About this file
This document contains standard operating procedures for bridge operations and emergency power procedures on a federal facility. It outlines the normal steps for opening and closing the swing span bridge, including activating warning lights, clearing traffic, operating controls to turn the span, and aligning the bridge. Emergency power can be provided from a nearby lock and dam, with procedures to switch to this source including coordinating with personnel, ensuring power loads are off, transferring the power supply, and later reconnecting to main power. Procedures are also defined for locking and unlocking the swing span bridge through placing and removing locking devices on lifting mechanisms and railroad tracks.
A related federal sources sought notice seeks capabilities statements from contractors to provide base operations support services at a military installation, with an estimated performance period of one base year plus four option years beginning in January 2021. Services may include municipal operations such as hydroelectric plant operations, water and sewage systems, utility meter reading, grounds maintenance, snow removal and pest management. Preventative maintenance is also required for utilities, structures and roads. Experience with the GFEBS system on a military base is mandatory. Responses are requested to include organizational details, references, financial information, DUNS and CAGE codes, and SAM registered NAICS codes.
