About this file
This is a Cost Proposal and Scoring Guide spreadsheet for the Tennessee Department of Environment and Conservation's Request for Proposals to procure Wireless-as-a-Service for eleven Tennessee State Parks. The RFP requires respondents to provide comprehensive wireless network infrastructure and services including site surveys, network design, equipment installation (wireless access points, routers, controllers, switches, backhaul systems, fiber optic and ethernet cabling, electrical installations, and associated equipment), network monitoring and management, 24/7 technical support, guest internet access, user and device management, security services, analytics and reporting, and training across Fall Creek Falls, Chickasaw, Cumberland Mountain, Harrison Bay, Henry Horton, Montgomery Bell, Panther Creek, Roan Mountain, Tims Ford, Rock Island, and Cedars of Lebanon. The pre-response conference is scheduled for October 28, 2025, with technical responses due February 25, 2026, mandatory site visits on March 27, 2026, and cost proposals due March 31, 2026. The contract award is anticipated April 9, 2026, with contract signature by April 24, 2026. The initial contract term is 60 months (April 24, 2026 through April 24, 2031) with two optional 30-month renewal periods, not to exceed 120 months total.
The cost proposal spreadsheet requires respondents to complete two distinct cost sections: Site Visit Costs and Non-Site Visit Costs. Site Visit Costs include line items for site surveys, project management, network design, installation labor and materials (conduit, fiber optic, ethernet, electrical, poles), and equipment (wireless access points, routers, controllers, switches, backhaul systems, bridges, media converters, battery backups, enclosures, and patch cables). Non-Site Visit Costs include wifi end-user support (500 estimated incidents), technician on-site support and troubleshooting (300 estimated hours), seasonal service and monitoring fees for network equipment with differentiated in-season (April-November) and off-season (December-March) rates, training (22 hours estimated), and annual on-site equipment inspections (44 estimated). All monetary amounts must be in U.S. currency limited to two decimal places, and the cost proposal must remain valid for at least 120 days after opening. Cost proposals are weighted at 30 percent of total evaluation score, with Site Visit Costs weighted at 18 percent and Non-Site Visit Costs weighted at 12 percent, with scoring based on the lowest cost submitted among all proposals. The cost proposal must be signed by an individual with authority to bind the respondent, and if that individual is not the President or Chief Executive Officer, evidence of signing authority must be attached.
