Can the Government please update the reference paragraph?
Can the Government please update the reference paragraph?
Can the Government please update the occupation code?
Can the Government please update the rate?
Clause H-1(5)(b) – This provisions states “These CLINs shall have no minimum, or maximum limitations placed on the number of hours that can be exercised in an option exercise period.” This is in conflict with the CLIN description in Section B for the CLIN which does specify maximum hours for the CPFF effort and it is described as a Level of Effort. CLIN 2010AA states, “The total CPFF amount on this CLIN shall be based on a maximum of 445,440 labor hours.”
Due to the varying locations of performance under the resultant contract, will the Government consider making DBA a reimbursable expense under the CLINs established for OCONUS Differentials and Allowances?
Can the Government please add FAR Clause 52.246-24 Limitation of Liability - High Value Items to the Final RFP and subsequent contract award?
Since it is difficult to estimate these amounts, will the Government consider the use of a cost reimbursable CLIN to charge actual premium pay similar to the CLIN established for OCONUS Differentials?
The Collective Bargaining Agreements issued with the RFP contain numerous premium pay requirements (Shift Differential, Rigging, A&P, etc..).
COMMENT / QUESTION FORM
Can the Government please confirm that there is no minimum, or maximum limitations placed on the number of hours that can be exercised in an option exercise period?
AVIATION FIELD MAINTENANCE (W58RGZ-16-R-0271)
In the performance of the contract, will the Government clarify which takes precedence AR 735-5, DA PAM 710-2-1, DA PAM 710-2-2, or FAR 52.245-1 when managing GFP?
Can the Government please confirm there is no minimum, or maximum limitations placed on the number of hours that can be exercised?
Request the Government revise last sentence to "accomplish the transmission change at the aircraft's current location."
State question as clearly as possible, giving as much information as needed. If a certain answer will generate a follow-on question, try to anticipate this so the entire subject can be addressed initially. If the question is marked proprietary, please explain what makes your question proprietary and include a company POC so that the answer can be provided. PLEASE DO NOT MERGE / ALTER THE CELLS.
Question
Attachment 00019 3.1 under Site Supervision states "All duties listed in paragraph Error!
Reference source not found. Error! Reference source not found.."
Attachment 00019 76.1 under Weight and Balance Personnel states "In addition to position descriptions in paragraphs 13, 14, and Error! Reference source not found.."
Attachment 0010 - the code listed for Maintenance Test Pilot is actually the occupation code for Technical Writer III.
Attachment 0010 - the rate listed for Ground Inspector is incorrect according to the NWD. The correct rate should be $28.93.
AFM West Scenario #2 states "The entire aircraft 5-pack transmission requires replacement" and "The Fort Bliss COR requested the contractor provide the listing of equipment/tools, contractor skill sets/man hours and repair parts to accomplish the engine change at the aircraft's current location."
Paragraph 3.1.10 requires the contractor to manage and account for all GFP IAW AR 735- 5, DA PAM 710-2-1, DA PAM 710-2-2, and FAR 52-245-1. There are considerable variances between the army regulations and the FAR for management of GFP.
Clause H-1(5)(d) – This provision states, “Other than the stated ceiling price of TBD, this CLIN shall have no minimum, nor maximum limitations placed on the number of hours that can be exercised.” This is inconsistent with CLIN description in section B which does state a maximum hour limitation. “The total T&M amount on this CLIN shall be used on a maximum number of 1,730,924 labor hours.”
Discussion
Section I of the contract contains 52.228-3 Defense Base Act Insurance.
Request FAR Clause 52.246-24 Limitation of Liability—High-Value Items be incorporated into the Final RFP and subsequent contract award.

N/A All "Prime" tabs Yes. Refer to Attachment 0010, tab "Notes", "General:" which states the following: "It may be necessary for the offeror to revised the number of rows and columns to reflect difference or nuances in the Offeror's accounting system."
The narrative preceeding Table 2 states that the "Program Manager and Contracts Manager are required to be located in Huntsville." However, Table 2 does not list a Contracts Manager or labor hours.
CDRL A017 Contractors Personnel Roster (Key Personnel Roster) DI-MGMT-81834C, PWS 2.6.9, 1 The roster shall include f) Maintenance Operations Mangement.
