The procurement requires specific brand-name components for door locks, lock cylinders, interior signage, building management systems, fire alarm systems, electronic safety and security, and video monitoring systems, with justification based on standardization and compatibility with existing facility infrastructure. The overall procurement will be a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, with a solicitation number of 36C24125R0008, and the contracting activity is the Department of Veterans Affairs, VISN 01, Station 523, located at the Brockton VA Medical Center.

The document details unique characteristics limiting competition for each component, emphasizing existing campus-wide systems and the need to maintain system integrity, warranty, and cost-effectiveness. Specific manufacturers include Stanley for door locks, BEST for lock cylinders, Innerface for signage, Siemens for HVAC building management, General Electric/EST for fire alarm systems, Hirsch Electronics for card access, and ExacqVision for video monitoring. The justification notes that these components were previously obtained through full and open competition and are now integral to existing facility systems. The Contracting Officer will ensure fair and reasonable pricing prior to award, with an effective date of 11/15/2024.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Single Source Justification for SAP under the SAT

Revision: 01 Effective Date: 11/15/2024 Page 1 of 4

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C241-24-AP-5575

1. Contracting Activity: Department of Veterans Affairs, VISN 01, Station 523, Facilities

Management Service, VA Medical Center Brockton, 940 Belmont St, Brockton, MA 02301.

The proposed procurement, Request for Proposal (RFP) 36C24125R0008, 523A5-10-316 Laundry Building 45.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The justification is to support the 523A5-10-316 Laundry Building 45 project at the VA Medical Center Brockton, MA. This justification is for other than full and open competition for the procurement of certain construction materials. The use of a particular brand for the items listed below is s a small portion of the construction materials requested to accommodate standardization of these items throughout the facility.

Door Locks: Stanley Patient Safety Anti‐Ligature Lever Mortise Lockset

Door Lock Cylinders with Removable Cores: BEST 7‐Pin Removable Door Lock Cylinders with Removable Cores from Stanley Security Solutions. VA Brockton Engineering Building Standard for Keyed Security System.

Interior Signage: Innerface Sign System

Direct Digital Control Building Management System including components: Siemens Building Technology Direct Digital Control HVAC Building Management. This system is VA Brockton Engineering’s Building Standard for the Direct Digital Control HVAC Building Management System.

Fire Alarm System including components: General Electric/EST-3 Fire Alarm System as assembled and bench tested by the manufacturer of record, Signet Electronic Systems, Inc.

This system is VA Brockton Engineering’s Building Standard for the Fire Alarm System.

Electronic Safety & Security: Hirsh Electronics, Red Hawk Fire and Security Company, Electronic security installation requirements for Hirsch Electronics Card Access System is the sole manufacturer and Red Hawk is the local representative.

Video Monitoring System: ExacqVision Video Management System (VMS) Solutions, ExacqVision Software and Hardware Systems; Axis Cameras – The entire VA Boston Healthcare System (all three campuses) is on an ExacqVision video management system.

Effective Date: 11/15/2024 Page 2 of 4

The system provides video monitoring to the complex and is connected directly to monitors in the Police headquarters at all three campuses.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Door Locks: Stanley Patient Safety Anti‐Ligature Lever Mortise Lockset: Stanley is the existing VA Brockton Building standard for door locks that is installed and operating in Building 2 on the in‐patient mental health wards. The Brockton campus has an existing locksmith with inventory of necessary spare parts; it would be uneconomical for VA locksmith to create additional inventories of other manufacturer’s door locks. Therefore, only this manufacturer’s products are acceptable; no substitutions.

Door Lock Cylinders with Removable Cores: BEST 7‐Pin Door Lock Cylinders with Removable Cores from Stanley Security Solutions is the existing VA Brockton Engineering building standard for door lock cylinders that is installed and operating for the keyed security system campus wide at the Brockton VAMC. Other manufacturers cannot make the Best lock cylinder and would not be compatible with the existing keyed security system. The Brockton campus has an existing locksmith with inventory of BEST 7‐pin cores from Stanley Security Solutions; in order for the new door lock cylinders with removable cores on this project be coordinated with the existing locksmith and inventory, the door lock cylinders with removable cores must be BEST 7‐Pin door lock cylinders with removable cores from Stanley Security Solutions. Therefore, only this manufacturer’s products are acceptable; no substitutions.

