About this file
This document is an exhibit related to a process for the New Jersey State Disbursement Unit (SDU) for extracting data on Electronic Funds Transfer (EFT) pre-notes and daily EFT and stored value card disbursements to clients, county welfare agencies, and interstate agencies. The process extracts data from various database tables to create an output file in CCD+/PPD format for delivery to the SDU contractor. The file includes EFT pre-notes for new EFT instructions created on county and client payee records, as well as daily EFT and stored value card disbursements to client payees, interstate agencies, and county welfare agencies. The process validates that the batch program has not already been executed for the run date before creating the output file.
The related state and local contract opportunity is for T1775 - State Disbursement Unit Child Support Payment/Receipt Processing, which involves multiple jurisdictions in New Jersey including Mercer County and Trenton City. The document does not provide details on pricing, set asides, incumbents, funding requirements, or other salient contractual information.

BATCH_FIN_EFT_SVC_PNOTE_DISB
INTRODUCTION
The process BATCH_FIN_EFT_SVC_PNOTE_DISB extracts data relating to Pre-note for new EFT instructions created on CPs and County FIPS. No Pre-note will be created for EFT instructions on Interstate FIPS.
In addition, if the Funds Recipient has EFT/Stored Value Instructions in active status, the data relating to daily EFT disbursements of CPs, Interstate FIPS, County and data relating to daily stored value card disbursements of CPs will be extracted. This file will be delivered to SDU Contractor.
1.1.1 BATCH_FIN_EFT_SVC_PNOTE_DISB.SP_EXTRACT_EFT_SVC_PNOTE_DISB
1.1.1.1. Purpose
The process extracts
EFT pre-notes to CPs, EFT disbursements to CP’s, Interstate Agencies , CWA and DYFS Stored value card disbursements to CPs, and creates a file to be sent to SDU Contractor.
1.1.1.2. Database Tables Affected:
1.1.1.2.1. Driver Tables
LOG_DISBURSMENT_HEADER (DSBH)
ELECTRONIC_FUND_TRANSFER (EFTR)
DEBITCARD_RECIPIENTS (DCRS)

1.1.1.3. Process Description
This procedure extracts the ready-for-disbursement records of all CPs/Interstate Agencies/Counties that have active EFT instructions and the ready-for-disbursement records of CPs with active Stored Value cards instructions.
The disbursement records are chosen from Disbursement View (DSBV) screen/ LOG_DISBURSMENT_HEADER (DSBH) and Bank account information is taken from the Manage EFT Instructions (EFTI) screen / ELECTRONIC_FUND_TRANSFER (EFTR) table for EFT and Stored Value Card Instructions (SVCI) screen / DEBITCARD_RECIPIENTS (DCRS) for SVC. In addition, the pre-note of CPs for activating EFT are extracted into the same file from Manage EFT Instructions (EFTI) screen/ELECTRONIC_FUND_TRANSFER (EFTR) table.
An output file is created in CCD+/PPD format to the SDU Contractor.
Get the run date and last run date from PARM (Parameters table) and validate that the batch program was not executed for the run date, by ensuring that the run date is different from the last run date in the PARM table. Otherwise, an error message to that effect will be written into Batch Status Log (BSTL) screen / BATCH_STATUS_LOG (BSTL) table and the process will be terminated.
For EFT Disbursements:
EFT disbursements ready to be sent out to CPs, Agencies and County EFT disbursement from Disbursement View (DSBV) screen/ LOG_DISBURSMENT_HEADER (DSBH) table are selected using the following conditions:
23DPP00838 3 | P a g e
CD_MEDIUM_DISBURSE = 'E' -- EFT
CD_STATUS_CHECK = 'TR' -- TRANSFER EFT
TRIM (ID_MISC) IS NULL
DT_DISBURSE <= PROCESS-DATE
DT_END_VALIDITY = '31-DEC-9999'
23DPP00838 4 | P a g e
CD_STATUS_CHECK = 'TR' -- TRANSFER EFT
TRIM (ID_MISC) IS NULL
For all the selected records, active EFT instructions (Bank Routing Number, Account Number and Type of Account) of the Funds Recipient are extracted from Manage Electronic Funds (EFTI) screen/ ELECTRONIC_FUND_TRANSFER (EFTR) table.
