does show them as specified in room 137. Does room 101 get window blinds?

A114: Room 101 does not require window blinds. Sheet A-120, Keynote #11 has been revised accordingly. See attached revised drawing for more information.

Q115: Reference is made to amendment 0005, Section 4 and Bidder Questions/Government Reply.

Discussion Amendment 0005, Section 4 revises RFP paragraphs 2.2 and 3.2.1 to define the Pro Forma Requirements as Tabs B, C, and E. Q&A036 defines the Pro Forma information as Tabs B, C, D, and E.

Question Would the Government please confirm that Tab D (Work Breakdown Structure) is part of Volume II, Price (bound hard copies) and NOT part of Volume II, Pro Forma Information (sealed envelope)?

A115: Answer A036 is correct in that Tabs B, C, D, and E are all Pro Forma information as is amendment 5. Offeror is directed to see discussion below regarding Volume II in Q and A 136 and 137.

Q116: Lighting control panels (LLC3&4) on drawing EL101 Keynote 1: There are two locations for above panels (column line B/2&5 and also at column line 7/H. Please correct or verify.

A116: There should be a total of six lighting control panels each capable of switching four lighting circuits.

LLC1 is on sheet EL102 near column P-5. LLC1 controls lighting circuits LTG3-14, 16, 18, 20.

LLC2 is on sheet EL102 near column P-2. LLC2 controls lighting circuits LTG3-21, 23, 25, 27.

LLC3 is on sheet EL102 near column H.1-6.8. LLC3 controls lighting circuits LTG3- 13, 15,1 7, 19.

LLC4 is on sheet EL101 near column G.9-6.8. LLC4 shall control lighting circuits LTG3-9, 10, 11, 12. Please note that the homeruns coming from LLC4 only show LTG3-

10,12. Circuits LTG3-9, 11 shall also be homerun out of LLC4 as indicated in the attached revised Sheet EL102.

On sheet EL101, there is a lighting control panel shown near column B-5. This panel was incorrectly identified as LLC3. This lighting control panel has now been identified as LLC5 and shall control lighting circuits LTG3-1,3,5,7 as indicated in the attached revised drawing.

On sheet EL101, there is a lighting control panel shown near column B-2. This panel was incorrectly identified as LLC4. This lighting control panel has now been identified as LLC6 and shall control lighting circuits LTG3-2, 4, 6, 8 as indicated in the attached revised drawing.

Q117: Lighting control panel (HLC2) on drawing EL106 Keynote 1&7 are shown at two locations (column line 10/V and 17/T). Please correct or verify.

A117. The lighting control panel located near column T-17 on sheet EL106 has now been identified as HLC3 rather than HLC2 as indicated in the attached revised drawing.

Q118: Drawing EL106 (column line Q/10-10.2) verify fixture type R. No circuit number and mounting info.

A118: Reference detail 1 on sheet EP402 for further information regarding the type R lighting fixture.

Q119: Specification 320126.71 Grooving for Airfield Pavements paragraph 3.2.1 stated to cut grooves as indicated on the drawings. We could not find anything on the civil drawings that would indicate any grooving requirements. Please indicate where or please delete this specification.

A119: Grooving shall be applied to all concrete pavement on the taxiway.

Q120: According to drawing sections on A303 through A309 the vertical board insulation is called out as R5 which is 1”. Drawing SB501 also indicates that the insulation is 1” on the vertical plane. Drawings SB107, SB108 and SB112 for the slab on grade designation indicate that the horizontal surface in the 2 hangars where the radiant heat is to be installed is also 1” Therefore, per the structural and architectural drawings all vertical and horizontal board installation is 1”. We could not find a specification for this insulation. Please concur specification 072113 Board and Block Insulation which calls for on R10 which 2” thick per paragraph 2.1.1 is for cavity wall insulation for the CMU per part 3.

A120: The R-10 insulation specified in specification section 072113 (Board and Block Insulation) pertains to the insulation inside the wall cavity. The basis of design for the insulation under the floor slab and on the vertical plane of the grade beams was answered in a previous RFI response (RFI-015B Item #2).

Q121: Per specification 033000 paragraph 2.5.1 and specification 321311 paragraph 2.7, please concur that all rebar for the building and the taxi apron is grade 60 black reinforcing steel. We could not find any notes within the plans and specification requiring stainless, galvanizing or epoxy coated reinforcing. The only item we found within the plans is the requirement for dowels to be epoxy quoted. Please concur.

A121: The rebar for the building and the taxiway is required to be grade 60 black reinforcing steel.

Q122: Specification 033000 paragraph 2.5.4 for reinforcing supports indicated “coated or non-corrodible material” and paragraph 2.5.5 for the chair and bolsters are to be plastic. Therefore, based on these paragraphs, steel supports will not be accepted, only plastic. Please concur.

A122: Epoxy coated steel supports are acceptable.

