About this file
This document is a technical specification for the BATCH_FIN_EXT_CHECK process, which is part of a larger state disbursement unit (SDU) contract opportunity for child support payment and receipt processing in the state of New Jersey, specifically for Mercer County and Trenton City. The BATCH_FIN_EXT_CHECK process runs after the disbursement process to identify check disbursements requiring check number assignment, assign check numbers sequentially, and generate a check print file for the SDU vendor. The process extracts check disbursement data from various database tables, formats the data, and creates an output file in a specific layout for printing checks. The process runs daily and has several dependencies, including the successful execution of the BATCH_FIN_DISBURSEMENT.SP_DISB_RECOUP program.
The state and local contract opportunity is for T1775 - State Disbursement Unit Child Support Payment/Receipt Processing, which covers the jurisdictions of Mercer County and Trenton City. The document does not provide details on pricing terms, set asides, incumbents, funding requirements, or other salient information about the contract opportunity.

BATCH_FIN_EXT_CHECK
INTRODUCTION
The process BATCH_FIN_EXT_CHECK runs after the disbursement process. Disbursement process generates disbursement details, determines the disburse medium for each of the fund recipients and writes into Disbursement header and detail logs.
This process identifies all check disbursements requiring check number assignment and assigns check numbers sequentially by incrementing the last used check number. The process also generates a check print file to the SDU vendor.
1.1.1 BATCH_FIN_EXT_CHECK.SP_CHECK_PRINTING
1.1.1.1. Purpose
This process extracts all check disbursements requiring check number assignment and assigns check numbers sequentially by incrementing the last used check number.
The process check print file for printing checks.
1.1.1.2. Database Tables Affected:
1.1.1.2.1. Driver Tables
> LOG_DISBURSMENT_HEADER (DSBH)
1.1.1.2.2. Output Tables
> LOG_DISBURSMENT_HEADER (DSBH)
> LOG_DISBURSEMENT_ADDRESS (DADR)

> GLOBAL_EVENT (GLEV)
> EXTRACT_CHECK
1.1.1.3. Process Description
The process extracts the issued checks from current disbursement with no check number from the Disbursement View (DSBV) screen / LOG_DISBURSEMENT_HEADER (DSBH) table. The system generates the check number by incrementing the last check number used from LOG_DISBURSEMENT_HEADER (DSBH) table and updates the disbursement header LOG_DISBURSEMENT_HEADER (DSBH) table which can be viewed on Disbursement View (DSBV) screen. The process also generates a file for printing checks.
- Get the run date and last run date from PARM (Parameters table) and validate that the batch program was not executed for the run date, by ensuring that the run date is different from the last run date in the PARM table.
Otherwise, an error message to that effect will be written into the Batch Status Log (BSTL) screen / BATCH_STATUS_LOG (BSTL) table and terminate the process.
-Select the Check disbursements from the Disbursement View (DSBV) screen / LOG_DISBURSEMENT_HEADER (DSBH) table using the following conditions (all outstanding checks without a check number)
CD_MEDIUM_DISBURSE = ‘C’ -- CHECK
CD_STATUS_CHECK = 'OU' -- OUTSTANDING
TRIM (NO_CHECK) IS NULL
DT_DISBURSE <= RUN-DATE
DT_END_VALIDITY = '31-DEC-9999'
-Get the mailing address from ADDRESS_HISTORY (AHIS) if the recipient is either CP or NCP. Identify the recipient using the CD_CHECK_RECIPIENT as ‘1’ in the Disbursement View (DSBV) screen / LOG_DISBURSEMENT_HEADER (DSBH) table for the CP/NCP. Use the following conditions in MEMBER ADDRESS HISTORY (AHIS) screen / ADDRESS_HISTORY (AHIS) table to get the address
ID_MEMBER = RECIPIENT ID
CD_TYPE_ADDRESS = ‘M’ – Mailing address
RUN-DATE BETWEEN DT_BEGIN AND DT_END
AND CD_STATUS IN (‘Y’) – confirmed as good AND DT_END = '31-DEC-99' – non-end dated
-Get the mailing address from FIPS_CODES (FIPS) if the recipient is an agency. Identify the recipient using the CD_CHECK_RECIPIENT as ‘2’ in Disbursement View (DSBV) screen / LOG_DISBURSEMENT_HEADER (DSBH) table for the agency. Use the following conditions in FEDERAL INFORMATION PROCESSING STANDARDS (FIPS) screen / FIPS_CODES (FIPS) table to get the address
CD_STATE_FIPS = SUBSTR(RECIPIENT ID, 1, 2)
CD_TYPE_ADDRESS = ‘P’ (Payment processing)
-Get the mailing address from OTHER PARTY screen / OTHER_PARTY (OTHP) table if the recipient is other party. Identif y the recipient using the CD_CHECK_RECIPIENT as ‘3’ in Disbursement View (DSBV) screen /
LOG_DISBURSEMENT_HEADER (DSBH) table for other party. Use the following conditions in OTHER PARTY screen /
OTHER_PARTY (OTHP) table to get the address.
ID_OTHER_PARTY = RECIPIENT ID
-Get the interstate case id (OTH_STATE_ID_CASE) for the interstate cases from the INTERSTATE_CASES (ICRT) table by matching the ID_CASE.
-Generate a sequence number and insert into GLOBAL_EVENT (GLEV)
-Insert the check disbursement address details for disbursing the check in LOG_DISBURSEMENT_ADDRESS (DADR) table to view the disbursement details in Disbursement View (DSBV) screen. In addition to the disbursement details, we are also inserting “NAME_PAYEE” column which is retrieved from VDEMO, VFIPS or VOTHP based on the recipient type of
‘1’, ‘2’ or ‘3’ respectively. And when the disbursement is a Joint Tax Refund, “NAME_PAYEE” column will be retrieved from VRCTH.
-Create the check number by selecting the last check number from the VDSBH table and incrementing by 1 for each individual check and update the NO_CHECK field in Disbursement View (DSBV) screen
/ LOG_DISBURSEMENT_HEADER (DSBH) table for the check disbursements.
-Find the maximum control number created in Disbursement View (DSBV) screen / LOG_DISBURSEMENT_HEADER
(DSBH) table, increment by 1 and update ID_MISC field on LOG_DISBURSEMENT_HEADER (DSBH) table which can be viewed on the Disbursement View (DSBV) screen.
-Update the DT_STATUS_CHECK field with PROCESS-DATE in Disbursement View (DSBV) screen /
LOG_DISBURSEMENT_HEADER (DSBH) table for the check disbursements.
-Create an output file using the below mentioned format to print the checks.
> Use the above identified check disbursements from VDSBH.
> Format the CHECK_AMOUNT and CHECK_COLL_DATE.
> Use the oracle UTL_FILE package to create the file.
> One record will be inserted in the file for each check.
-Log the error encountered or successful completion in the BATCH STATUS LOG Screen / BATCH_STATUS_LOG
(BSTL) table for future references.
-Update last run date in the PARM table with the run date, upon successful completion.
