Solicitation W15QKN-16-R-0002 Personnel Life-Cycle Support (PLS)

Additional Solicitation Questions Received/Responses

PERSONNEL LIFE-CYCLE SUPPORT (PLS)

SOLICITATION W15QKN-16-R-0002

ADDITIONAL SOLICITATION QUESTIONS RECEIVED/RESPONSES

06 MARCH 2017

1. In cases where there is conflict between the responses to questions and the revised solicitation documents, please confirm that the revised solicitation documents take precedence.

RESPONSE: The Standard Form (SF) 33 and all SF33 Attachments and Exhibits take precedence.

2. The Q&As make mention of eliminating the requirement for the summary of qualifications, but the requirements are still located within the Proposal Submission table (see question response below). Additionally, the question makes mention of a summary of qualifications for the sample task order, but this requirement does not appear anywhere in the RFP materials.

#424 "RESPONSE: Evaluation of Factor 1 - Technical will include all six subfactors. Subfactor

5 - Staffing Approach includes Key Personnel Resumes. The requirement for a summary of qualifications for the basic IDIQ is eliminated from Attachment 0041, Section L Proposal

Submission, Factor 1-Technical, Subfactor 5, Staffing Approach. A summary of qualifications is still required for each sample task. Attachment 0041; Proposal Submission (Section L) language for Subfactor 5 - Staffing Approach is revised."

Can you please clarify the "summary of qualifications" requirement for the IDIQ response as well as the response within sample tasks.

RESPONSE: The Government has deleted the Section L “Summary of Qualifications”

IDIQ requirement document, under Subfactor 5, from the “Proposal Submission

Requirements” chart.

3. Regarding Question #474 from Amendment 0005 Q&A, may we ask the Government to reconsider the requirement for one inch margin above the header and a one inch margin below the footer? This requirement will allow even less space for narrative, especially Volume I

Subfactor 1 Corporate Experience, Subfactor 5 Staffing Approach and Subfactor 6 Management

Approach, as well as the Sample Tasks. If the Government will not remove the requirement, will the Government consider adding one page to the page limits for Volume I Subfactor 1 Corporate

Experience, Subfactor 5 Staffing Approach, and Subfactor 6 Management Approach, and the

Sample tasks?

RESPONSE: Attachment 0041; “Proposal Files” Section, Paragraph 1 (page 8) has been revised to state “Margins: Top, Bottom, Left, Right – 1 inch (Headers and Footers may be contained within the one inch margin)”.

4. Attachment 41; Proposal Submission (Section L); Page 3: Can the font in Corporate

Experience and Past Performance for tables and illustrations follow the guidelines in Section L page 3 paragraph 2, which states font size can be 8 font or higher?

RESPONSE: Tables are acceptable within the Corporate Experience and Past

Performance factors and shall be in accordance with Attachment 0041. As stated in

Attachment 0041, “Proposal Submission Requirements (Section L)” Section, Paragraph (2)

(page 3), “All text shall be single spaced and in black font on a white background (Black and white requirement does not apply to graphics, photos, company logos, tables, and illustrations). Text shall be easily readable (12-point, Arial or Times New Roman Font).

Cross-references should be utilized to preclude unnecessary duplication of data between sections. Tables and illustrations may use a reduced font size no less than 8-point and may be landscape”.

5. The Government answered question number 466 by providing a new naming convention for the Management Approach file which was outlined as,"{company name}_PLS_management_approach.docx or.pdf”. However; in Attachment 0041 - Proposal

Submission (Section L) on page 4 in the Proposal Submission Requirements Table, the

Government outlines a different title, "{company name}_PLS_management_approach_relations.docx or.pdf". Can the government revise Section

L to reflect the correct name of the file?

RESPONSE: Attachment 0041 contains the correct filename (“company name}_PLS_management_approach_relations.docx or .pdf”) for “Subfactor 6 –

Management Approach to include Contract Management Oversight Plan”.

