Overview of the Solicitation
• Equitable Access to Education and Learning in the DRC:
A primary education initiative to improve equitable access to education and learning outcomes for girls and boys in the Democratic Republic of Congo
• Note: Offerors may propose a different project title
Background
• The DRC, the second largest country in Africa, remains one of the poorest countries in the world, with limited infrastructure.
• For those in primary school, learning levels are extremely poor:
assessments document that 68% of grade 3 and 4 students were unable to read a single word of simple text.
• Almost 80% (2.75 million) of all primary school age children out of school live in rural areas and two thirds are from poor households, living on less than $50 a month.
Background
• Poverty, instability, and distance remain major obstacles for children to enroll in school or remain in school. Girls make up 60% of out of school children of lower secondary school age (12 to 13) and 75% are in rural areas.
• It is estimated that 60% (2.1 million) primary school aged children are out of school related to cost reasons.
