1 Pages that exceed the required page limitations will not be evaluated. Additional pages over the maximum allowed will be removed or not read and will not be evaluated by the Government.
2 Offerors shall utilize and submit the provided excel spreadsheets to complete and submit proposed hourly rates for the contract and for price proposals for Sample Tasks.
3 “X” equals the amendment number (e.g. the file name for acknowledgement of amendment 1 to the solicitation will be “amendment001.pdf”).
(3) During the conduct of this acquisition, the Acquisition Source Selection Interactive Support Tool (ASSIST) will be used by the Government to support the proposal evaluation and source selection process. A separate tool, the ASSIST2Industry, will be used in conjunction with ASSIST to accomplish all exchanges with Offerors after receipt of proposals pursuant to Federal Acquisition Regulation (FAR) 15.306. ASSIST2Industry provides the ability for the Government to issue, and the Offerors to receive and respond to, all Evaluation Notices (ENs) in a secure online environment.
In order to initiate the use of ASSIST2Industry, the Government requires the names, company titles, telephone numbers, and email addresses of two (2) individuals that the Offeror has designated as responsible for receiving and responding to Government ENs through ASSIST2Industry. The designation of two (2) individuals is for the purpose of insuring availability of one individual if the other individual is not available. The required information regarding these two (2) individuals must be submitted with the Offeror’s proposal and included in the cover letter.
After the solicitation’s closing date, the Government will establish an account in ASSIST2Industry for each individual identified by the Offeror that has submitted a proposal in response to this solicitation. The two individuals named by the Offeror will be authorized access to that account. Two (2) separate system generated emails will be sent to each individual. One of the emails will contain the individual’s ASSIST2Industry username. The other email will contain the individual’s temporary password. Using the provided username and temporary password, each individual can then go to https://ASSIST2Industry.army.mil to access the account. NOTE: The first time a user logs in, the user will be required to change the temporary password before the user can proceed to use the site.
Whenever the Government issues ENs to the Offeror through ASSIST2Industry, the Government’s Contracting Officer will notify the Offeror through a medium independent of ASSIST2Industry ( e.g., e-mail) that the Offeror has ENs in ASSIST2Industry waiting for a response. There will be no ENs in ASSIST2Industry until such notice is issued by the Contracting Officer.
All Offerors are advised that ASSIST2Industry has been updated and it is now the responsibility of PRIME Contractors to establish accounts for their SUBCONTRACTORS to respond to Government ENs. A separate area within ASSIST2Industry has been created to allow authorized Subcontractor POCs to upload proposal files only. Subcontractors will not be able to access any other information on the ASSIST2Industry website (e.g. Questions/Evaluation Notices, Responses, etc.).
Once a Subcontractor has been added, they will receive a user ID (e.g.
subcontractor0001) and password (an initial password) that will be sent via two separate system generated e-mails. A Subcontractor will have one user ID for all PRIMES and solicitation responses, i.e. if you are a Subcontractor to multiple Prime Contractors and multiple solicitation responses, you will only have one user ID. Once an account has been established for the Subcontractor, go to https://ASSIST2Industry.army.mil access the account. Prime Contractors will only be able to see the number of files submitted by their Subcontractors; but, will be UNABLE TO VIEW the Subcontractor’s files.
NOTE: Both Prime Contractors and Subcontractors are instructed to review the ASSIST2Industry User’s Guide, located under the “Getting Started” tab on the website.
The guide has been updated and provides step by step instructions on how to perform functions and navigate the website.
Offerors can contact the ASSIST2Industry Helpdesk via e-mail at usarmy.jbmdl.acc.list.vce-helpdesk@mail.mil or by telephone at (609) 562-5988 or
(609) 562-7050 for any technical assistance that may be needed.
THE OFFERORS ARE CAUTIONED THAT THE SYSTEM GENERATED EMAILS
REFERRED TO ABOVE ARE INTENDED FOR ADMINISTRATIVE PURPOSES ONLY.

PROPOSAL FILES
(1) Format: The submission shall be clearly indexed and logically assembled.
Elaborate formats, detailed art work, or other embellishments are unnecessary and are not desired. Each volume shall be clearly identified and shall begin at the top of a page. All pages of each volume shall be appropriately numbered and identified by the complete company name, date and solicitation number in the header and/or footer. .
MS word (.docx) files shall use the following page setup parameters:
Margins: Top, Bottom, Left, Right – 1 inch (Headers and Footers may be contained within the one inch margin).
Page Size: Width – 8.5 inches; Length – 11 inches
NOTE: 11” x 17” pages are acceptable for tables/graphic representations; however, each 11” x 17” page counts as two pages.