6. The Government answer to question number 179 contradicts the answer to question number

180. The answer to 179 states "It is the Government's intent to have approximately 100-140 sites...."; however, it then states in the answer to question 180, "It is the Government's intent to have approximately 100-150 sites...". Can the Government please clarify which is the approximate number of sites expected to be assessed annually?

RESPONSE: IAW Attachment 0009, Sample A PWS, Section 5.2.8, the Contractor shall randomly select approximately 100-150 CACMAT site inspection visits per year.

7. QUESTIONS_RESPONSES, Page 60: Q&A #260 and 300; Sample Task B PWS, page 29, paragraph 5.2.6 (Educational Materials) and 5.2.8 (FRB): The answer provides a definition for printing. Are items printed by the Defense Printing Office (DPO) to be included in the offeror’s

FFP? If so, can the offeror be provided with a DPO pricing sheet so that the offeror can appropriately price?

RESPONSE: If the DPO is used, there is no cost to the contractor.

8. QUESTIONS_RESPONSES, Page 72: Q&A #318; Sample Task B PWS indicates there is one call center for Army OneSource. Will the call scripts and call center materials be provided to the contractor upon contract award?

RESPONSE: Call scripts and call center materials are not applicable to the call center.

9. Attachment 0009, Sample Task A – PWS, Page 58: Sample Task A, PWS, paragraph 5.2.9, page 58, CACMAT Inspection Team states the “team shall be led by a manager and comprised of a minimum of four personnel.” However, the bullets below paragraph 5.2.9 only mention the

CACMAT Team Manager and three members. Request clarification on whether the team led by a manager is three other members for a total of four, or whether the team is led by a manager and includes four other members.

RESPONSE: IAW Attachment 0009, Sample A PWS section 5.2.9, the CACMAT inspection team will be comprised of a minimum of four personnel and led by a manager.

The manager is a team member and included as one of the four team members.

10. Attachment 0014, Sample Task A, Deliverables Schedule, Level I AT Awareness Training, Page 1: Are incumbent contractor staff required to complete the Level I AT Awareness Training within 5 days of Task Order award if they have completed the training within the previous 12 months?

RESPONSE: No

11. Attachment 0021, Section L, Volume III – Past Performance Factor, Section 5, Page

19: A Past Performance Questionnaire (PPQ) must be completed and submitted no later than the proposal due date. Amendment 0005 did not include an updated PPQ with an updated due date. Please confirm PPQs are now due 16 March. Will the Government release a new PPQ form with an updated due date on the title page?

RESPONSE: Attachment 0039, “Past Performance Evaluation – Questionnaire Form” has been revised.

12. QUESTIONS_RESPONSES; Page 52, Question and 222 Page 80, Question 359: The question addressed the underlying technology for aosresourcecenter.com. The answer; “.NET, SQL, and Windows Server” contradicts the answer on page 52, Question 222, and sample PWS

Section 4.3, which state the underlying technology is Joomla. Please provide further clarification on the underlying technology for aosresourcecenter.com.

RESPONSE: The Joomla platform is currently used for aosresourcecenter.com IAW

Attachment 0021, Sample B PWS section 4.3, the Government preference is to maintain the

Joomla platform. The .net platform is used for myarmyonesource. com.

13. Attachment 0021, Sample Task B, PWS Section 1.6, Places of Performance, Page 2:

Multiple places of performance listed for which the government will provide facilities are not in locations with a major Army installation. Are some of the locations to be provided by the government at Army Reserve or Recruiting facilities?

RESPONSE: No

14. Attachment 0041; Proposal Submission Section L REV 17FEB2017; Page 10: Subparagraph

c) specifically states the Offeror shall describe its technical approach to the following six (6) tasks as detailed in the sample task SOO: 3.1, 3.2, 3.3, 3.4, 3.5 and 3.7. The response to Question

400 parts a and b and the response to Question 405 seem to indicate that technical expertise and support to the development of Doctrine and Policies is expected yet it is specifically excluded from the six (6) SOO tasks. Please clarify whether Attachment 0041, Section 1.1 c) to include

SOO 3.6 should include Doctrine and Policy support.

precedence. IAW Attachment 0041, Proposal Submission Section L, page 10, Offerors shall describe their technical approach to the tasks specified at Section 1.1c). This includes

SOO sections 3.1, 3.2, 3.3, 3.4, 3.5, and 3.7. Offerors shall include pricing for the entire effort to include SOO section 3.6. Offerors shall address tasks associated with SOO section

3.6 in their proposed PWS.

