Amendment #2 to RFP #32701-04678: Wireless-as-a-Service Provider for Tennessee State Parks
This document is Amendment #2 to a Request for Proposals issued by the Tennessee Department of Environment and Conservation for a Wireless-as-a-Service (WaaS) provider to deliver comprehensive wireless connectivity across eleven state parks. The amendment updates the RFP Schedule of Events with revised and confirmed procurement dates. Key deadlines include a pre-response conference on October 28, 2025, a Notice of Intent to Respond deadline of October 29, 2025, a Technical Response submission deadline of February 20, 2026, and mandatory site visits scheduled for March 27, 2026. The cost proposal submission deadline is March 31, 2026, with cost proposal opening and scoring occurring on April 1, 2026. Optional negotiations are scheduled for April 6-8, 2026. The state will issue its Notice of Intent to Award on April 9, 2026, with a protest period concluding on April 16, 2026. The contractor signature deadline is April 24, 2026, and the performance bond deadline is April 30, 2026. The contract will have an initial 60-month term with two optional 30-month renewal periods, not exceeding 120 months total, commencing April 24, 2026.
The amendment confirms that all other terms and conditions of the original RFP remain in full force and effect. The evaluation criteria will assess general qualifications (10 points), technical qualifications and approach (60 points), and cost proposals (30 points), with only the top three technically-scored respondents advancing to cost proposal submission. The RFP explicitly welcomes responses from minority-owned, women-owned, service-disabled veteran-owned, and small business enterprises. Respondents must hold valid Tennessee Electrician and Contractor licenses, maintain specified insurance coverage, and demonstrate a $5 million performance bond. The contract includes a maximum liability cap of $10 million and requires vendors to demonstrate comprehensive business continuity, disaster recovery capabilities with 120-hour Recovery Point Objectives and 48-hour Recovery Time Objectives, and IT security standards including SOC 2 Type 2 annual compliance audits, annual penetration testing, and $10 million in cyber liability insurance.