(2) The following additional restrictions apply:
(a) File Packaging: All digital proposal files shall be submitted on Compact Disc – Read Only Memory (CD-ROM) or Digital Versatile Disc (DVD) using the file formats and file names in the proposal submission requirements table above and finalized so as to be readable in any reader. Zip discs are not permitted. All price breakdown information to aid in the cost or price evaluation shall be submitted with formulas intact in Microsoft Office Excel format and viewable in Microsoft Excel 2013.
MS Excel files shall contain no macros or hidden formulas or external links, and be writeable. Each disc shall be externally labeled with the volume number, copy number, date and the Offeror’s name. **Please note self-extracting .exe files are not acceptable**. If there are any differences between the copies submitted, copy #1 of 2 will govern (all copies of discs shall be clearly labeled with a copy number).
(b) Content Requirement: All information shall be confined to the appropriate file. The Technical Volume should be sanitized of any price and cost information and/or discussion. The Offeror shall confine submissions to essential matters, sufficient to define the proposal in a concise manner, to permit a complete and accurate evaluation of each proposal. Each file of the proposal shall consist of a table of contents and the narrative discussion (Price/Cost documentation shall not contain a narrative discussion or Table of Contents). The table of contents will not count towards page limits.
Proprietary information shall be clearly marked. The following shall be included in the narrative discussion:
Volume I – Technical Factor; Subfactor 1 – Corporate Experience (10 page total limit) – Offerors should demonstrate that it and its team combined have Corporate Experience providing services of similar scope and complexity necessary to perform the entire effort, that is performance in the 8 major Personnel Life Cycle task categories (PWS Section 2.2) listed below. Offerors shall demonstrate, at a minimum: corporate experience valued above $150K; experience in managing contracts as a prime;
performance of similar tasks at more than one performance location concurrently; and performance in 4 of the 8 major Personnel Life Cycle task categories (PWS Section 2.2) as listed below, two of which must include the Training and Development task category and the Sustainment task category:
Personnel Structure (PWS paragraph 2.2.1.1)
Distribution (PWS paragraph 2.2.1.2)
Training and Development (PWS paragraph 2.2.1.3)
Deployment (PWS paragraph 2.2.1.4)
Compensation (PWS paragraph 2.2.1.5)
Sustainment (PWS paragraph 2.2.1.6)
Transition (PWS paragraph 2.2.1.7)
Data Administration (PWS paragraph 2.2.2)
Within the Sustainment task category, the Offeror must demonstrate corporate experience in supporting Well-Being Programs (PWS 2.2.1.6.1), Counseling (PWS 2.2.1.6.4), and Family Community Programs (PWS 2.2.1.6.6).

Experience shall have been within the last five years from the date of the release of this solicitation and indicate whether the Offeror and its subcontractors performed as a prime or subcontractor. If the Offeror proposes a subcontractor to perform 15% (based on the total MA IDIQ Program Ceiling Value) of the services described in PLS PWS Sections 2.2, then the subcontractor is considered to be a major subcontractor under this requirement. Therefore, the Offeror shall ensure at least one of the references, per major subcontractor, provides a brief description of the major subcontractor’s experience, whether it is performed as a prime or a subcontractor for the effort, and an explanation describing exactly how the experience is similar in scope and complexity to the requirements for this IDIQ. An IDIQ contract or Blanket Purchase Agreement (BPA) reference without discussion of order experience cannot be considered as contract performance only occurs on awarded orders. Therefore, when referencing an IDIQ or BPA contract, Offerors shall discuss all relevant experience on any awarded orders that relate to the Corporate Experience Subfactor. Offerors may also include Corporate Experience references for non-major subcontractors and the relevant experience of individual staff members in key positions. The references must specify if the services were provided to Army, other DoD, or a non-DoD entity. The references shall identify the number of performance locations, the number of personnel managed, and whether any of the performance locations were OCONUS. The Offeror shall describe in detail its proposed transition planning process that shall provide detailed information to adequately demonstrate how it will assume and implement Task Order awards to ensure continuity of service, with no degradation of services and addresses the requirement of PWS paragraph 4.4, Transition Management. The process shall address, at a minimum, the Offeror’s proposed use of existing staff, the incumbent’s staff and subcontractor staff and the use of recruiting sources and the methods of obtaining them. There is no page limitation for the Transition Management Process Plan, and the Transition Management Process Plan is not included in the 10 page limitation for Subfactor 6 – Management Approach.
Volume II – Cost or Price Factor:
Offerors shall submit their price proposal by completing the Cost or Price Spreadsheet for the MA IDIQ contract ({company name}_PLS_rates.xlsx) in the solicitation;
Attachment 0005. The Cost or Price Spreadsheet is in Microsoft Excel using the same format as Section B. The Offeror shall complete the information with the required data element in each block. Additionally, the Offeror shall provide a comprehensive list of assumptions, if any, used in the development of its proposal. The Offeror shall provide a sanitized version of the labor portion of the Cost or Price Spreadsheet for each sample task which excludes rates and dollar values.
