About this file
This is a Cost Proposal and Scoring Guide spreadsheet for the Tennessee Department of Environment and Conservation's Request for Proposals for Wireless-as-a-Service across eleven state parks. The RFP solicits comprehensive wireless connectivity solutions including site surveys, network design, equipment installation, network management dashboards, 24/7 technical support, and guest internet access for campground areas. A mandatory pre-response conference is scheduled for October 28, 2025, with a technical response deadline of February 25, 2026, followed by mandatory site visits on March 27, 2026. Cost proposals are due March 31, 2026, with contract award anticipated on April 9, 2026, and signature deadline of April 24, 2026. The contract term is 60 months (April 24, 2026 to April 24, 2031) with two optional 30-month renewal periods, not to exceed 120 months total. Only the top three technically-scored respondents will be invited to submit cost proposals.
Respondents must submit detailed pricing for both site visit costs and non-site visit costs using the provided spreadsheet template. Site visit costs include line items for site surveys, project management, network design and installation, conduit and fiber optic installation, electrical work, pole installation, and equipment components such as wireless access points, routers, controllers, switches, and backhaul systems. Non-site visit costs include estimates for 500 end-user support incidents, 300 hours of technician onsite support, monthly service and monitoring for 40 wireless access points (in-season) and 20 units (off-season) across all network components, 22 hours of training, and 44 annual on-site equipment inspections. The cost proposal carries 30 percent weight in the overall evaluation, with site visit costs weighted at 18 percent and non-site visit costs at 12 percent. All monetary amounts must be submitted in U.S. currency limited to two decimal places, and the cost proposal must remain valid for at least 120 days following the opening date.
