About this file
The document is a Request for Information (RFI) #13710 issued by the State of Tennessee Department of General Services for SWC 209 Vehicles, dated September 11, 2025. The RFI provides state responses to written questions and comments from potential bidders regarding vehicle specifications for various fleet configurations. The state clarifies that bidders should submit comprehensive bids on the General Bid Sheet, covering all fleet configurations including driveline, bed length, and cab configurations for state and local agencies, while explicitly avoiding luxury models.
Key modifications to the original specifications include removing minimum engine requirements for SUVs, light trucks, and other vehicle types, allowing more flexibility in engine selections. The state maintains some specific requirements, such as green paint being mandatory for Tennessee Wildlife Resources Agency (TWRA) vehicles and color-coded floor mats being required (either OEM or aftermarket) for police vehicles. The document also explains the difference between the general bid sheet (a comprehensive list of all fleet models) and the evaluation sheet (a limited set of vehicles for contract award), emphasizing that both must be completed for a responsive bid.

DATE: September 11, 2025
1. State responses to questions and comments in the table below.
QUESTION / COMMENT
STATE RESPONSE
1.
Does every fleet model configuration needs to be bid on the General Bid sheet?
Yes, you should bid every fleet configuration as far as driveline configuration, bed length, cab configuration, etc. since each state and local agency may have different needs. Do not bid list luxury models.
2.
In the SUV specs can the skid plate requirement read "if available" or "full size only"?
The individual vehicle specs have been revised to list skid plates on full size SUV’s only.
3.
On the vehicle spec for SUV’s, it lists a six cylinder or larger engine.
The minimum Engine requirement has been removed from the vehicle specs.
4.
Can we bid light trucks that are under the V8 minimum as listed in the specs?
Yes, and the minimum Engine requirement has been removed from the vehicle specs.
5. The standard floor covering for a Durango PPV is vinyl. They do not offer color coded floor mats with vinyl flooring. Will aftermarket mats be sufficient?
Yes, aftermarket is acceptable if OEM is not available.
6. What is the difference between the general bid sheet and the evaluation sheet? They both ask for the very same information, and I just want to make sure I get this right the first time!
The general bid sheet is a list of all the fleet models and configurations that should be completed by the bidder and will not be evaluated for award. The manufacturer’s evaluation sheet has a limited number of vehicles that will be evaluated for award of a contract. Also, the models on the manufacturer’s evaluation sheet cannot be changed. Both sheets must be completed and submitted for the bid to be considered responsive.
7. In the SUV specs can the "6 cyl" engine requirement for mid-size SUVs be removed?
The minimum Engine requirement has been removed from the vehicle specs.
8. Can Green paint colors be removed for all vehicles?
No, the green color is a requirement for TWRA vehicles.
9. In the Police specs can the "color coded floor mats" read "if available from factory" or not required with rubber/vinyl flooring?
They are required and the spec has been revised to be either OEM or Aftermarket color coded mats.
10. In the light truck specs can the V8 engine requirement be removed and read "mfg base engine" or "above 6200# gvwr"?
The minimum Engine requirement has been removed from the vehicle specs.
11. One of the requirements read for the light duty trucks as a minimum V8. Most of the F- 150's come standard with the Ecoboost engines which have a V6. Do we need to adjust these and keep them as a V6 or do they all have to be V8's?
The minimum Engine requirement has been removed from the vehicle specs. You should bid every fleet configuration as far as driveline configuration, bed length, cab configuration, etc. on the General Bid Sheet since every state and local agency may have different needs. Do not bid list luxury models.
12. On the eval sheet, the Ram 3500 reg cab 4x2 tradesman diesel is only available as a gas version. Also, the Grand Cherokee is only available with a turbo 4.
The CDJR Eval model has been updated to reflect these changes.
13. One more question, on the cab and chassis, are you wanting every cab configuration along with every wheelbase?
Yes, you should bid every fleet configuration as far as driveline configuration, bed length, cab configuration, etc. on the General Bid Sheet since every state and local agency may have different needs. Do not bid list luxury models.