PWS Section 3.2.1.13.8 requires "The contractor shall provide Production Control Management IAW Attachment 0013 Position Qualifications."
Will this postion be covered under the T&M CLIN and included in Attachment 10?
1.Will the Government provide the Production Control Management position qualifications in Attachment 013?
2.Will this position be covered in the T&M CLIN and included in Attachment 10?
Since the volume summary addresses the entire volume, and the page count for each section is specifically defined in Section L (totalling 115 pages), will the Government consider excluding the summary and narrative from the total page count?
Will the Government add the Contracts Manager and hours to the skill mix?
Section L-24.2)c), Table 1, lists the maximum page count for Volume II Technical as 115.
This page count is further broken down in the note below the table to allocate 100 of the pages to the Comprehensive Management Plan and 5 pages for each of the three scenarios, for a total of 115. Furthermore, Section L-24.3).b).1), Comprehensive Management Plan, allocates all 100 pages to specific proposal requirements. However, the answer to question #132F from the Government's 9 Feb 18 posting states that the Summary and Narrative Sections are included in the page count.
Can the Government please clarify the format in which to submit the Small Business Subcontracting Plan? If digital, is email submission acceptable?
PWS Section 3.1.4.2 states that "The contractor shall provide site specific quality staff personnel to support the Quality Management Sysytem at each site identifed in contract Attachment 0024 Capabilites or Missions by Location."
Will this required postion be covered under the T&M CLIN and included in Attachment 10 ?
Regarding the Small Business Subcontracting Plan submission to the Offeror's Administrative Contracting Officer (ACO), should these be hardcopy or digital submissions?
Will the Government publish wage rates for all job titles listed in Column A of all Attachment 10 worksheets and direct bidders to use those rates?
Attachment 10 worksheets list numerous job titles that are not in the National Wage Determination (NWD) or the site Collective Barganing Agreements (CBAs) (Attachment 37). Without published labor rates for all job titles listed in Attachment 10, financial risk to the bidder and the Government is introduced, as is potential labor relations issues with union members and the Department of Labor.
The Labor Categories for Aircraft Mechanic I, II, and III have correlating CBA Categories included in the Base Year, however, those CBA categories are not included in Option Year 1 and beyond.
Would the Government please confirm whether the Mechanic I, II, and III CBA categories in WSMR (Holloman AFB) should or should not be included in Option Year 1 thru Option Year 7?
The Labor Categories for Aircraft Mechanic I, II, and III have correlating CBA Categories included in the Base Year of the regular time "T&M_Prime WSMR (Holloman AFB)" Tab however, the OT tab does not reference a CBA in the base year or the option years.
Would the Government please clarify or make corrections to the WSMR OT tab of Attachment 0010?
On the "Prime" tabs for all locations, there is currently only a single place to enter a fringe. (For example: "T&M_Prime CONUS" tab, cell I5.
Some contractor disclosure statements may have more than one fringe pool based on labor types such as Exempt, Non-Exempt, CBA, etc. Is the contractor allowed to modify the Attachment 0010 workbook to accurately calculate pricing based on the contractor's pricing practices?
Paragraph 12.a. states "If possible, submit last three years electronic Subcontracting Reporting System (eSRS) showing evidence of goal attainment or progress toward goal attainment."
Will the Government exclude the eSRS reports from the page limitation for the volume to make room for significant content to be provided in other sections?
AFM II West CBAs Has the Government supplied all applicable CBAs currently in effect within the AMF West program footprint?
There are more Labor categories in Attachment 7 (Labor Crosswalk) than in Attachment 0010 (Labor rates tables).
Are bidders required to provide labor/rates data for all the LCATs on Attachment 0007, even though they are not required in Attachment 0010?

The instructions in this section refer to subcontractor requirements if the subs are "…within the top 80% of the Offeror's total proposed…" subcontractor or affiliates costs.
Will the Government please clarify what the "top 80%" of cost means to eliminate varying interpretations of this statement?

