About this file
This is a Cost Proposal and Scoring Guide spreadsheet for a Request for Proposals issued by the Tennessee Department of Environment and Conservation for a Wireless-as-a-Service provider to serve eleven state parks. Respondents must complete two distinct cost sections: Site Visit Costs and Non-Site Visit Costs, with all pricing submitted in U.S. dollars to two decimal places. Site Visit Costs include line items for surveying, project management, network design and installation, physical infrastructure (conduit, fiber optic, and ethernet installation), electrical work, pole installation, and equipment procurement (wireless access points, routers, controllers, switches, backhaul systems, bridges, media converters, battery backups, enclosures, and patch cables). Non-Site Visit Costs address ongoing operational services including end-user support (estimated at 500 incidents), technician support (300 hours), seasonal monitoring and management services for network equipment (at different rates for April-November versus December-March periods), training (22 hours), and annual on-site equipment inspections (44 inspections). The cost proposal must remain valid for at least 120 days following the proposal opening date and must be signed by an individual with authority to bind the respondent to the contract terms. The spreadsheet includes a Cost Score Matrix for evaluation purposes only, noting that evaluation factors do not constitute volume guarantees or minimum purchase quantities and the state retains no obligation to request specific dollar amounts or any work during the contract period.
Respondents should note that cost proposals are weighted at 30 points total, consisting of 18 points for Site Visit Costs and 12 points for Non-Site Visit Costs, with scoring calculated by dividing the lowest cost proposal amount by each respondent's cost and multiplying by the weighting factor. All monetary amounts must be submitted as complete, all-inclusive proposals covering equipment, installation, maintenance, upgrades, and services. The form explicitly states that evaluation factors and cost items presented are for evaluation purposes only and should not be interpreted as any type of volume guarantee, minimum purchase commitment, or entitlement to the respondent.
