About this file
This document contains a single source justification for the purchase of Simplex Grinnell fire detection and alarm system equipment from Simplex Grinnell by the Department of Veterans Affairs for the Chalmers P. Wylie VA Ambulatory Care Center in Columbus, Ohio. The system is required to provide infrastructure for patient and staff safety from fire in accordance with National Fire Protection Association and Joint Commission standards. As a proprietary network, only Simplex Grinnell can provide equipment and installation services that ensure fast and reliable communication between devices to annunciate alarms within seconds as needed. Market research was not conducted since the Simplex Grinnell brand was specified during design of the Construct Chiller Plant project involving collaboration between VAACC Engineering, the architectural engineering firm, and Network Contracting Office 10. The estimated value of the devices and labor is redacted.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C250-23-AP-2741
1. Contracting Activity: Department of Veterans Affairs, VISN 10, Chalmers P. Wylie Ambulatory Care
Center (VAACC) – Columbus, OH. Purchase Request Number 757-23-4-747-0001. The Contracting Agency responsible for the proposed contracting action is Network Contracting Office 10 (NCO 10), 2780 Airport Drive – Suite 340, Columbus, OH 43219.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Simplex Grinnell fire detection and alarm system is a network of sensors, pull stations and other devices that provides the infrastructure to provide for patient and staff safety from fire. The system’s reliability is achieved by the proprietary nature of the network, which is common in the industry. For the system to work at an acceptable level of performance, fast, reliable communication among devices and annunciation of alarms must happen in seconds. This procurement requires the installation of the following equipment: one (1), Simplex fire alarm control panel, three (3) Simplex 4099-9004 Pull Stations, one (1) Wall Mounted Strobe 4906-9101, two (2) monitor modules 4090- 9001 for tamper and flow switch monitoring, two (2) duct smoke detectors 4098-9792 with duct housing 4098-9756, sampling tube 4098-9856, and remote test stations 2098-9806, two (2) control modules 4090-9002, and six (6) Wall Mounted Speaker Strobes 4906-9151. Device quantities and part numbers may change based on delegated design submittals. As stated above, these devices are proprietary in nature and must be programmed and tested by a Simplex Grinnell employee. The estimated value for the devices and labor is $X.XX. This equipment will be purchased and installed as part of a new firm fixed price construction contract
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Simplex Grinnell fire detection and alarm system is a network of sensors, pull stations and other devices that provides the required infrastructure to provide patient & staff safety, as required by the National Fire Protection Association (NFPA) and the Joint Commission on healthcare safety. The system’s reliability is achieved by the proprietary nature of the network, which is common in the industry. For the system to work at an acceptable level of performance, fast, reliable, communication among devices and annunciation of alarms must happen in seconds. When new finished spaces are created within the VAACC or its campus, the Simplex Grinnell system must be expanded to ensure proper coverage into the new space. Adding non-proprietary devices would cause communication delays and degrade overall system reliability to unacceptable levels, below VA, NFPA and Joint Commission standards. Due to the proprietary nature of the equipment and the installation services, there is no other business that can provide the equipment and services, as outlined above, and meet the standards required by the regulatory bodies, mentioned above.