Q123: Specification section 32 11 34 is titled ‘Portland cement- stabilized base or subase course”. A review of sheet C-501 Civil Details and the SB drawings does not name a Portland cement-stabilized base. Question; Exactly where is this spec section applied?

A123: Refer to CG102 for areas to be cement stabilized

Q124: Drawing ES105, Sheet Keynote #13 provides for 3 options to choose from. It does not appear the engineer of record was able to do a survey because either the manhole was locked or not found during the design process. It is unfortunate that this note give 3 options for the contractors to choose from and the liability placed on the contractor. Each one of these options starts from the lowest cost and goes to the highest cost. We request the Government to advise the contractors bidding which option to choose so that everyone is on the same playing field with respect to the scope of work. An alternative is to direct the contractors during this bid process to figure the most expensive option and if during the project it is discovered that less work is required, then a credit can be issued to the Government. Please advise.

A124: MH144 end of the duct bank will be impacted by another construction project related to the New Jersey National Guard; therefore, the exact configuration of the underground telecommunications conduit and innerduct running between manholes MH144 and MH368 is not known at this time. Additional information is being sought.

Further instructions will be issued in a forthcoming amendment.

Q125: Drawing S001, refer to Steel Construction Note 7 on S-001 “All structural steel embedded in concrete shall be hot dip galvanized”. Bottom portion (about 6”) of most of columns is embedded in concrete. Please confirm that note 7 is not applicable to this case.

A125: Note 7 is not applicable to the bottom portion of columns embedded in concrete.

Q126:8. Drawings SF207, SF208, SF209, SF210, SF216, SF217, SF218 & SF219: Girts (including C12 girts) & sag rods are generally galvanized. Please confirm that galvanized girts and galvanized sag rods are acceptable. If not acceptable, please specify surface preparation and primer on these members.

A126: The girts and sag rods shall receive SSPC SP 3 surface preparation and SSPC Paint 25 Alkyd Primer (Gray Color) per items 2.4 and 2.7.2.1 of Spec Section 05 12 00.

Q127: Drawing SF401, SF407 & SF408; please specify surface preparation and primer on checkered plate.

A127: The checkered plate shall receive SSPC SP 3 surface preparation and SSPC Paint 25 Alkyd Primer (Gray Color) per items 2.4 and 2.7.2.1 of Spec Section 05 12 00.

Q128: Drawing SF402, SF523; is galvanized antenna platform (supporting steel, grating, guard rail) allowed in lieu of zinc rich primer on platform?

A128: Zinc-rich primer is required on the antenna platform per item 2.7.2 of Spec Section 05 12 00.

Q129: Item 2.2.1 of Joist spec 052119 calls for shop primer SSPC paint 15 which requires SP3 surface preparation. As per item 2.7.2.1 of Structural Steel Spec 051200, exposed steel will receive SP6 surface preparation. When we compare these two items, in exposed areas (within the building), joists will receive SP3 surface preparation, and structural steel members will receive SP6 surface preparation. This is not consistent. Can we conclude the following items?

a. All steel in Building A, B & G (except cladding girts): SSPC SP6 surface prep.

b. All steel in Building C, D, E & F: SSPC SP3 surface prep.

c. All exposed steel (i.e. exposed to weather; e.g: Picnic Pavilion, Antenna Platform, Exterior Covered Storage areas, etc.): SSPC SP5 surface prep.

A129: The following items have been confirmed per item 2.7.2.1 of Spec Section 05 12 00:

a. All steel in Areas A, B & G (except cladding girts): SSPC SP 6 surface prep.

b. All steel in Areas C, D, E & F: SSPC SP 3 surface prep.

c. All exposed steel (i.e. exposed to weather; e.g: Picnic Pavilion, Antenna

Platform, Exterior Covered Storage areas, etc.): SSPC SP 5 surface prep.

Q130: Electrical sheet EP601, sheet keynote # 11. Breaker shall be labeled” suitable for back feed”. See sheet EP605 for PV system information. Please indicate which panel and breaker note #11 is referring to on sheet EP601. Would it be safe to assume that the PV system is for the future since there is no information on sheet EP605?

A130: Keynote 11 on sheet EP601 has been deleted from this drawing and the revised drawing issued with this amendment. See revised sheet for more information.

Q131: Electrical sheet EY309, sheet keynote #9. 4” conduits associated with the telecommunications network. See EY308 for conduit run details. There is no #9 indicated on drawing EY309. Can you please indicate the locations of note #9 on sheet EY309?

A131: Keynote 9 is indicated on sheet EY309 and is associated with the conduits entering and leaving the pull boxes identified by keynote 1 on sheet EY309.

Q132: Electrical sheet EP401 sheet keynote #11. Enclosed circuit breaker for XFMR TU1. See sheet EP603 for additional information. There is no note #11 on drawing EP401 or is there any additional information on sheet EP603. Should note #11 be removed from EP401?

A132: Keynote 11 on sheet EP401 has been deleted. See attached revised sheet for more information.

