Pricing Matrix Attachment 0007 tabs: Grounds DMOx- T&M-Tab 2, Fac Maint Vert DMOs-T&M-
Tab 3, Fac Maint Hoz T&M DMOs-Tab 4, Pest Mgmt DMOs-T&M-Tab 5
Discussion:
The referenced tabs in Attachment 0007 include FTEs, hours and labor categories. In Tab 2 and
Tab 5, this information is provided for all periods of performance and in Tab 3 and Tab 4 only 1 year is filled out. Also, in Tab 2, the labor categories are identified, whereas in Tabs 3 through 5, the labor categories are only identified as “LCAT 1”, “LCAT 2”, etc.
Question:
Does the government intend to dictate the labor categories, FTEs and hours in the referenced tabs or does the government intend for offerors to provide their own lists of labor categories, hours and rates for these tabs?
Government intends to provide the labor categories and hours for all four of the referenced
Tabs. This was not completed at the time that this version of Attachment 0007 was sent out.
Offerors will only have to provide hourly labor rates for the Government specified labor categories

Attachment 0007, Tab 1.
Discussion:
The referenced paragraph in the Draft Solicitation states that: “Customer DMOs will be time and materials (T&M). For evaluation purposes, a ceiling amount is provided in the Price Matrix, Attachment 0007. This ceiling is not a guarantee of dollars to be awarded during any performance year.” However, Attachment 0007 only provides ceiling amounts for T&M CLINs identified as “Materials Surrogate” For example, CLIN X002A and X004AF.
Question:
Does the government intend to provide ceiling amounts only for T&M Materials as identified in
Attachment 0007, or a ceiling amount(s) for all cost elements associated with T&M services?
Please clarify.
The dollars for the Materials in CLIN X002AF and X004AF are surrogate numbers, and probably not the actual surrogate that will be in the final version of Attachment 0007. For the labor portion of these CLINs (CLIN X002AF for example) the Government specified labor hours (for each labor category) will be multiplied by the offeror’s proposed rates to establish a ceiling price for that CLINs. However, I believe there is a workaround if that ceiling price is exceeded during contract execution.

CLIN X012 – Phase In.
Discussion:
Section B of the Draft Solicitation does not include CLIN X012.
Question:
Will the government please clarify which Section B CLIN should include the price for Phase In as identified in Attachment 0007?
CLIN X012 has been added for Phase In

On Tab 2, the Price columns for Option Year 1 through 4 are unpopulated. On Tab 4, the Price columns for Option Year 1 through 4 are unpopulated and the Base Year Price column is partially unpopulated. On Tab 5 the Price columns for Option Year 1 through 4 are unpopulated. The instructions provided in Tab 1, cells K7 and L7 appear to indicate that offerors should only populate cells that are highlighted blue.
Will the government please confirm that offerors may populate the Price columns of the referenced Tabs as identified above to accurately reflect proposed pricing? If not, will the government please revise the referenced Tabs as needed?
The “Price” column for all tabs have been updated and include formulas. Offerors will only have to provide fully burdened hourly labor rates for the columns highlighted in blue

Pricing Matrix Attachment 0007 tabs: Summary- Tab 1, Column O, Column H and Columns I through M, CLINs X002AB, X002AC, X002AD, X004AB, X004AC, X004AD, X005AH, X005AI, X005AJ, X006AB, X006AC,X006AD, X007AC, X007AD, X007AE, X008AB, X008AC, X008AD.
The referenced CLINs appear to have a “weight”, identified in Column H that is multiplied by the price for all options to arrive at a total price. As an example, X002AB is weighted by 25%, and if an offeror proposed a price of $20,000 for each year associated with this CLIN in Columns I through M, the total price shown in Column O would be $100,000 multiplied by 25% or $25,000.
In this example, the Total Price would represent a 75% discount on an offeror’s proposed pricing for CLIN X002AB.
Will the government please confirm that the weighting calculations referenced above are correct and intentional? If so, please clarify how offerors should calculate and propose their annual pricing for the referenced CLINs to ensure that Total Price in Column O accurately reflects their intended, estimated price to perform these services.
These are weighted because it would not be possible during execution, for a contractor to complete 100% of all three quantities. For example, if CLIN X004AB is up to 200 per year, CLIN
X004AC is up to 300 per year and CLIN X004AD is up to 400 per year, execution at 100% for all
CLINs would result in 800 OWOs per year. However, the highest anticipated quantity is 400. The weighting prevents an overstatement to the anticipated (evaluated) cost for this CLIN. During execution, if a contractor performs at the CLIN X004AC level for an entire ordering period, they would receive the full proposed amount, not the reduced/weighted amount.
