About this file
This single source justification document outlines a planned procurement by the Department of Veterans Affairs for lighting control system equipment and installation services from Wattstopper. The existing lighting control system at the VAACC's boiler plant building will be extended to connect lighting in a new chiller plant addition. As the new addition will share a wall with the existing building, it is deemed logical and cost effective to utilize the proprietary Wattstopper system already installed rather than implement a separate, potentially incompatible solution. Market research was not conducted since Wattstopper was specified during project design between VAACC Engineering, the architectural firm, and Network Contracting Office 10. The contracting officer has certified the single source justification as accurate and complete.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Last Updated: 02/01/22 Page 1 of 2
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C250-23-AP-2741
1. Contracting Activity: Department of Veterans Affairs, VISN 10, Chalmers P. Wylie Ambulatory Care
Center (VAACC) – Columbus, OH. Purchase Request Number 757-23-4-747-0033. The Contracting Agency responsible for the proposed contracting action is Network Contracting Office 10 (NCO 10), 2780 Airport Drive – Suite 340, Columbus, OH 43219.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The VAACC’s existing boiler plant building is supported by an integrated lighting control system. This system is a source of power and control for the building’s lighting, including emergency egress lighting controls, scheduling, and occupancy controls. This project intends to extend this system by connecting the new chiller plant’s lighting to existing lighting controls relays in the Wattstopper control panel. This equipment is proprietary and must be programmed and tested by a Wattstopper representative. The estimated value of the Wattstopper equipment modifications and labor is $X.XX.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Wattstoppers’ equipment is part of the VAACC’s lighting control system and is currently installed in the existing boiler plant, which will share a wall (with an opening) with the new chiller plant. This existing proprietary system has sufficient capacity and functionality to extend to the new chiller plant addition. As an addition to the existing boiler plant building, it is logical, efficient and cost effective to extend the lighting control system into the new space, rather than to procure a separate potentially non-compatible system. This new extension of the pre-existing system will allow for consistent operation of normal and egress lighting systems and reduced maintenance, across the joined spaces. Due to the proprietary nature of the equipment and the installation services, there is no other that can provide the equipment and services, as outlined above, without the duplication of costs. Furthermore, the cost dupliation would more that offset any cost savings gained by ustilzing another lighting management system.
4. Description of market research conducted and results or statement why it was not conducted:
Market Research was not conducted for the Wattstopper brand name equipment since these brand name items were identified during the design process for the Construct Chiller Plant project. There was collaboration /communication was between VAACC Engineering, the AE Design Firm for this project (CBLH Design) and Network Contracting Office 10 during the entire design process for the https://www.acquisition.gov/?q=/browse/far/13

Construct Chiller Plant project. As of the wiring of this document, market research is being conducted for the project, as a whole.