ID_CHECK_RECIPIENT = RECIPIENT_ID
CD_STATUS_EFT = ‘AC’ -- ACTIVE
CD_CHECK_RECIPIENT = ‘1’ – for CP
‘2’ – for FIPS ‘3’ – for CWA/DYFS
Create the Control number and update the ID_MISC field in Check View (DSBV) screen/LOG_DISBURSMENT_HEADER (DSBH) table for each of the EFT disbursements.
Find the maximum ID_MISC number created in Disbursement View (DSBV) screen/LOG_DISBURSMENT_HEADER (DSBH) table, increment by 1 and update the Disbursement View (DSBV) screen / LOG_DISBURSMENT_HEADER (DSBH) table for the EFT disbursement.
Update the DT_ISSUE field with Job run date (PROCESS-DATE) in Disbursement View (DSBV) screen / LOG_DISBURSMENT_HEADER (DSBH) table for the EFT disbursement.
Insert a record into LOG_DISBURSEMENT_EFT (DEFT) to view the disbursement details in Disbursement View (DSBV) screen. In addition to the disbursement details, we are also inserting “NAME_PAYEE” column which is retrieved from VDEMO, VFIPS, VSTAT or VOTHP based on the recipient type of ‘1’, ‘2’ or ‘3’ respectively. And when the disbursement is a Joint Tax Refund, “NAME_PAYEE” column will be retrieved from VRCTH.
For recipient type ‘2’, name payee/ name of other state is retrieved from VSTAT based on the first two characters of the FIPS code using the following condition
FROM VFIPS c, VSTAT s WHERE c.id_fips = RECIPIENT_ID
AND s.cd_state_fips = SUBSTR (RECIPIENT_ID, 1, 2) AND c.dt_end_validity = ’31-dec-9999’
AND ROWNUM <= 1;
For SVC (Stored Value Card) Disbursements:
Select all the CP’s SVC (Stored Value Card) disbursement from Disbursement View (DSBV) screen / LOG_DISBURSMENT_HEADER (DSBH) table using the following conditions
CD_CHECK_RECIPIENT = ‘1’
CD_MEDIUM_DISBURSE = 'B'
CD_STATUS_CHECK = 'TR'
TRIM (ID_MISC) IS NULL
Find the SVC (Stored Value Card) instructions (account number and SVC number) of the CHECK_RECIPIENT in Stored Value Card Instructions (SVCI) screen / DEBITCARD_RECIPIENTS (DCRS) table.
23DPP00838 5 | P a g e
ID_CHECK_RECIPIENT = RECIPIENT ID
CD_STATUS = 'A' -- ACTIVE
Create the Control number and update the ID_MISC field in Disbursement View (DSBV) screen / LOG_DISBURSMENT_HEADER (DSBH) table for the SVC disbursements.
Find the maximum ID_MISC number created in Disbursement View (DSBV) screen / LOG_DISBURSMENT_HEADER (DSBH) table, increment by 1 and update the Disbursement View (DSBV) screen / LOG_DISBURSMENT_HEADER (DSBH) table for the SVC disbursements.
Update the DT_ISSUE field with Job run date (PROCESS-DATE) in Disbursement View (DSBV) screen / LOG_DISBURSMENT_HEADER (DSBH) table for the SVC disbursements.
Insert a record into LOG_DISBURSEMENT_EFT (DEFT) to view the disbursement details in Disbursement View (DSBV) screen. In addition to the disbursement details, we are also inserting “NAME_PAYEE” column which is retrieved from VDEMO, VFIPS or VOTHP based on the recipient type of ‘1’, ‘2’ or ‘3’ respectively. And when the disbursement is a Joint Tax Refund, “NAME_PAYEE” column will be retrieved from VRCTH.
For CP EFT pre-notes:
Select all the EFT pre-notes from the Manage EFT Instructions (EFTI) screen / ELECTRONIC_FUND_TRANSFER (EFTR) table which satisfy the following conditions
CD_STATUS_EFT = 'PP' – Pre-note Pending
PRENOTE_DATE <= PROCESS-DATE
Generate the Control number (max + 1) and update the ID_MISC field in Manage EFT Instructions (EFTI) screen / ELECTRONIC_FUND_TRANSFER (EFTR) table
Update the CD_STATUS_EFT field in Manage EFT Instructions (EFTI) screen / ELECTRONIC_FUND_TRANSFER (EFTR) table to ‘PG’ – Pre-note Generated for the selected EFT pre-notes.