15. Attachment 0041; Proposal Submission Section L REV 17FEB2017; Page 11: The second paragraph under Section 1.2 Staffing Plan has added a requirement for resumes of Key Personnel for each of the Sample Tasks and a statement of commitment for each individual proposed for a

Key Personnel position accepting employment. At the IDIQ level, if the individuals whose resumes are submitted are employees of the offeror, a statement of commitment is not required.

Is this the same at the Task Order level? Will a statement that the Key Personnel are currently employed by the offeror suffice?

RESPONSE: Yes, Attachment 0041, Proposal Submission Section L (page 12) has been revised to state that statements of commitment are not required for Key Personnel that are currently employed by the Offeror and require a statement that Key Personnel are currently employed by the Offeror.

16. Attachment 0044, Sample Tack C – PWS Template, Page 11: Paragraph 1.12.2 defines the requirements of the Key Personnel category Management Analyst SME for Human Capital but the second sentence uses the labor title Senior Management Analyst. Please confirm whether the labor title should be “Management Analyst SME” or “Senior Management Analyst” as currently written.

RESPONSE: Attachment 0044, Sample C PWS Template section 1.12.2 second sentence is revised to delete “Senior Management Analyst” and add “Management Analyst SME”.

17. Attachment 0041; Proposal Submission Section L REV 17FEB2017; Page 19: Item 7. Small

Business Participation Past Performance has been removed from Volume III – Past Performance

Factor in response to Q621. However, the Government’s response to Q686 contradicts that response by stating “All Offerors shall submit information substantiating the Offerors’ past performance in complying with FAR 52.219-8, “Utilization of Small Business”, maximizing opportunities for U.S. small business subcontractors” is required in both Volume III and Volume

IV. Please clarify whether “Small Business Participation Past Performance” belongs in Volume

III, Volume IV, or both volumes.

precedence.

18. Attachment 0005; Basic Labor rates; SCA Rates- Detailed Breakout tab: If Offeror is required to incorporate Executive Order (EO) 13658, does the government require the offeror to price each employee at 1864 hours instead of 1920?

RESPONSE: All Offerors are to be in compliance with the Service Contract Act. As stated in Attachment 0041 (page 12), “The Offeror shall ensure its staffing plan clearly depicts the total number of Full Time Equivalents (FTE) and labor hours for each proposed labor category, including any subcontracted efforts. If utilizing other than 1920 productive hours per FTE per year, than the Offeror shall provide its calculation of productive hours per year.”

19. Attachment 0041, SOL_W15QKN16R0002_PLS_ATTACH_0041_PROPOSAL_SUBMISSION_SECTION_L, page 11. Is it the Government’s intent to limit the Summary of Qualifications to five pages per

Sample Task? Please clarify.

RESPONSE: Yes, the Summary of Qualifications is limited to five pages per Sample Task.

Attachment 0041, Proposal Submission, Section page 12 has been revised to clarify.

20.

SOL_W15QKN16R002_PLS_ATTACH_0041_PROPOSAL_SUBMISSION_SECTION_L_RE

V_17FEB2017; Page 19. Volume III, Section 5 – Past Performance Questionnaire requires that

“The Offeror shall also include a list of all the POCs who were sent a questionnaire. The

Government must receive this list no later than the proposal due date. This list does not count against the page count…” Please clarify whether the Government requires this information to be e-mailed directly to joseph.m.haslach.civ@mail.mil or to be included in Volume III proposal submission? If it is to be submitted as part of the proposal, should it be included as a separate document? If so, can the Government please include the desired file name on the Section L

Proposal Submission Requirements table on page 5?

RESPONSE: The Past Performance POC List shall be submitted with the proposal.