The Cost or Price Spreadsheet shall not be password protected and shall not be read-only.
MA IDIQ Contract
Firm Fixed Price (FFP) Labor Rates: The Offeror shall submit a fully loaded FFP labor rate for each labor category for each year of the base and option periods. The Offeror shall propose fully loaded FFP rates for performance at a Government location (Government site) and also fully loaded FFP rates for performance at the Contractor’s facility (Contractor site). The Government will evaluate the proposal by multiplying the Government provided labor hours (for evaluation purposes only) by the applicable FFP proposed fully loaded labor rates for each labor category and base/option periods.
The extended prices will be summed to the nearest whole cent (two decimal places) to compute a total for the base and option periods in order to derive the evaluated amount.
The total proposed price will be evaluated using one or more of the techniques defined in FAR 15.404-1, Proposal Analysis Techniques, in order to determine price reasonableness.
The labor categories in Attachment 0004 may be subject to the SCA. Offerors shall use the Department of Labor Wage Determination for Washington, D.C. in order to price their FFP fully loaded ceiling rate for the SCA covered labor categories. The Offeror shall provide a schedule which includes the solicitation labor category, the SCA equivalent code and title, the wage determination number and a detailed breakout of the proposed FFP fully loaded labor rates by element of cost. The rate breakout shall be in sufficient detail to illustrate compliance with the prevailing wages and health & welfare fringe benefits or bargaining agreement. The Offeror must detail all other applicable benefits (e.g., vacation, holidays) required by the Wage Determination(s) or collective bargaining agreement. Out-year rates for SCA covered labor categories shall not be escalated. Any future adjustments to the out-year rates for non-exempt labor categories shall be in accordance with the SCA.
Not separately priced (NSP) and/or zero priced items or entries (other than those already identified by the Government for data items) must be explained to the extent that the Government understands which CLIN/SLIN to execute to obtain the required service/item.
Note: If the Offeror receives an award, the proposed FFP loaded labor rates will be incorporated into the resulting MA IDIQ contract as ceiling rates. Ceiling rates in the MA IDIQ contract will be used as an upper limit when submitting proposals in response to Task Orders and other procurement actions regardless of whether the effort(s) is performed by the prime or the subcontractor (adjustments to the non-exempt ceiling rates are not allowable except for adjustments required by the SCA). Due to the expected low volume of FFP-LOE, CPFF, T&M, CR and OCONUS efforts, FFP-LOE, CPFF, T&M, CR and OCONUS rates will be evaluated at the individual Task Order level.
Total Evaluated Price of the MA IDIQ Contract. The Total Evaluated Price will consist of the Total Price of the MA IDIQ contract for the Base and Option Periods. The pricing for the Sample Tasks will not be included in the MA IDIQ Total Evaluated Price, but will be used solely to award, at the Government’s discretion, the Sample Tasks.
Accounting System. Since the capability to award CPFF-type Task Orders will be included in the MA IDIQ contracts, pursuant to FAR 16.301-3(a)(3), the Offeror shall maintain an accounting system deemed adequate for the accumulation of and allocation of cost under a cost-reimbursement contract. The Offeror shall provide documentation from the Defense Contract Audit Agency (DCAA) supporting the determination that their accounting system has been deemed adequate. An Offeror shall be ineligible for award of any cost reimbursement task orders until such time as their accounting system has been deemed adequate by DCAA. If DCAA has not deemed the Offeror’s accounting system adequate, the Offeror shall complete Attachment 0038, Accounting System Checklist, IN FULL which will be provided to DCAA to facilitate the accounting system audit and will assist the Offerors in preparation for the audit by DCAA.
Certified Cost or Pricing Data is not required. The Contracting Officer anticipates adequate price competition for this procurement; however, the Government reserves the right to request data other than certified cost or pricing data if deemed necessary.
Fully loaded FFP labor rates will be incorporated into the resultant contracts for future FFP task orders. The proposed fully loaded FFP labor rates will establish the maximum labor rate that can be charged for a particular labor category. The Offeror must submit a labor rate for each labor category listed in the cost or price spreadsheet at Attachment 0005. The Offeror shall propose separate rates for performance at a Government site and for performance at the Contractor’s facility. Offerors may not deviate from the labor categories listed in Attachment 0004.
Pricing for each Sample Task shall be submitted under Volume VI. See instructions below for Sample Task proposal submissions.

Data concerning the Offeror shall be provided first, followed by each proposed major subcontractor, in alphabetical order.
The Offeror shall also submit the written consent of its major subcontractors to allow the disclosure of its subcontractor’s past performance information to the Offeror.