Q133: Electrical sheet EP401 sheet keynote #12. Enclosed circuit breaker for ATS2. See sheet EP604 for additional information. There is a note #12 on drawing EP401 but there is no additional information on sheet EP604. Should note #12 be removed from EP401?

A133: Keynote 11 on sheet EP401 has been deleted. See attached revised sheet for more information.

Q134: I require some specific information about the altitude:

1.) Inlet pressure to altitude valve 2.) Height of storage tank 3.) Type of device to be mounted on the altitude valve to electronically monitor and transmit a supervisory signal to the FACP when valve is open to fill the tank.

4.) There are two approaches that could provide for item 3:

A134.1: Flow test conducted on August 1, 2012 indicates an available static pressure of 50 psi and a residual pressure of 22 psi flowing 420 gpm for the 6” domestic water main along Rockwell Road.

A134.2: Actual storage tank height shall be determined by successful bidder. Water levels shall be in accordance with 1/C-512.

A134.3: The single limit switch paired with a FA system monitor module will be capable of providing the required altitude valve open/close status monitor.

A134.4: Noted.

Q135: Reference to Section 00 21 11 as stated in Amendment #5, I believe this should be Section 00 22 11.

A135: That is correct; 00 21 11 should have read as 00 22 11; however, these questions have been posted in the amendment as they were put to the Government.

Q136: Tab D, of Volume II refers to “Price Breakdown Sheet” which, according to 3.2.5.1 .”This information will not be needed sooner than three working days after the proposal submission due date”. Therefore, it is our interpretation that the Work Breakdown Structure Sheet identified as Tab D in Amendment #5 is not required to be submitted with the proposal.

Please confirm

A136: That is correct. This information shall be sent upon request.

Q137: Amendment 5: Pg 3 of 7 -- 3.2.1 GENERAL is amended to read “…Submit Tab B, C, and E of the ProForma information in a separate envelope labeled: ‘Volume II – Pro Forma Requirements (Tab B, C and E). Provide a CD-ROM only for Tabs B, C and E.”

On pg 4 of the same Amendment, A036 states: “Pro Forma information is the information requested in Tabs B, C, D and E of Volume II. Note revisions that appear above in this amendment.”

Question: Is the Pro Forma information to include Tab D, or just Tabs B, C and E?

A137: Pro Forma information is as state in A036, items or Tabs B, C, D and E. Items B, C and E must accompany Tab A (Price, SF 1442 & Proposal Bid Schedules) in Volume II on the designated due date in the numbers requested. The CD ROMs of Tabs B, C and E of Volume II must also be submitted with the original of Volume II and its hard copies. Tab D, Price Breakdown Sheet (Work Breakdown Structure) which is also Pro Forma information shall be sent upon request.

Q138: Please concur that per detail 2 on CU-105 the filter fabric is 20 inches (20”) laid horizontally from the depression at the pipe. We cannot imagine that it is 20 feet (20’) horizontal.

A138: Yes, the dimension should read 20 inches, not 20 feet.

Q139: Amendment #0003 question and answer 026 and 027, how is the Contractor able to abide by the specification when the local quarries cannot meet the specification provided.

Please provide the Contractor who the E.O.R. contacted locally that confirmed the specification was written around. Between NJ and PA quarries, we cannot obtain a sources that can meet 100% of the specification, therefore either the specification needs to be relaxed or the Governments needs to provide the Contractor who they contacted and assured them this specification can be met.

A139: With respect our answers to 026 and 027 and the concern raised, the following is offered; The aggregate suppliers may have to adjust the sieves in order to provide RDM materials as specified; adjustments of this nature, in our opinion, are not uncommon.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is union or non‐union.

Union Identifiers

An identifier enclosed in dotted lines beginning with characters other than "SU" denotes that the union classification and rate have found to be prevailing for that classification. Example: PLUM0198‐005 07/01/2011. The first four letters , PLUM, indicate the international union and the four‐digit number, 0198, that follows indicates the local union number or district council number where applicable , i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination.

The date, 07/01/2011, following these characters is the effective date of the most current negotiated rate/collective bargaining agreement which would be July 1, 2011 in the above example.

Union prevailing wage rates will be updated to reflect any changes in the collective bargaining agreements governing the rates.

0000/9999: weighted union wage rates will be published annually each January.

Non‐Union Identifiers

Classifications listed under an "SU" identifier were derived from survey data by computing average rates and are not union rates; however, the data used in computing these rates may include both union and non‐union data. Example: SULA2004‐007 5/13/2010. SU indicates the rates are not union majority rates, LA indicates the State of Louisiana; 2004 is the year of the survey; and 007 is an internal number used in producing the wage determination. A 1993 or later date, 5/13/2010, indicates the classifications and rates under that identifier were issued as a General Wage Determination on that date.

Survey wage rates will remain in effect and will not change until a new survey is conducted.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis‐Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)

and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:

Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:

Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.

3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:

Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

4.) All decisions by the Administrative Review Board are final.