Attachment 0041 (pages 5 and 20) has been revised to clarify.

21. Question 422 states: “Attachment 38 & Attachment 43; Accounting System Checklist &

Disclosure of Lobbying Activities; N/A; Please confirm that Attachment 38 and 43 are to be included in Volume V and Page Limit is N/A.

RESPONSE: Yes, Attachment 0038 and 0043 are to be included in Volume V. Attachment 0041, “Proposal Submission – Section L”, has been revised.”

Yet the revised Attachment 0041, Section L, page 4 lists under Volume II Cost or Price MA

IDIQ Contract a file titled “Accounting System” and on page 5 under Volume V, “DCAA

Accounting System Documentation or Accounting System Check list”. What is the document listed under Volume II and is it different than that listed under Volume V?

RESPONSE: The “DCAA Accounting System Documentation” or “Accounting System

Checklist” shall be submitted under Volume II. Attachment 0041 has been revised.

22. QUESTIONS_RESPONSES, Page 72: Q&A #318; Sample Task B PWS indicates there is one call center for Army OneSource. What are the hours of operation for the call center and what are the performance metrics for operation of the call center?

mailto:joseph.m.haslach.civ@mail.mil

RESPONSE:

a. The “call center” referred to in the response is for the AOSTS system. The AOSTS system administrator under PWS section 5.4.1 of Attachment 0021, Sample B shall deliver online and telephone support. The hours of operation are 8:00am – 5:00pm local time, Monday through Friday. PWS section 5.4.1 is revised to clarify.

b. The performance measures for the sample task assess the high level objectives of the task order. There is not a task order performance metric for the task in PWS section 5.4.1.

23. Q&A RESPONSES, Question number 482. Will the government please confirm that we need a total of 6 CDs for submission: volumes I –V should be on one CD; submit 4 copies of this

CD and volume VI should be on one CD; submit two copies of this CD?

RESPONSE: A total of 4 CD-ROMs or DVDs shall contain all proposal submission

Volumes. Volumes I, III, IV, and V shall be contained on one CD (two copies of this CD shall be submitted). Volumes II and VI shall be contained on one CD (two copies of this

CD shall be submitted). Attachment 0041, “Proposal Submission Requirements” chart

(pages 3-6) has been revised for clarification. Attachment 0041, “Proposal Files” Section, Paragraph (2)(a) (page 9) has also been revised to state : “If there are any differences between the copies submitted, copy #1 of 2 will govern (all copies of discs shall be clearly labeled with a copy number)”.

24. Attachment 0006; Basic PRS; Page 4: What happens if the Contractor meets performance objectives despite days missed? Will the contractor still have to reimburse the government for days missed?

RESPONSE: No, IAW Attachment 0006, Basic PRS 3.10, there must be a Government-documented impact to services. Attachments 0001 (Section 3.10), 0002 (Appendix 1 -

Section 3.10), and 0006 (Section 3.10) have been revised to clarify.

25. Attachment 0009, Sample Task A, Section 5.3.11.3, Page 62. Please confirm that the optional CLIN should only be priced with the 9 additional SSMs.

RESPONSE: The separate optional CLIN is inclusive of all optional PWS section 5.3 workload listed in Attachment 0012, Sample A Est Work Place of Perform, para 3.

Offerors shall include pricing for additional SSMs as well as the additional CAC Operator workload. Attachment 0009 (Section 5.3) has been revised to clarify. Attachment 0011 has also been revised.

26. QUESTIONS_RESPONSES, Page 56: Q&A #242; Sample Task B PWS indicates the hours of operation for AOS staff are 8am to 5pm local time (excepting local holidays) and support outside those hours is not expected. The PWS 5.3.4 and Q&A #248 and #320 specify that the

SCSCs/Contractor will staff a booth at 61 Yellow Ribbon Reintegration events (which are often on weekends). Please clarify whether SCSCs work the hours specified in Q&A #242 or whether they support events on weekends as indicated in Q&A #320.

RESPONSE: Normal business hours for SCSCs are provided in Attachment 0021, Sample

B PWS section 1.7. Any adjustment of hours shall be coordinated with the COR-RA.

