AFM II Site Visit Questions
1. Will you share today’s slide presentation?
No.
2. What is your estimate for questions being answered?
Questions from RFP W58RGZ-16-R-0271 will be issued with Amend 0002.
3. What are the small business goals within this contract?
There is no minimum Small Business Commitment goal for this requirement.
This is a competitive requirement; therefore, the Offeror should propose its best effort for all socioeconomic categories.
4. Does the capability exist to overhaul dynamic components?
See revised attachment 0024.
5. AFM West II – Scenario #2 Section L, Page 9 opens with: CONUS Level of Effort for AR 5-9 recovery. The IAD CAB has a UH-60M in route to the National Training Center at Ft. Irwin, CA that has a precautionary landing due to a main module chip light. The entire A/C 5 pack transmission requires replacement. The scenario finishes with – The Ft. Bliss COR requested the contractor to provide listing of equipment /tools, contract skill sets/man-hours, and repair parts to accomplish the engine change at the aircrafts current location.
Question: To which requirement does the Government want the offeror to respond – five pack transmission change or engine change?
Transmission, see updated Attachment 0027.
6. Question on Attachment 0007: Attachment 0010 Note 2 – The information in these columns shall match the skill classification crosswalk included in volume II – Technical and shall show the mapping of the offerors’ Government provided “Project Labor Category” to the offeror’s contractor labor categories with assigned weightings.
The skill classes in Attachment 0007 and 0010 do not match. Will the Government please confirm that offeror’s are allowed to add new rows in columns A-D to ensure attachments 0007 and 0010 match?
No, see the revised Attachments 0007 and Attachment 0010 to the RFP.
7. L-24.2.J Page 5: Content Requirement – all information shall be confined to appropriate file. (…) Page 3, Table 1, volume page count does not allocate any pages for a summary, not is it exempted. (L-24.2.d page 4).
Question: Is it the Governments intent that the summary section be included in the page count for organizational approach narrative? Recommendation: Contractor requests the government allocate additional pages for summary section or exempt this from the page count.
AFM II Site Visit Questions
Correct – Summary Section is included in the page count. No additional pages will be allocated for total page count.
8. Though a portion of this contract is cost plus, it appears that the larger portion is T&M which is exempt from CAS Compliance. Will the Government consider removing the I-206 requirement from the solicitation?
No.
9. Can RASM-C and AFM II, as AS9110C certified programs utilize purchasing personnel in an MS ISO 9000 certified organization to conduct purchasing functions in support of an AS 9110C certified program?
This question cannot be answered by the Government. A company’s quality system certification is between the company and their third party auditor.
Suggest you address this with your auditing company and discuss the proposed solution in the Offeror’s Comprehensive Management Plan.
10. In regards to T&M activities will it be the responsibility of the contractor or the government to determine the appropriate labor categories to execute the tasks?
Both. There will be some cases where the Government will request specific labor categories such as a welder or CH-47F pilot or others where the winning Contractor will propose a labor mix. Notice Scenarios one and two.
