About this file

This single source justification document from the Department of Veterans Affairs proposes to award a sole source contract to Software House to extend an existing security management system to a new construction project at the Chalmers P. Wylie Ambulatory Care Center in Columbus, Ohio. The existing proprietary system from Software House integrates access control, video surveillance, and other physical security functions across the VA medical center campus. Extending the system to connect devices at the new chiller plant addition is necessary for a compatible, reliable security solution given the existing infrastructure and VA regulations requiring adequate security. The estimated value of the Software House labor is redacted. The related federal contract opportunity is solicitation number 36C25023B0049 for the construction of the chiller plant, set aside for service-disabled veteran-owned small businesses, to be awarded by the VA Veterans Health Administration VISN 10.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

Last Updated: 02/01/22 Page 1 of 2

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C250-23-AP-2741

1. Contracting Activity: Department of Veterans Affairs, VISN 10, Chalmers P. Wylie Ambulatory Care

Center (VAACC) – Columbus, OH. Purchase Request Number 757-23-4-747-0033. The Contracting Agency responsible for the proposed contracting action is Network Contracting Office 10 (NCO 10), 2780 Airport Drive – Suite 340, Columbus, OH 43219.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The VAACC’s campus physical and access control relies on a pre-existing security management system provided by Software House by Tyco. This system integrates electronic access control, video surveillance, and other essential physical security systems was recently updated throughout campus. This project intends to extend this system to connect new physical security devices such as secured doors and video surveillance cameras. The connection of these devices is proprietary and must be configured and tested by a Software House representative. The estimated value of this labor is $X.XX.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Software House’s equipment is part of the VAACC’s security management system and is currently installed throughout the campus, to include the existing boiler plant, which will share a wall (with an opening) with the new chiller plant. This extensive use of the system classifies it as a major system.

This existing proprietary system has sufficient capacity and functionality to extend to the new chiller plant addition. As an addition to the existing boiler plant building, it is logical, efficient and cost effective to extend the Software House system into the new space, rather than to procure a separate potentially non-compatible system. The existing system operates to provide access control, video surveillance and other physical security functions necessary for safe facility operations. The compatibility among devices and equipment is imperative in order for the system to work properly, and ensure a dependable and effective security management system is available for the facility. VA regulations dictate that facilities must have adequate and dependable physical security system, making this equipment and service essential to the VA’s requirements.

4. Description of market research conducted and results or statement why it was not conducted:

Market Research was not conducted for the Software House brand name equipment since these brand name items were identified during the design process for the Construct Chiller Plant project.

There was collaboration /communication was between VAACC Engineering, the AE Design Firm for https://www.acquisition.gov/?q=/browse/far/13
