About this file
This is a cost proposal spreadsheet and scoring guide for an RFP issued by the Tennessee State Parks for Wireless-as-a-Service Provider services. The document serves as the template for respondents to submit detailed pricing for both site visit and non-site visit costs associated with establishing and maintaining WiFi infrastructure across Tennessee State Parks facilities. Site visit costs encompass professional services and equipment installation, including site surveys, project management, network design and installation, conduit and fiber optic installation, electrical work, pole installation, and various network equipment such as wireless access points, routers, controllers, switches, backhaul systems, bridges, media converters, battery backups, enclosures, and patch cables. Non-site visit costs include ongoing operational services such as end-user support (estimated 500 support incidents), technician onsite support (estimated 300 hours), WiFi service and monitoring for equipment during both in-season (April-November, estimated 40 units per month) and off-season (December-March, estimated 20 units per month) periods, training (estimated 22 hours), and annual on-site equipment inspections (estimated 44 inspections). All monetary amounts must be submitted in U.S. currency limited to two decimal places, and the cost proposal must remain valid for at least 120 days following the proposal opening date.
The cost proposal includes a scoring matrix that weights site visit costs at 18 percent and non-site visit costs at 12 percent of the total cost score, with the lowest cost proposal among all submissions serving as the benchmark for evaluation. Respondents must complete all yellow fields in the spreadsheet and may enter zero quantities for line items deemed unnecessary based on site visit requirements, though a price must be provided for all line items. The document explicitly states that estimated quantities are for evaluation purposes only and do not constitute volume guarantees or minimum purchase quantities, and that the State retains no obligation to request any specific dollar amounts or any work at all from the contractor during the contract period. The cost proposal must be signed by an individual with authority to bind the respondent, with supporting documentation of signatory authority required if the signer is not the President or Chief Executive Officer.
