PWS states "The DPW WRD receives work requests during normal duty hours by phone and email. Work reception shall be managed by the Contractor after normal duty hours, which shall only be emergency requirements." This seems to conflict with PWS 2.2.2.2 which states "The Contractor shall provide a work reception capability 24 hours a day, 7 days a week." Please clarify.

There is a high likelihood that the last workday of a given month could be Mon, Tues, Wed or Thurs. and the first work day of the following month would be the following day (Tue, Wed, Thur or Fri). Project Work Orders (PWOs) are defined with two different thresholds. Att 1 indicates a threshold of $150,000 per project. Att 7 indicates a threshold of $250,000 per project.
Comment: In either case our experience is that threshold is too low to ensure effective and efficient support. With low thresholds our customers experience backlogs in house to keep up with the work effort. We recommend increasing the threshold ceiling at least $250,000 per project.
