About this file
This document provides evaluation criteria for a solicitation seeking base operations support services on Rock Island Arsenal in Illinois. Key details include:
The solicitation involves providing municipal services, preventative maintenance, and Army family housing management at the installation. Municipal services include hydroelectric plant operations, water and sewage systems operation, utility meter reading, grounds maintenance, snow removal, and pest management. Preventative maintenance covers hydroelectric plants, electrical distribution, water and sewer systems, storm water systems, buildings and structures, asbestos, and roads. Army family housing management includes services, pest inspections, and maintenance/repair.
The performance work statement and technical exhibits describe requirements for general fund enterprise business system operation, government bridge operations and maintenance, hydroelectric plant operations and maintenance, and Army family housing management. Offerors must meet standards for experience with GFEBS and facilities of similar size and complexity.
The evaluation will assess general fund enterprise business system operation, government bridge operations, hydroelectric plant operations, and Army family housing management as technically acceptable or unacceptable. If acceptable, proposals will then be evaluated using a tradeoff approach for electrical distribution, demand/project work order management, pavement clearance, and contract management.
The solicitation involves a single-award firm fixed-price contract with time-and-materials customer demand maintenance orders. Pricing involves fixed-price line items for base and option years as well as time-and-materials labor rates. Evaluation considers price reasonableness, unbalanced pricing, and data submission requirements.

For all FFP CLINs where the description is Unscheduled (OWO or DMO), offerors shall enter a price for a quantity up to the number of occurrences specified. For CLINs with multiple quantities of occurrences, each larger quantity is an “up to” quantity, and the range of occurrences is from zero up to the maximum quantity specified.
For all cells on the Summary tab that are not highlighted in blue, they are either pre-populated, or they will populate automatically as they include formulas that will sum values of other cells from within the Summary tab; or they are linked to totals from other tabs of the Price Matrix.
Tabs 2 through 5 are for each of the T&M CLINs. These CLINs are for Tenant Customer DMOs, which will be unscheduled work at the time of contract award. Offerors shall complete Tabs 2 through 5 by entering loaded labor rates in the blue, highlighted cells.
Loaded labor rates are inclusive of fringe, any overhead, G&A, and profit. The loaded labor rates are to be entered for all Labor Categories, for the Base Year and all Options Years. L.3 DISCUSSIONS
GENERAL INFORMATION. The Government intends to evaluate proposals and award a contract without discussions with Offerors (except clarifications as described in FAR 15.306(a)). Therefore, the Offeror's initial proposal should contain the Offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
In accordance with FAR 15.306(d), discussion sessions with each Offeror may be held.
DISCUSSION LETTERS. If discussions are conducted, the Contracting Officer will send electronic discussion letters to each Offeror’s POC. The discussion letter will specify information requested and when responses are required.
M.1 BASIS FOR AWARD
This is a competitive acquisition for the single award of a FFP contract, with the exception of customer DMOs, which will be T&M. Award will be made to the responsible Offeror whose offer, conforming to the solicitation, represents the best overall value to the Government, given the outcome of the Government’s evaluation of each Offeror’s technical proposal, past performance and total evaluated price. In selecting the best overall offer for award, the Government will consider the quality offered, which includes all non-price factors, and the evaluated price.
The Government may award on the basis of a proposal with superior ratings, even though it may result in a higher price to the Government. No award will be made to an Offeror who has received a marginal or unacceptable rating in any factor of subfactor.
The Government reserves the right to not award at all, depending on the quality of the proposals, prices submitted, and the availability of funds. An award under the RFP in no way obligates the Government to obligate additional dollars or exercise any option periods.
ACC-RI intends to award a single contract as a result of this RFP. The Government reserves the right to reject any or all proposals and make no award if such action is in the best interest of the Government.
M.2 EVALUATION FACTORS

Factor 2: Cost/Price
The offeror’s proposed price will be evaluated as follows:
Price analysis techniques will be used to determine price reasonableness. The price factor will be evaluated, but not adjectively rated. The FAR requires that contracts be awarded at prices that are fair and reasonable. The cost proposals will be evaluated using price analysis in accordance with FAR 15.404-1, Proposal Analysis Techniques.
The Government intends to evaluate price reasonableness in accordance with FAR Part 15.404-1(b), relying primarily upon competition. The Government expects adequate competition and a comparison will be made of total evaluated prices received in response to the solicitation. The total evaluated price will be the sum of the Base Year, the subsequent four Option Years, and the Option to Extend Services, IAW FAR 52.217-8, using the information submitted on the pricing matrix. The total price for the Base Year and each Option Year, respectively is the sum of all CLINs for each ordering period. The total price within each ordering period is the sum of the proposed price for each sub-CLIN. The only exception to this is for the Unscheduled OWO and DMO sub- CLINs, where multiple quantities of occurrences exist. For these sub-CLINs, a weight is applied to each of the quantities, so as not to overstate the total price.
Recent Director of Defense Policy states that contracting officers will no longer use the standard at FAR 15.403-1(c)(1)(ii) or (iii) to determine that the offered price is based on adequate competition when only one offer is received. In the event where only one offer is received in response to the solicitation, certified cost or pricing data or other than certified cost or pricing data may be required.
Unbalanced Pricing – As part of the cost evaluation, proposals may be reviewed to identify any Unbalanced Pricing. In accordance with FAR 15.404-1(g), Unbalanced Pricing, a proposal may be rejected if the Contracting Officer determines the lack of balance poses an unacceptable risk
The methods of evaluation noted above may include the use of information from sources such as (but not limited to) the Defense Contract Audit Agency (DCAA) and the Defense Contract Management Agency (DCMA).
Factor 3: Past Performance
The Government evaluates past performance information as a predictor of future contract performance. The Government will assess the degree of confidence it has in the expectation that the Offeror will successfully complete the solicitation requirements based on the Offeror’s demonstrated record of recent and relevant performance.
It is the responsibility of the Offeror to provide complete past performance information and thorough explanations as required by Section L. The Government may use any of the following information as it evaluates an Offeror’s past performance:
Past performance information provided by the Offeror in its proposal;
Past performance information obtained from Past Performance Questionnaires;
and
Past performance information obtained from any other sources available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; the Defense Contract Management Agency; and interviews with, Contracting Officers and Contracting Officers Representatives.
The Government is not obligated to interview all points of contact identified by an Offeror nor is the Government limited to the points of contact provided.
The Government may consider the recency, relevancy, source and context of the past performance information it evaluates as well as quality, general trends in performance, and demonstrated corrective actions. A significant achievement, problem, problem resolution, or lack of relevant data can become an important consideration in the assessment process. A negative finding in any element may have an impact on the assessment and the Past Performance rating.
