About this file
This is a Questions and Answers document for a federal construction contract opportunity covering Fort Bliss and surrounding areas in Texas and New Mexico.
The contract is an IDIQ (Indefinite Delivery/Indefinite Quantity) vehicle covering construction and maintenance services at Fort Bliss main cantonment area, William Beaumont Army Medical Center, Biggs Army Airfield, East Bliss, Logan Heights areas in El Paso County Texas, McGregor Range in New Mexico, Dona Ana Camp in New Mexico, and various ranges in Dona Ana and Otero counties, New Mexico. Key scope clarifications include: fill material does not include compaction (paid separately); the Government will not provide fill and base-course materials; the contractor must furnish all materials; civil demolition includes loading, hauling, dumping, and disposal but excludes surface restoration; ADA ramps are paid by concrete volume (CY); electrical scope is limited to bid schedule items only; underground electrical work (trenching, backfill, concrete encasement, pavement restoration) is paid separately via IDIQ line items; and all travel, mobilization, and subsistence costs must be fully burdened into the unit prices with no separate travel line item. Hazardous materials testing and abatement will be issued as non-priced line items when needed. A Stormwater Pollution Prevention Plan (SWPPP) is required only when construction and staging areas exceed one acre. Temporary fencing is not universally required unless specified in individual task orders, with placement prioritized near schools and high pedestrian traffic areas. For New Mexico work, contractors may select either applicable wage determination during bid preparation; however, task orders will use the appropriate wage determination for the specific region where work is performed. An on-site office is not required, and prior RFPs will not be issued for hazardous materials situations.

QUESTIONS:
1. Does fill material include compaction, or will compaction be paid separately?
Correct. Fill material does not include compaction,
2. Will the Government provide fill and base-course materials, or must the contractor furnish them?
Government will not provide fill and base-course materials.
3. Does civil demolition include excavation, backfill, compaction, and surface restoration?
I don’t know exactly which line items you are referring to but I’m assuming it might be one of the following ones:
Demo-Reinf concrete pavement, incld loading, hauling, dumping, disposal
Demo-asphalt pavement, up to 3" thick, incld loading, hauling, dumping,& disposal
These line items include the loading, hauling, dumping, & disposal of material and it doesn’t include any surface restoration.
4. Are ADA ramps paid by concrete volume or as complete installations?
The ADA ramps are paid by concrete volume (CY)
5. Is the electrical scope limited to the Bid Schedule items or does it include the complete electrical specification?
The electrical scope is limited to the Bid Schedule items.
6. For underground electrical work, will trenching, backfill, concrete encasement, and pavement restoration be paid separately?
Yes, it will be paid separately by using the IDIQ Line items.
7. Is travel expected to be lump summed into the IDIQ price?
Yes. Travel costs will not be paid as a separate, standalone line item. The contractor must fully burden and incorporate all anticipated travel, mobilization, and subsistence costs directly into the contract unit prices for the established line items.
8. What bases or areas would we be working at specifically in Texas and New Mexico?
In the Narrative you can find the following paragraph:
Performance: For the purposes of the RSCA, the performance area will be Fort Bliss main cantonment area, William Beaumont Army Medical Center areas, Biggs Army Airfield areas, East Bliss, Logan Heights areas in El Paso County Texas, McGregor Range N.M., Dona Ana Camp N.M., and various ranges located in Dona Ana and Otero counties, New Mexico.
9. In paragraph 4.11 in the SOW states the contractor is to test and abate with approval any Hazardous Materials, there is line for this task in the bid schedule’s. Would an RFP be established when these situations arise?
No, but if we need to test and abate that will be a non-priced line item.
10. Is it required for the contractor to have an office at the locations?
No, it’s not required.
11. Will a SWPPP be required for each task as they are assigned?
SWPPP will not be required for each of the task orders. It will apply if the construction area and staging is bigger than 1 acre.
12. Is it required for the contractor to have temporary fencing around each job site?
No, it is not required to place temporary fence in all projects, unless stated in the task order. The majority of the fences will be placed in areas close to school or high pedestrian traffic.
13. In paragraph 4.78.7.d in the SOW states 8” thick, f’c=4,000 PSI and in the bid schedule there is no line stating 8” thick concrete. Please confirm the contractor is to bid per the verbiage in the bid schedules.
Please follow the bid schedule
14. For the New Mexico Bid Package how would you like to receive the New Mexico Bid being that there are two Wage Determinations for the different locations? There is one bid schedule and the solicitation has one section for each year for the New Mexico proposals and two wage determinations. Please clarify.
The contractor may choose which Wage Determination they use for the New Mexico Bid. It is up to the Contractor’s discretion which Wage Determination they use for building their bid as the Government cannot influence this decision. When a task order is issued, it will use the appropriate Wage Determination for the region in which work is done.
