About this file

This is a Fire Prevention Construction Guide issued by the Fort Bliss Fire Department in November 2024 that establishes mandatory fire safety requirements for all contractors performing construction work on Fort Bliss military installation.

The guide requires contractors to obtain Hot Work Permits from the Fort Bliss Fire Department (915-543-0019) prior to performing welding, soldering, cutting, or operating flame-producing devices, with permits issued only after all equipment is in place. All painting materials and flammable liquids must be stored in authorized containers outside buildings at safe distances that do not obstruct Fire Department Connections. Contractors must remove trash, papers, sawdust, and combustible materials daily and dispose of them in proper containers away from buildings. Lumber, roofing paper, and other combustible supplies must be stored at safe distances from buildings. All portable electric devices must be disconnected at the end of each workday. Contractors are required to familiarize employees with emergency procedures and must report all fires using the emergency number 9-1-1. Fire extinguishers cannot be removed or misused, and fire hydrants require written consent from Fort Bliss Water (915-569-5358 or 915-564-1332) and the Assistant Chief of Fire Prevention (915-744-9896) before use. Smoking is prohibited inside buildings, with designated smoking areas required at least 50 feet away with proper receptacles. Contractors must notify Fire Department Dispatch (915-744-2115 or 915-744-9172) before blocking roads or fire lanes and must obtain prior Fire Department approval before working on sprinkler or alarm systems. Hot work must cool to the touch and be checked for hot spots for a minimum of 60 minutes before the contractor leaves daily. The document includes an acknowledgment receipt form requiring contractor signature and Fire Inspector verification.
