About this file
This document is a single source justification for the purchase of proprietary electrical switchgear equipment from Russ Electric to support a construction project to build a new chiller plant at the Chalmers P. Wylie VA Ambulatory Care Center in Columbus, Ohio. The VAACC's critical electrical systems rely on on-site power generation managed by Russ Electric switchgear during outages, and modifying the existing switchgear is required to accommodate a new emergency generator for the chiller plant. As the sole manufacturer responsible for maintaining power to the VAACC, only Russ Electric can provide the necessary switchgear cubicles, programming, and installation services without substantial cost duplication. The Contracting Agency is Network Contracting Office 10. The estimated value for the equipment and labor is redacted. This purchase will be part of solicitation 36C25023B0049 for the fixed price construction contract with a September 2023 award date to install the new chiller plant.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Last Updated: 02/01/22 Page 1 of 2
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C250-23-AP2741
1. Contracting Activity: Department of Veterans Affairs, VISN 10, Chalmers P. Wylie Ambulatory Care
Center (VAACC) – Columbus, OH. Purchase Request Number 757-22-4-747-0001. The Contracting Agency responsible for the proposed contracting action is Network Contracting Office 10 (NCO 10), 2780 Airport Drive – Suite 340, Columbus, OH 43219.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The VAACC’s critical and life safety essential electrical systems rely on on-site electrical generation to support patient care functions during primary utility source failures (power outages). The on-site generation and utility service is connected via paralleling switchgear, an intelligent, integrated electrical system that allows multiple generators and electrical utility to energize a single bus. This project scope requires modification and extension of the pre-existing Russ Electric paralleling switchgear to accommodate the installation of a new emergency standby generator. The Russ electric gear will permit the chiller plant to continue operation in the event of a power outage.
The specific equipment involved includes (1) new Russ Electric Generator cubicle and (1) new Russ Electric Controls cubicle, along with associated programming. This system is proprietary and must be installed by a Russ Electric employee. The estimated value for the equipment and labor is $X.XX.
This equipment will be purchased and installed as part of a new firm fixed price construction contract
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Russ Electric’s equipment is part of the VAACC’s essential electrical system and is currently installed throughout the campus, thereby making it a major system, and it is solely responsible for managing and maintaining power to the VAACC during utility power outages. The equipment is very specialized in nature in that it maintains a key role in the restoral and maintaining power sensitive electrical equipment throughout the facility. Without a wholesale replacement of the VAACC’s essential electrical system (which is not a cost effective option), the Russ Electric equipment is required to ensure dependable, alternative power is safely available when it is needed. VA regulations dictate that facilities must have adequate and dependable alternative power source quickly available, making this equipment and service essential to the Government’s requirements.
Accordingly, Russ Electric is the only firm capable of providing the supplies and services described in Section 2 above without the Veteran’s Health Administration (VHA) experiencing substantial duplication of cost that could not be expected to be recovered through competition.
4. Description of market research conducted and results or statement why it was not conducted:
Market Research was not conducted for the Russ Electric brand name equipment since these brand name items were identified during the design process for the Construct Chiller Plant project. There https://www.acquisition.gov/?q=/browse/far/13

Furthermore the overall procurement for the construction of the chiller plant is in the market research phase, as this document is being written.
5. Contracting Officer's Certification: This procurement is approved. I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
