Q: States, "The Contractor shall not limit the amount of cash funds a cardholder may withdraw from their Debit Card account at any one time with the exception of bank required Automatic Teller Machine (ATM) limits." For the purposes of minimizing potential fraud losses, would the Agency consider placing a limit of $8,000 per day for teller assisted withdrawals?
Q: We acknowledge loads from the SDU to debit card will be done with no charge to the cardholder. We interpret requirement 4.9.35 "The Contractor shall allow Debit cardholders to make deposits to their Debit Card accounts at no fee to the cardholder" as allowing the cardholder to load outside dollars from various sources to the card, which turns the card into a General Purpose Reloadable card. This conflicts with Requirement
4.9.33 "The Contractor shall not deny access to the Electronic Debit card Program to any customer referred by the State". If it is the stateâ??s intent to allow outside loads/funds/deposits to the card, we must complete Customer Identification Program (CIP) to verify the identity of each recipient. This may disqualify someone from receiving a debit card.
To allow outside loads, please remove requirement 4.9.33 "The Contractor shall not deny access to the Electronic Debit card Program to any customer referred by the State". Rationale: To remove conflict between Sections 4.9.35 and 4.9.33
