About this file
This document is a Request for Information (RFI) Questions and Answers for VA Project #523A5-10-316 to Upgrade VISN 1 Laundry Building 45, solicitation #36C24125R0008. The RFI contains 12 detailed technical questions and answers covering various aspects of the construction project, including signage discrepancies, proposal submission guidelines, demolition work, structural steel connections, concrete beam reinforcement, window specifications, roof warranty, electrical systems, and mechanical/plumbing components. Key clarifications include instructions for proposal submission via email (with a 20MB file size limit), guidance on structural steel installation, window type modifications (interior windows changing to aluminum), confirmation of existing roof warranty, and specification that no additional fireproofing is required for supplemental steel. The project involves structural upgrades and renovations to a VA facility, with the contractor expected to manage complex interactions between existing building systems and new construction elements.

RFI Questions and Answers Project # 523A5-10-316 Upgrade VISN 1 Laundry Building 45 Solicitation # 36C24125R0008
Question # 1: Signage The sign schedule does not match what is shown on the drawings regarding sign types and descriptions. It also does not match up with the designations found on AE901A & B. Please provide clarification.
Answer: Refer to updated drawings, specifications, and attachments issued in Amendment 0006. Sign identifiers have been restored and are synchronized to the schedule. Please note that Sign TYPE is different than Sign NUMBER and the TYPES are coordinated with the details. Please also note that many of these signs exist. Verify the design of existing signs is compatible with new sign details PRIOR to submitting an order for the new signs.
Question # 2: Submitting Proposals What is the size limit on the attachments required to be submitted to NCO1constructionteam2proposals@va.gov and can we submit multiple emails to cover all the required documents for this proposal if need to?
Answer: Yes, NCO1constructionteam2proposals@va.gov is the correct e-mail to submit your proposal package to. A google search says that the file size limit is 20MB max file size total for outlook outgoing mail. You can submit multiple e-mails to cover all the required documents for your proposal submission. I would recommend making it very clear in the subject line of the e-mail stating “e-mail 1 of 3” so on and so forth for example, so it is clear to me how many e-mails I need to look out for and compile together, so nothing gets missed or overlooked.
Question # 3: Demo work not shown on the drawings After reviewing the project with a Structural Steel Subcontractor, they stated to install the new structural supports for the first floor, all MEP equipment, sprinkler piping, and conduits between column lines 2.1 & 6 – between column lines A & F will need to be removed. Additionally, by extending the existing concrete beams 6” as shown S301 note 6, the ceiling height in the lounge will be approximately 6-6” and by the security office 7-2”. Please note that the floor is 22” higher in this area of the basement. Was this the intent of the design? None of the demo work is shown on the drawings. Please see attached marked up drawings and photos for reference.
Answer: Note #1 on the Demolition Plan AD111 calls for the removal and retention of existing ceilings, for future re-assembly after remediation. Ductwork Demolition is described similarly on Sheet MD101. Similar instruction is provided on ED101 regarding Electrical work, and FX101 regarding Fire Suppression. It is incumbent on the successful contractor to record, remove and reinstall this work as necessary to accomplish Structural remediation as required. The existing ceiling height in these rooms is approximately 7’-0”. The bottom of concrete beams varies but appears to be around 7’-6” to 7’-8” on average. In the case of a conflict with reinstallation of the existing ceiling at its current height, the existing ceiling components can be modified to attach to the beams and the bottom of the concrete beams can remain exposed.
Question # 4: Structural connections missing bolts The pictures attached for reference show structural steel connections that are missing bolts. These connections are located over the roll up door in the front of the building basement level. Please advise if this was included in the structural calculations for the project. If they were not and these need to be repaired, please provide a detail so we can include this in our proposal.
Answer: Provide 3/16” all around fillet weld of the connector to the beam at these locations if it is not already provided.
Question # 5: Concrete Beam Reinforcement Drawing S102 shows detail 6/S301, Concrete Beam Enlargement and reinforced. At this time, column lines D and F have a masonry wall directly positioned under the concrete beams, at its full length. Do we remove the top portion of the masonry to perform the work as detailed in 6/S301? Or can we utilize an alternative method of fully grouting the masonry wall?
Answer: Remove wall as required to install new work. Replace wall upon completion of new concrete work. Refer to Note 10 on S102
Question # 6: Clarification regarding Amendment 0006 Specification section 08-15-23, Steel Windows was replaced with section 08-51-13, Aluminum Windows. The schedule of finishes, section 09-06-00, Page 6 states under section 08-51-13, Aluminum Windows are existing to remain. Please clarify which instruction offerors are to follow when formulating a proposal.
Answer: New INTERIOR WINDOWS are to be changed to Aluminum as cleanability is superior. This was requested by the VA but not addressed in the BID DOCUMENTS until now. EXTERIOR WINDOWS are existing aluminum and are to remain.
Question # 7: Roof Warranty Is the exiting roof still under warranty? Please advise.
Answer: Yes, there is an existing warranty on the roof.
Question # 8: Steel Fireproofed Does all or any of the supplemental steel need to be fireproofed?
Answer: No FIREPROOFING is required.
Question # 9: Keynote 1 on drawings EP101A and EP101B Keynote 1 on drawings EP101A and EP101B requires equipment to be inspected, tested, adjusted, and replaced if necessary. While we can reasonably include costs for inspection, testing, and adjustment, the note does not specify what items, if any, are expected to be replaced. Could you please clarify how offerors should approach the replacement portion of this scope for bidding purposes?
Answer: The contractor shall be responsible for providing a complete functioning system as required by contract and as shown on the drawings and in specifications. For bidding purposes, the contractor shall provide pricing based on replacing with new equipment.
Question # 10: Potential conflicts between structural repairs and existing electrical conduits, boxes, and cables, including those noted under Keynote 1 on Drawings EP101A and EP101B.
We request clarification regarding potential conflicts between structural repairs and existing electrical conduits, boxes, and cables, including those noted under Keynote 1 on Drawings EP101A and EP101B. It is unclear whether structural work will impact on these or other existing systems requiring removal and reinstallation. We ask the government to incorporate electrical unit pricing to account for potential removals and reinstalls of affected electrical systems, as these impacts cannot be fully quantified until work is underway and existing conditions are exposed.
Answer: Contractor is to determine where conflicts exist based on their steel installation plan. This is a FFP contract and no unit pricing will be provided. This would be considered an unforeseen condition that would be processed as a change during contract performance.
Question # 11: Existing mechanical and plumbing components There appear to be numerous existing mechanical and plumbing components in the areas where structural steel is to be installed. Please confirm whether all existing mechanical and plumbing items will need to be removed prior to the placement of structural steel.
Answer: Notes on demolition drawings indicate that equipment is to be removed as required for installation of new structural steel reinforcement. Contractor is to determine where conflicts exist based on their steel installation plan.
Question # 12: Controls Subcontractor Please confirm who the controls subcontractor is for this project.
Answer: The process controls for laundry equipment are by Softrol. The HVAC controls are Siemens.
