a. The Contractor shall develop a Snow Removal and Ice Control Plan which covers tasks included below. The plan shall be established IAW priorities for clearance of designated critical areas such as, but not limited to, handicapped parking, handicap building entrance ramps, fire/police station, medical, and family housing and shall assign equipment to accomplish the task.

Contractor's plan shall specify the following locations of markers and materials to be used for snow removal and ice control and areas from which snow must be hauled when accumulation reaches an established level.

b. The plan shall establish procedures for adding additional crew and equipment when a Winter Storm Warning has been issued by the National Weather Service or additional manpower is required. The Contractor shall notify the KO/COR in writing of any proposed changes to this plan. No such changes shall be implemented prior to approval in writing from the KO/COR.

Contractor's plan shall be furnished to the Government as part of the Contractor's technical proposal. Reference TM 5-624, Chapter 11, for guidance on snow and ice control.

2. Snow Removal and Ice Control Common Level of Service Requirements:

The Contractor shall provide snow removal and ice control services IAW contractor-developed, Government-approved Snow and Ice Removal Plan. The

TE 3.1 Snow and Ice Removal Standard Operating 2

c. The Contractor shall remove snow from railroad tracks as required to maintain use. The Contractor shall remove snow and ice to a maximum residual depth of one- quarter (1/4") from primary parking lots. The contractor shall remove snow and ice in front and on of refuse compactors at buildings 350 south east, 108 south court, 104 south court, 62 north court, and 68 north court. Contractor shall provide snow shovels, deicer containers, hand scoops and supply deicer approved by KO/COR throughout winter weather at up to 60 building entrances designated by the KO/COR.

d. The Contractor shall not remove any snow and ice from secondary roads if the snow event is expected to be 1” of accumulation or less. In the event of a variable forecast (1” – 3” accumulation expected) the KO/COR shall determine the whether the Contractor conducts snow removal operations on secondary roads. If accumulation is expected to exceed 1” or as directed by the KO/COR for variable forecasts the Contractor shall clear secondary roads as prioritized above to the primary standard (a maximum residual depth of one- quarter (1/4")).

Analysis of historical weather shows that on average of 8 snow events of the average 16 total snow events per year will be less than 1” accumulation.

e. The Contractor shall not remove any snow and ice from secondary parking lots if the snow event is expected to be 1” of accumulation or less. In the event of a variable forecast (1”

– 3” accumulation expected) the KO/COR shall determine the whether the Contractor conducts snow removal operations on secondary parking lots. If accumulation is expected to exceed 1” or as directed by the KO/COR for variable forecasts the Contractor shall clear secondary parking lots as prioritized above to the primary standard (a maximum residual depth of one- quarter (1/4")) from secondary parking lots. Analysis of historical weather shows that on average of 8 snow events of the average 16 total snow events per year will be less than 1” accumulation.

f. The contractor shall haul snow away as required to maintain traffic flow, visibility, parking availability fire hydrant access, safety for motorists and pedestrians and as directed by the KO/COR . The Contractor shall remove snow within three (3) feet radius around all fire hydrants when snow depths reach four (4) inches. This guidance shall apply to the entire installation.

g. The Contractor shall inspect the roofs of buildings 210 and 220 anytime there is an accumulation of 2” or more of snow/ice or, every two weeks if there is a continuing accumulation of snow/ice. h. The Contractor shall remove icicles and accumulated ice from exterior down spouts and gutters. This guidance shall apply to the entire installation.

3. Snow and Ice Removal Methods and Requirements

a. The Contractor shall apply abrasives and/or chemicals for ice control to ensure that all sidewalks, ramps, stairs, roads, and parking areas are safe for pedestrian or vehicle travel. The contractor shall prewett with liquid calcium chloride all rock salt used on streets. Prewetting shall be accomplished at the trucks immediately after loading of the salt. Contractor shall be required to calibrate spreaders on trucks. Since the prewetted salt is more effective, the quantity of wetted salt to be used for a particular application shall be determined prior to placement.

Contractor shall be required to calibrate deicer spreaders to ensure that the proper quantity of deicer is placed as the use of too much deicer damages vegetation, vehicles, pavements, and structures. Pelletized potassium chloride shall be used at building entrances, sidewalks, steps, and ramps (within 20 feet). Pelletized calcium chloride shall be used on the three vehicular bridge decks and approaches to the bridges. Sodium chloride and other highly corrosive chemicals shall not be used on bridge surfaces. Use of urea, calcium magnesium acetate, and other non-approved deicers is not allowed. Sand is not a deicer, but can be used to improve traction on paved surfaces that are icy or covered with compacted snow. The Contractor shall not use salt or any other corrosive de-icing agents on the Rock Island Arsenal structure 345, all agents and application shall meet U.S. DOT Federal Aviation Administration Advisory Circular (AC 150/5200- 30A). The contractor shall reapply abrasives and chemicals to roadways, sidewalks, parking lots and other areas, where water has refrozen and poses a traffic or safety hazard. All costs for abrasives, deicing chemicals and their application shall be tracked and reported.

b. The contractor shall respond within forty five minutes of initial notification snow or ice work requirement. Response is defined as being physically on the premises at the work site, with appropriate tools, equipment, materials and labor, ready to perform the work required.

Response should also be appropriate to the type of snow or ice requirement. Contractor shall notify the KO/COR prior to initiating each snow removal and/or ice control action.

c. Snow removal and/or ice control work may be required during or outside normal duty hours and be required continuously for many days as dictated by weather. The Contractor shall have a sufficient amount of qualified personnel available on call, 24 hours per day, and seven days per week, to perform this work.

TE 3.1 Snow and Ice Removal Standard Operating 4

Should snow and ice requirements be implemented during normal RIA business hours the contractor will coordinate priority requirements with the KO/COR to concentrate removal efforts to allow employees passable and safe conditions while walking and driving. The Contractor shall initiate work during non-duty hours in time to have the roads, sidewalks, and parking lots clear for traffic by 0600 hours, and continue to work throughout the day as necessary to maintain normal work day operations. The Contractor shall also perform snow removal and ice control work specified in priorities to keep roads clear and safe for access to the family housing areas and for security patrols and other emergency vehicles, 24 hours per day, seven days per week.