Contingency Ops Page 20-21 of 36 Country-specific employee compensation in excess of base compensation is captured in the Cost (no fee) OCONUS Differentials/Allowances CLIN. If "health and welfare benefits" are the same "health and welfare benefits" that a CONUS employee would receive, then they are not included in the Cost (no fee) OCONUS Differentials/Allowances CLIN plug numbers.
Any additional benefits paid to employees (above what CONUS employees would receive) because of assignment to foreign areas are captured in the OCONUS Differentials/Allowances CLINs.
Enduring missions and locations are discussed in these two documents but apply terms differently: 0004 shows Enduring muission locations as only FT Hood & JBLM; 0024 expands Enduring to include all CAB sites & PM Support sites (LUH). 0004 goes on to clasify Non-Enduring sites to be CAB sites (also classified as Secondary sites with corresponding levels of interface with COR or QAS less than Primary sites). The accompanyinh map then further clouds the issue by showing FT Bliss, Korea & Hawaii (Non-Enduring/Secondary sites) as Primary sites.
It is difficult to dicern what the nature is of "enduring" vs "non-enduring" & what impact that has on level or type of work performed by contractor workforce. What are the deconflicted classifications of all current & projected (now including Alaska, Hawaii, Korea & Japan) AFM sites?
Att0004 defines level of Gov't presence or oversight at AFM sites by COR & QAS presence only. Never is that presence defined as being more than two individuals, yet PWS 4.6 infers Quality Management Division exists at some level & that contractors are required to plan, coordinate and communicate quality assurance activities with the Gov't persons/agency on-site. Att 0004 also defines level of presence as map symbols:
Primary (Enduring) =LRC-A with Supervisor; Secondary (Non-Enduring?) = LRC-A with Government Staff; or Satellite = LRC-A with no Governement Staff"
Why are there such inconsistencies in terms, definitions & application both within Att 0004 & between 0004 & 0024? Can the Government be more consistent & specific as to presence at the different sites/locations?
Per Section L insructions, offerors are to bid the CFT National WD, attachment 37 for evaluation purposes.
SCLS does not apply OCONUS. Are offerors required to bid the attachment 37 Wage Determination where applicable for OCONUS labor positions under both T&M and CPFF LOE CLINs?
Per Section L insructions, under instructions for FMS CLINs, offerors are told to assume all OCONUS work will occur in Indonesia.
Must all bidders propose US hires only for the FMS labor in Indonesia based on the National CFT WD wages in Attachment 37, or can offerors propose United Kingdom (UK), North Atlantic Treaty Organization (NATO), Local National (LN) or Third Country National (TCN) employees for this work, based on something other than the wages specified in Attachment 37?
Per Section L insructions, under instructions for T&M OCONUS labors, "Offeror shall assume that the breakout of work by location for the OCONUS effort is as follows: 28 percent Alaska, 28 percent Hawaii, and 44 percent Korea/Japan."
In the Q&A the Government indicated that all bidders must bid only US hires for all positions in Korea and Japan. If this is still the case, can you please incorporate this specific guidance in the RFP?
Prime contractors are responsible for ensuring that the requirements of Section L-24, 3(d), Volume IV Cost/Price are flowed down to all proposed subcontractors, divisions, subsidiaries, and affiliates that are within the top 80 percent of the Offeror’s total proposed subcontract, division, subsidiary, and affiliate costs on the CPFF LOE CLINs.
The offer intreprets this flow down requirement to mean that it is for those subcontractors, subsidiaries, divisions, and affliates that hold 80% or more of the total subcontracted value for CPFF LOE CLINs. Is this a correct interpretation?
The Offeror shall utilize the below labor hour skill mix when proposing amounts for these CLINs.
Is the contractor required to use US Hires for the labor hours skill mix in Table 4 CPFF LOE Contingency Example, on page 21?
A notional labor hour skill mix is provided below. The Offeror shall utilize the below labor hour skill mix when proposing amounts for these CLINs.
Is the contractor required to use US Hires for the labor hours skill mix in Table 6 CPFF LOE FMS example (OCONUS), on page 23?

OCONUS differentials/allowances related to the CPFF LOE Contingency Ops effort will be captured under separate CLINs.

The percentage of small business participation will be provided to the SSA/SSAC as a separate percentage in addition to the adjectival rating. In this way the SSA/SSAC will be able to compare the Offerors' quality of the small business proposal in addition to the amount of small business participation.