Overtime is not authorized. Attachment 0021, Sample B PWS section 1.7 is revised to clarify.

27. QUESTIONS_RESPONSES, Page 175: The direction from the Government in three responses (#731, 733 and 734) is unclear. First, the response to question #731 provides references (pages 4 and 13) that pertain to Subfactor 5 (Staffing), not to Subfactor 4 (Sample

Task C), which is the requirement to which question #731 pertains. Secondly, response #731 instructs a 3 page limit for each Sample Task C resume, which are outside the page count, and in a separate file with a distinct filename. However, the responses to #733 and #734 state there is no page limit for the Sample Task resumes, and they are within the subfactor, and thereby within its

30 page limit. The Proposal Submission Requirements Table starting on page 3 of Attachment

0041 also does not identify the Sample Task resumes as being separate files with distinct filenames and page limits. Please clarify.

RESPONSE: Attachment 0009, Sample A PWS section 1.12 and Attachment 0021, Sample

B PWS section 1.12 are revised to clarify that program/project managers are considered key personnel. Sample Tasks A and B do not require submission of key personnel resumes with the proposal. Attachment 0044, Sample C PWS template section 1.12.1 does require resumes to be submitted with the Offeror’s proposal. Attachment 0041, Section 1.2 has been revised. Staffing Plan states that resumes will be limited to three pages and not count against page limits.

28. QUESTIONS_RESPONSES, Page 24: Response # 91 stated: “There are no designated key personnel in support of Sample Task A.” The revised Attachment 0041 (Volume I – Technical

Factor; Subfactors 2, 3 and 4 – Sample Tasks A, B and C, Section 1.2, paragraph 2) states: “For

Sample Tasks A, B, and C, resumes of individuals proposed for Key Personnel shall describe…”

Furthermore, in EXHIBIT_D_CDRL_D004_DID_OT-16-

10023_KEY_PERSONNEL_LISTING, the contract reference in Block 16 for Sample Tasks A and B is presented as PWS paragraph 1.12, which for both task orders discusses the Project

Manager and an alternate. Please clarify if Key Personnel resumes are required for Sample Tasks

A and B, and if there are designated Key Personnel for those task orders.

The CDRL D004 addresses data submission requirements for identification of contractor personnel after task order award.

29. QUESTIONS_RESPONSES, Page 166: Question 698 response stated “(a) Section G does not require signatures, however, Section G requires fill-ins.” Upon reviewing Section G, we do not see any fill-ins in Section G. Please provide instructions on where to provide the fill-ins.

RESPONSE: Section G does not contain fill-ins. Attachment 0041, Volume V (page 23), has been revised.

30. Attachment 0029; Sample C SOO 23 JAN2017; Page 2: Paragraph 3.1 states the TDA figures include both civilian and military personnel. The response to Question 388 states the numbers are civilian authorizations only while the response to Question 392 indicates civilian and military. Please confirm the TDA numbers include both civilian and military.

RESPONSE: These authorizations are civilian and military authorizations. The organization is comprised substantially of DA civilians. Exact subtotals for civilian and military personnel are not available.

31. Attachment 0014; Sample Task A Deliverables Schedule; Page 1: The QCP ‘Submit To’ column indicates the COR-RA should be one the recipients, however, page 4 of Attachment

0009; Sample Task A PWS paragraph 1.8.1, indicates that the QCP should be sent to COR-HRS and the KO. Can the Government clarify which are the correct recipients for the Sample Task A

QCP delivery schedule?

RESPONSE: Attachment 0014, Sample Task A Deliverables Schedule, Attachment 0025, Sample B Deliverable Schedule, and Attachment 0033, Sample C Deliverable Schedule are revised to indicate the COR-HRS should receive a copy of the QCP.

32. Attachment 0009: Sample Task A PWS; Page 39: Regional Managers are now included on the SSM chart. One listed in Yongsan, Korea and one in Germany which brings the total FTEs to

12. They are again listed again in the additional increases for Feb 2019 which brings the total additional to 21.