Innerface Interior Signage: Innerface is the existing VA Brockton Engineering building standard for signage that is installed and operating campus wide at the Brockton VAMC. The Brockton campus has an existing inventory of spare parts; it would be uneconomical for VA to create additional inventories of other manufacturer’s signage. Therefore, only this manufacturer’s products are acceptable; no substitutions.

Siemens Building Technology Direct Digital Control HVAC Building Management System including components: Siemens Building Technology Direct Digital Control (DDC) HVAC Building Management System is the existing building management control system installed and operating campus wide at the Brockton VAMC. Any products to be used on the existing HVAC Building Management System must interface with the existing system. To minimize the technical risks of ensuring compatibility among the component parts and integration of the entire DDC system with the campus wide system, the system and components installed in this project should be provided by the same manufacturer as that of the campus wide system; other manufacturer’s components may not operate properly or operate at all on the existing system. The VA has existing service contracts with Siemens. It is cost effective for the new DDC system and components to be installed and maintained under the existing service contracts with Siemens. Introducing other manufacturer’s products may void the existing DDC system’s manufacturer’s warranty. Therefore, only this manufacturer’s products are acceptable; no substitutions.

Effective Date: 11/15/2024 Page 3 of 4

General Electric/EST: 3 Fire Alarm System as assembled, and bench tested by the manufacturer of record (Signet Electronic Systems, Inc.) is the existing fire alarm system installed and operating campus wide at the VAMC. National Fire Protection Association (NFPA), Building Code, Life Safety Code, and VA Standard require Fire Alarm systems to be the product of one manufacturer to maintain UL listing, NFPA compliance testing, and hospital certification. This project will include fire alarm system installation that is an extension of the existing campus wide code compliant and certified fire alarm system. Any products to be used on the existing fire alarm systems must be the existing system’s products in order to ensure system compatibility and to maintain manufacturer’s warranty. Other manufacturer’s components may not operate properly or operate at all on the existing system.

Therefore, only this manufacturer’s products are acceptable; no substitutions.

Electronic Safety & Security and Video Monitoring System: The entire Medical Center Complex (all three divisions) is on a Hirsch Electronics card access system with ExacqVision Monitoring System. The system provides security to the complex and is connected directly to monitors in the Police headquarters at all three divisions. The nodes of the system are in controlled spaces throughout the facility. Access to the spaces is strictly controlled to assure the security of this system and the other critical Information Systems in these spaces. The system as a whole, over $3,500,000 of installed equipment, is an essential part of assuring Safety and Security of patients and staff at the Medical Center with monitoring capabilities.

Accordingly as we look toward adding small new pieces to the system it is essential that we safeguard our investment and the systems overall integrity. The recommended source has demonstrated both the ability to install the system properly and to troubleshoot problems when they occur. No other contractor has the information, nor does the VA have an adequate inventory and description in order to allow others to provide proposals. Moreover, if another contractor performed work on the system and the VA had problems after the fact with the system, the government could certainly end up in a dispute not easily resolvable as each vendor could blame the other for the problems with the system and the VA, even with the devotion of a lot of time, would be hard pressed to determine who was at fault. Engineering Service believes that a critical system like this one needs to be taken care of and modified by a single company so that when there are problems a single source can be contacted for immediate correction.

4. Description of market research conducted and results or statement why it was not conducted: Market Research was not conducted in association with this request. The reason is that the products and services to be sole sourced were previously obtained through full and open competition procedures and are now integral parts of existing facility systems.

In accordance with the Competition in Contracting Act (CICA), the components listed above are identified as brand name; however, the overall procurement will be competed as a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set Aside. This justification for Other Than Full and Open Competition for brand name only will be posted to Contracting Opportunities with the solicitation.

5. Contracting Officer's Certification: I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. The items for which brand name approval

Effective Date: 11/15/2024 Page 4 of 4 is being requested are subsequent components to the overall construction project. This procurement will be competed and based on competition; the Contracting Officer will make a determination of fair and reasonable pricing prior to award.
