The water treatment and distribution system components include but are not limited to, raw water pumping station (Building 9), Water Treatment Plant (Building 50), sludge holding facility (Building 71), sludge drying beds (Structure 42) and elevated storage tank (Structure 236), electrical, electronic, and digital systems and controls; level controls, control panels, switches, metering devices, pumps, motors, powdered activated carbon feeder, chlorinator, air dryer, compressors, SCADA system, feeders, turbidimeter, filters, piping, indicator lights, water distribution valves and fittings and backflow preventers. A list of all major components of the water system are identified in TE 7.1 and Water Distribution Valves in TE 7.10.
The wastewater system components include, but are not limited to, electrical, electronic, and digital systems and controls; level controls, control panels, phone dialers, switches, metering devices, sewage basins, alarms, lift stations, wet wells, dry wells, pumps, motors, air compressors, filters, piping, indicator lights, mounting hardware, meters, valves, and fittings, emergency generator, comminutor and laboratory equipment and components. A complete list of components can be found in TE 7.6, Major Components of Sanitary Sewer System.
3.0 Storm Water System Preventative Maintenance.
3.1 General Scope.
The storm drainage system, identified in TE 7.17 Storm Drainage System Map, consists of clay, reinforced concrete, steel, cast iron, corrugated metal, plastic, brick, and stone piping 4" thru 48" diameter. The system, which includes storm inlets and culverts, is approximately 110,000/7,000 AFH LF in length. The system also includes five (5) flood pumping stations. The Contractor shall be responsible for the specific maintenance tasks listed and repairs on demand.
3.2 Specific Maintenance Tasks
3.2.1 Flood Pumps.
The Contractor shall inspect, exercise, lubricate, and maintain the stationary flood pumps quarterly (March, June, September, and December). The Contractor shall clean the pump stations of any excess oil, including but not limited to the pump bases and floor of the pump buildings during the inspection and maintenance. The pumps shall be maintained IAW manufacturer’s recommendations. Pump information is listed in the TE
7.18 Flood Pump Information.
3.2.2 Inlets/Catch Basins
3.2.2.1 Inlet/Catch Basin Grate Cleaning.
The Contractor shall inspect, clean, and maintain the storm drainage inlets and catch basins monthly. The Contractor shall remove dirt and debris from the gratings of approximately 600/35 AFH inlets and catch basins during the monthly cleaning to ensure storm water flow.
3.2.2.2 Inlet/Catch Basin Cleaning.
The Contractor shall open and clean out catch basins annually. The Contractor shall maintain half of the approximately 600/35 AFH inlets/catch basins in April and the remaining half shall be maintained in September. The Contractor shall remove all dirt and debris from the inlets/catch basins and dispose of the debris off RIA.

b. Gate operators and shafts shall be lubricated
c. Gates operated over their full range of travel
d. Flapper gates shall have debris removed from the bearing area
e. Hinges shall be greased
3.2.4 Storm Water Outfall Monitoring.
The Contractor shall perform visual observations at designated storm water outfalls quarterly.
The locations for the visual observations are identified on TE 7.19, RIA Storm Water Outfall Names and Locations. There are 14 storm water outfalls. The Contractor shall use the outfall or nearest upstream manhole as the sampling/ observation point.
Each outfall shall be observed once per quarter during a single event. The Contractor shall ensure that all the outfalls are observed within each quarter. Quarter 1 begins October 1st.
The Contractor shall perform a visual outfall observation during any rainfall or snow melt event of 0.1 inch or greater magnitude. The observation must be conducted within in the first hour of the runoff or snow melt. An effective visual observation can be achieved by collecting a sample and observing it within 72 hours from when it was collected.
The Contractor shall observe the sample and if the observation returns an unusual result submit the sample to the KO/COR immediately. The Contractor shall return normal samples to the storm sewer.
