About this file

The document is a comprehensive State of Tennessee Minimum Base Vehicle Specification for multiple vehicle categories (Police Vehicles, Sedans, Vans, SUVs, Light Trucks, and Medium Trucks) for the 2026 model year, targeting state agencies, local governmental entities, and authorized users. The specifications outline detailed requirements for new vehicles across various classes, with bids due by September 22, 2025, at 1:00 PM CT through the Edison procurement system. The state plans to award up to four separate contracts to the lowest responsive and responsible dealers, with a contract term effective from September 15, 2025, extending for 33 months and potentially up to 180 days. A pre-response conference is scheduled for August 11, 2025, at 3:00 PM via Teams call, with written questions due by September 11, 2025, at 4:00 PM.

The procurement encompasses an estimated $70 million in total purchases, with pricing structured to include both Draft/MSRP and state-discounted fleet pricing for a one-year fixed term. Authorized users include Tennessee State governmental entities, local governmental agencies, the University of Tennessee system, Tennessee Board of Regents system, and specific nonprofit institutions. Contractors must have a minimum of five years of verified fleet purchase experience and the ability to perform service and maintenance on vehicles. The specifications are highly detailed, covering everything from engine and transmission requirements to interior comfort items, safety features, and warranty provisions. While no specific set-aside designations are mentioned, the solicitation emphasizes non-discrimination, and pricing adjustments can be made through a Memorandum of Understanding, with potential price increases limited to 10% and applicable to all customers.
