About this file
The document is an Invitation to Bid (ITB) for the State of Tennessee's Statewide Vehicle Contract (SWC 209), specifically focusing on GMC vehicles for the 2026 model year. The solicitation, identified as Event #32110-13710, seeks bids for a comprehensive fleet vehicle procurement that includes Sierra trucks (1500, 2500, and 3500 models in various configurations), Savana passenger and cargo vans, Terrain SUVs, and Canyon trucks. Bids are due by 1:00 PM CT on September 24, 2025, through the Edison procurement system, with the state planning to award up to four separate contracts to the lowest responsive and responsible dealers per manufacturer. The contract is set to be effective from September 15, 2025, for 33 months, with a potential 180-day extension.
The pricing structure requires bidders to submit both Draft/MSRP and state-discounted fleet pricing for a one-year fixed term, with dealers required to provide complete model descriptions, including specific details like engine size, wheelbase, and cab type. The state estimates total purchases during the contract term at $70 million and will evaluate bids based on the dealer's one-year fixed fleet pricing per manufacturer. Authorized users include Tennessee state governmental entities, local governmental agencies, the University of Tennessee system, Tennessee Board of Regents system, and specific nonprofit institutions. Contractors must have a minimum of five years of verified fleet purchase experience and the ability to perform service and maintenance on vehicles, with the state reserving the right to install optional OEM or aftermarket equipment and potentially obtain quotes from the contractor or third-party providers.