In paratgraph (3)(a) 1) the Government uses the word 'Notional" to describe the labor hour skill mix for the FFP Program Management CLIN.
Is the offeror allowed to change any portion of Table 2 "FFP Program Management Example"
Entry Gate Criteria 1-4 For Entry Gate Criteria 1-4, the government is requesting a copy of the PWS and Contract as proof the Entry Gate Criteria has been met. These documents may not prove that our FOPs and GOPs are in compliance with DCMA Instruction 8210.1C , AFI 10-22_IP, NAVAIRSINST 3710.1G, COMDTINST M13020.3A, or AR 95-20, dated 21 AUG 2013 or later, or that our referenced contract(s) operate in compliance with AS9110 Revision B or C. Only copies of the FOPs/GOPs and AS9110 Certifications will prove this compliance. Does the government also request copies of FOPs/GOPs and AS9110 certifications as proof the Entry Gate Criteria has been met? And if so, will the government accept an abbreviated version of the FOPs/GOPs in hard-copy (to ease in evaluation), and a complete version of the FOPs/GOPs in electronic version?
For evaluation purposes only, the Government has incorporated the National Wage Determination as outlined in Section J, Attachment 0037 of this RFP. The Offeror’s proposed labor rates for applicable CONUS locations will be compared to the applicable wage determination labor category to ensure compliance.
Please confirm that Hawaii and Alaska are considered OCONUS for proposal purposes since Department of Labor regulations will apply to these states. If so, are Offeror's required to use the NWD for bidding purposes for activities in these locations?
Standardized Regulations (DSSR) as Danger Pay, Post Hardship Differential, Living Quarter Allowances, and Cost of Living Allowances (COLA), as well as Rest and Relaxation (R&R) allowances, sign-on bonuses, completion bonuses, housing, foreign service premiums or allowances, miscellaneous bonuses, benefits, and allowances, etc.
OCONUS differentials/allowances related to the CPFF LOE Contingency Ops effort will be captured under separate CLINs.
In the description provided of what is included to be captured under separate CLINS we see that benefits are listed. Do these allowance plugs include such fringe benefits as holiday pay, vacation pay, 401k, and pension plans?
CBA expiration dates Referenced CBA's have exiration dates before proposal end dates.
Request Gov't direction on how Offeror's pricing should address CBA elements such as direct labor and benefits post their exiration dates. Can Offeror's revert back to NWD labor and benfit costs for these periods?
Compliance with Service Contract Labor Standards. Pursuant to the Service Contract Labor Standards, the determination by the Secretary of Labor as to the applicable minimum monetary wage and fringe benefits will be made part of any resulting contract. For evaluation purposes only, the Government has incorporated the National Wage Determination as outlined in Section J, Attachment 0037 of this RFP. The Offeror’s proposed labor rates for applicable CONUS locations will be compared to the applicable wage determination labor category to ensure compliance.
Are Contractors required to use Attachment 37 NWD for labor rates on labor positions in OCONUS locations?
Color Ratings do not provide specific SB percentage Will the Government state what small business percentage goals an offeror must propose in order to receive a BLUE color rating?

Color Ratings do not provide specific SB percentage Are Offeror’s allowed to propose and receive credit for Small Business participation for non-labor efforts (example – drug testings, background checks, etc.) that will be utilized during program execution?
Attachment 7 has a column for CONUS and OCONUS labor positions to indicate the weighting of contractor labor categories to the project labor category. Attachment 10 has a similar column but also location. Because CONUS locations include both CBA and non-CBA sites, each site will have different mappings for select labor categories.
Is the weighting for CONUS labor categories in attachment 7 to reflect the aggregate weighting of all possible contractor labor categories per project labor category across all CLINs, to include FFP, CPFF, and all CONUS tabs included in attachment 10?
Note 2 of attachment 10 indicates the weighting must "MATCH" the weightings in Attachment 7. The weightings in Attachment 10 may vary by year and will definitely vary by location to comply with the job titles incorporated into the CBAs.
To have Attachment 7 "MATCH" attachment 10 for CONUS labor categories, is it permissible to include additional columns by location and year?
