Enclosure 1 – Government Responses

1. To minimize the use of scanned images will electronically signed Bid Bond Guarantee/Signed Bid Response Documents (i.e. Cover Letter, SF1442 etc.) be permitted?

A: Signed bid bond shall be included with the electronic bid AND the original mailed separately via United States Postal Service. The bid package shall also include evidence of the bid bond mailing (e.g. certified mail receipt).

2. Are we to submit our Price List File in two formats: .pdf AND .xls?

A: No

May we mention the Price List File in the “Tabs” (Index) in the .pdf package, then separate .xls on its own or a separate file?

A: Price List File shall be submitted as .xls document and referenced in the Index.

3. Will CAC or AIE Long Term credentials be required for all employees working on site?

A: Yes, for each contractor employee with a need for continuous base access. Depending on the circumstances, sub-contractor employees may require badges. An alternate request process exists to accommodate short-term or intermittent base access.

If so, will a single credential authorize access for all locations as specified within the Solicitation or will separate credentials be required for locations outside of JBLM?

A: Once CAC/AIE Badge is approved/provided to each contractor employee, no additional credentials are required to access specific locations within JBLM including its sub-stations.

4. Is a recap of pricing for the previous contract holder of this work available?

A: W911S8-15-D-0010 was awarded to Ostrom Painting & Sandblasting, Inc. with a total contract price of $18,864,425.00 on 21 May 2015.

5. How is the cost for Payment & Performance bonds to be accounted for in our response to this solicitation and on potential Task Orders?

A: This is considered a general, customary cost of doing business and should be accounted for accordingly in the bid.

6. Will an organized “Site Visit”, orientation meeting, be held for this Solicitation?

A: No, due to the current social distancing requirements in Washington State.

7. Please clarify the bid opening date and time, will it be on 23 April @ 3:30 pm OR

27 April @ 3:00 pm?

A: Bid closing, when bids are due, is now 3:00 PM (PDT) on Thursday, 7 May 2020. The public bid opening is scheduled for 3:30 PM (PDT), also on Thursday, 7 May 2020.

8. Please clarify the maximum value per year and over the potential base year, plus 4 option periods. Is it possible to reach the $25M ceiling in one 12-month period (perhaps the base year) and there would then be an opportunity for a subsequent Option Year? Or is $25M the maximum that may be reached over the Based year plus 4 options years?

A: Estimated base period’s value is $5M and each option period’s estimated value is also $5M.

The contract’s overall maximum estimated value is $25M. It is possible to reach the maximum value in the middle of any 12-month period of performance without reaching the ultimate contract end date, which will render the contract exhausted and a new procurement effort will ensue thereafter.

9. Wage Determinations and Areas for Performance. Wage Determinations have been provided and referenced as Attachment 3 (Pierce County) & Attachment 4 (Thurston Counties) Please provide Wage Determinations for:

1. Fort Worden Cemetery, Port Townsend, WA – Jefferson County

2. Yakima Training Center, Yakima, WA – Yakima County

A: Included with this amendment; see Attachments 5 and 6. Additionally, Attachments 3 and 4 have been updated.

10. Pricing, TE-1 .xls form, Conditions of Contract, Statement of Work and SF1442 & Solicitation, please provide clarification as to the following as to what constitutes a completed Price List (TE-

1) and a completed SF1442 response:

a. Shall our response include pricing on TE-1 for ONLY the Base Year (Item #0001) OR for the

Base Year (Item #0001) PLUS each of the following Option Years as well: Option Year 1 (1001), Option Year 2 (2001), Option Year 3 (3001), Option Year 4 (4001)?

A: Base year pricing only.

b. Are we to complete and return Section 00 10 00 - Solicitation, pages 3 thru 6: wherein there is a line for the insertion of a value for each of the following: Base Year (0001), Option Year 1 (1001), Option Year 2 (2001), Option Year 3 (3001), Option Year 4 (4001) OR shall we complete pricing for ONLY the Base Year (Item #0001)?

A: The requirement to provide Section 00 10 00 – Solicitation, pages 3-6 with the bid is removed and no longer required.

11. Statement of Work, Part I, para 1.6.1 Technical Exhibit 1 (TE-1) Price List

This paragraph states that, “All line items represent a finished product and are not to be priced as a per-application cost (Ex: line item for painting drywall, in SF, represents enough coats and/or applications for complete coverage and is not to be priced on a per coat basis).” Is it the Government’s intent for the contractor to account for all surface conditions, varying degrees of effort, and material needs when putting together our line item pricing no matter the specific needs of the facility being painted? The number of coats for surfaces to be painted can vary drastically between surfaces due to weathering, use, staining, substrate condition, etc. Pricing most line items as a single coat levels the playing field for all bidders, gives the Government the ability to pay for the number of coats needed and removes the risk of providing overstated prices in order to reduce risk.

A: It is the Government’s intent for the Contractor to utilize the existing line items to account for the varying degrees of condition, effort, and material to price line items. Each section contains line items speaking to different surfaces (concrete, metal, drywall, etc.), different prep line items (surface cleaning, pressure washing/water rinsing, etc.), and surface repairs (surface repairs for wood, repair of cracks, pinholes, etc.) which should allow Bidders to accurately bid each action independently in order to provide a price for coverage by square foot, not per coat.

12. Statement of Work, Part I, para 1.7.2 Annual Adjustments

With the Option Year pricing based on the adjustment of the Base Year pricing according to a Construction Cost Index, what should be placed in the “Unit Price” area of Solicitation Section 00 10 00 (Section B) Item No 1001, 2001, 3001, and 4001?

A: See response to question 10.b.

13. Statement of Work, Section 01 50 00 para 3.4.1.1

This paragraph states, “The contractor shall provide a temporary portable office on JBLM at its expense.” As an IDIQ contract, there may be periods of inactivity for upwards of 9 months and the work that is issued may be close to the contract minimum. In order to factor in the cost for a temporary office, will a line item be added for this expense or the requirement removed entirely?

A: The Statement of Work has been revised to clarify intent.

14. Will a performance bond be required for every TO? TO's over a certain dollar amount or on the maximum yearly limit of $5M?

A: Yes; all task orders shall require performance and payment bonds regardless of value.

15. As far as the price sheet goes, do we need to submit on all items listed or can we pick which ones we want to bid on?

A: All line items in TE1 must be priced.

16. Also, is there a more detailed specification as far as what coating systems are required for each price item?

A: Yes; see Technical Exhibits 5-11. Additionally, each project to be accomplished under this contract will be processed individually through a Request for Task Order Proposal (RTOP) and further specifications therein, when applicable, will be provided at the time each RTOP is issued.
