About this file
This document is an exhibit that details the BATCH_FIN_EXT_PLOG process for the State Disbursement Unit (SDU) Child Support Payment/Receipt Processing contract in New Jersey. The process extracts data on all reconciled and force-reconciled county cash payments that have not been sent to the SDU, and creates an output file to be sent to the SDU. The process reads data from the CASH_PAYMENT_HEADER and CASH_PAYMENT_DETAILS tables, inserts the data into a temporary EXTRACT_PLOG table, and generates an output file using the UTL_FILE package. The process runs daily, except on non-business days, and is a prerequisite to the BATCH_FIN_COLLECTIONS.SP_LOAD_SDU process.
The contract involves processing child support payments and receipts for Mercer County and Trenton City in New Jersey. The contract does not provide specific pricing terms, set asides, or funding information. The incumbent contractor and current environment are not mentioned.

BATCH_FIN_EXT_PLOG
INTRODUCTION
The process BATCH_FIN_EXT_PLOG extracts data of all logged county cash payments from reconciled and forced reconciled batches that have not been sent to SDU. This extract will be sent to the SDU.
1.1.1 BATCH_FIN_EXT_PLOG.SP_EXT_PLOG
1.1.1.1. Purpose
This process identifies the county cash collections reconciled or force-reconciled on the batch run date (PROCESS-DATE), moves the data to the temporary table and creates an output file to SDU.
1.1.1.2. Database Tables Affected:
1.1.1.2.1. Driver Tables
CASH_PAYMENT_HEADER
CASH_PAYMENT_DETAILS
1.1.1.2.2. Output Tables
EXTRACT_PLOG
1.1.1.3. Process Description
This process reads the Payments Log Process Receipts (PLOG) screen / CASH_PAYMENT_HEADER and CASH_PAYMENT_DETAILS tables to get the reconciled and force-reconciled county cash collections on the PROCESS-DATE and moves the data to the temporary table EXTRACT_PLOG. An output file will be created using the data in the temporary table EXTRACT_PLOG by UTL_FILE package given by oracle. The steps in this batch process are:
Get the run date and last run date from PARM (Parameters table) and validate that the batch program was not executed for the run date by checking the last run date in the PARM table.
Delete the records in the temporary table EXTRACT_PLOG.
Read the Payments Log Process Receipts (PLOG) screen / PAMENT_LOG_MASTER table and get the batches with the status of Reconciled or Force-reconciled and no File Sent date. Any unreconciled batches at the time of run will be included in the next day run if the batch is reconciled by that time.
Use the following conditions to get the records in Payments Log Process Receipts (PLOG) screen / CASH_PAYMENT_HEADER table (all reconciled and force-reconciled batches which were not yet sent to SDU):
DT_FILE_SENT IS NULL
CD_STATUS = ‘R’-Reconciled, ‘F’-Force Reconciled
DT_END_VALIDITY = '31-DEC-9999'
Records selected for processing by the batch process are immediately locked. This will prevent the user updates using the PLOG screen, to the payment records that are being processed by the batch.
Find the remittance details in Payments Log Process Receipts (PLOG) screen / PAMENT_LOG_DETAILS table for the reconciled and force-reconciled collection batches selected from the Payment Log Master table.
Insert the remittance details to the EXTRACT_PLOG table.
Extract the data from the temporary table EXTRACT_PLOG and create an output file to SDU using the oracle UTL_FILE package.
Generate sequence event global by calling the common procedure.
Update the DT_FILE_SENT with PROCESS-DATE in Payments Log Process Receipts (PLOG) screen / CASH_PAYMENT_HEADER table if the insertion is successful.
Log any errors or successful completion in the BSTL (Batch Status table) for future reference. Abort the job if any error occurs.
Update Last Run date in the PARM table with the run date, upon successful completion.
1.1.1.4. Flow Chart
1.1.1.5. Frequency
Run Daily – to be started at 4:00 PM (final time to be determined)
Should run only on the business days
1.1.1.6. Dependencies
1.1.1.6.1. Predecessors:
1.1.1.6.2. Successors:
The program BATCH_FIN_COLLECTIONS.SP_LOAD_SDU should be executed after a run of this program. If there are no receipts to be extracted from BATCH_FIN_EXT_PLOG, and not due to an error, this should be considered a successful run of the program.
1.1.1.7. Restart Procedures
If any error, restart from the beginning
1.1.1.8. Instructions if Job is skipped
If skipped, all the backlog data need to be processed first.
1.1.1.9. Commit Frequency
One time at end of job
