About this file

This document is an evaluation attachment for a Department of Defense Education Activity (DoDEA) Travel Support solicitation, detailing the evaluation criteria for a firm fixed-price contract. The procurement is a small business/8(a) set-aside for travel support services, with award to be made using best value trade-off procedures considering three primary factors: Technical Capability (most important), Past Performance, and Price. Evaluation will use a color-coded rating system ranging from Blue (Outstanding) to Red (Unacceptable) for technical capabilities, and a confidence rating system for past performance based on recency and relevancy of prior contract work.

The solicitation requires contractor support for DoDEA travel program components, including Renewal Agreement Travel (RAT), Educational Travel (EDT), Defense Travel System (DTS) Centrally Billed Account (CBA) Reconciliation, Permanent Change of Station (PCS) processing, and support functions for the Defense Finance and Accounting Service (DFAS). Offerors will be evaluated on their ability to demonstrate understanding and capability to perform tasks outlined in the Performance Work Statement, with past performance information considered recent if completed within the last three years. The government reserves the right to award without discussions, encouraging offerors to submit their best initial proposal.

ATTACHMENT THREE (3)

FAR 52.212-2, ADDENDUM to EVALUATION OF COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

1.1 The Basis of award

The Government intends to award a firm fixed price contract to the responsible Offeror whose proposal is determined to be the most advantageous, based on the evaluation criteria below. Award will be made using best value trade-off procedures, considering price and other factors. The Government reserves the right to award without discussion; therefore, Offerors are encouraged to submit their best initial proposal.

Factor 1, Technical Capability is slightly more important than Factor 2, Past Performance. Factors 1 and 2 combined are significantly more important than Factor 3, Price. A contract will not be awarded to an Offeror with deficiencies as defined in FAR 15.001.

EVALUATION FACTORS

Proposals will be evaluated based on the following three (3) factors:

Factor 1 – Technical Capability- Travel Support Services (PWS 2.1.1 through PWS 2.1.15 Tasks and subtasks) The Government will evaluate the Offeror’s narrative response to determine the degree to which the proposal demonstrates a clear understanding and capability to perform the tasks to include all subtasks outlined in Sections 2.1.1 through 2.1.5 of the Performance Work Statement (PWS).

The ratings used for Factor 1 are defined as follows:

Table 1. Combined Technical/Risk Ratings

Color
Rating
Description
Blue
Outstanding
Quote indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.
Purple
Good
Quote indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.
Green
Acceptable
Quote indicates an adequate approach and understanding of the requirements and risk of unsuccessful performance is no worse than moderate.
Yellow
Marginal
Quote meets requirements and indicates an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Red
Unacceptable
Quote does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Quote is unawardable.

Factor 2 – Past Performance Past performance will be evaluated as a measure of the Government's confidence in the Offeror's ability to successfully perform based on prior and current contracts. Because this is a small business/8(a) set-aside, the requirements of 13 C.F.R. §§ 125.2(g) and 125.8(e) apply.

The past performance evaluation considers each offeror's recent and relevant record in providing services that meet the contract's requirements.

1. The government will assess past performance both in aggregate and on an individual contract basis when assigning a confidence rating. Information will be obtained from the Offeror’s submission and may also include sources such as Contract Performance Assessment Reporting System (CPARS) and Federal Award Performance and Integrity Information System (FAPIIS).

2. Greater consideration may be given to contracts deemed most relevant to the work described in this solicitation. Offerors with no relevant past performance or insufficient information will receive a “Neutral Confidence” rating.

3. Adverse past performance includes any record supporting a less than satisfactory rating or unfavorable comments from any source, including those without a formal rating system.

Evaluation Criteria Recency. An assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must be on-going or must have been completed within the last three (3) years from the date of issuance of this solicitation. Past performance information outside this period will not be evaluated.

Relevancy. The Government will determine how closely the Offeror’s prior work matches the scope and magnitude of this solicitation. The Government is not bound by the Offeror’s assessment of relevancy. Relevancy will be rated for individual contracts, task/delivery orders, or BPA calls submitted for evaluation.

The ratings used for Factor 2 are defined as follows:

Relevancy Assessment

Adjectival Rating
Description
Very Relevant
Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant
Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant
Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant
Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

government has a high expectation the offeror will successfully perform the required effort.

Satisfactory Confidence
Based on the offeror’s recent/relevant performance record, the government has a reasonable expectation the offeror will successfully perform the required effort.
Neutral Confidence
No recent/relevant performance record is available, or the offeror’s performance record is so sparse, that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Limited Confidence

No Confidence
Based on the offeror’s recent/relevant performance record, the government has no expectation that the offeror will be able to successfully perform the required effort.

Factor 3 – Price The price proposal will be evaluated for reasonableness in accordance with FAR 15.404-1(b). The Government will establish a total evaluated price based on the sum of all prices quoted. The Government may use one or more price analysis techniques. Incomplete pricing submissions may result in rejection.

Offeror shall complete the pricing information on all CLINs identified under this solicitation in Section B. Each set of CLIN will be evaluated separately.

The price for the FAR 52.217-8 Option to Extend Services will be evaluated using the final year’s proposed pricing.
