About this file
This is a cost proposal spreadsheet for an RFP issued by the Tennessee Department of Environment and Conservation seeking a Wireless-as-a-Service provider for eleven Tennessee State Parks. The RFP solicits comprehensive wireless connectivity services including site surveys, network design, equipment installation, network management dashboards, 24/7 technical support, and guest internet access across Fall Creek Falls, Chickasaw, Cumberland Mountain, Harrison Bay, Henry Horton, Montgomery Bell, Panther Creek, Roan Mountain, Tims Ford, Rock Island, and Cedars of Lebanon. The cost proposal requires respondents to complete two sections: Site Visit Costs covering items such as site surveys, project management, network design and installation, conduit and fiber optic installation, equipment such as wireless access points, routers, controllers, switches, backhaul systems, and related hardware; and Non-Site Visit Costs covering end-user support (500 estimated incidents), technician onsite support (300 estimated hours), seasonal wireless service and monitoring for various equipment components, training (22 hours), and annual on-site equipment inspections (44 inspections). The proposal must be completed with all monetary amounts in U.S. currency limited to two decimal places, signed by an authorized representative, and remain valid for at least 120 days following the cost proposal opening. The contract term is 60 months with two optional 30-month renewal periods for a maximum of 120 months, with cost scoring weighted at 18 percent for site visit costs and 12 percent for non-site visit costs.
Respondents must submit all-inclusive pricing covering equipment installation, maintenance, network upgrades, user support, and management services, with costs accommodating seasonal rate adjustments and allowing for per-site or per-facility expansion. The RFP welcomes responses from minority-owned, women-owned, service-disabled veteran-owned, and small business enterprises, and requires vendors to hold valid Tennessee Electrician and Contractor licenses with specified insurance coverage including a $10 million cyber liability insurance requirement and a $5 million performance bond. The state explicitly notes that cost items are for evaluation purposes only and do not constitute volume guarantees, minimum purchase quantities, or entitlements, and reserves the right to request no work from the contractor during any contract period. Technical proposals were due February 25, 2026, with mandatory site visits scheduled for March 27, 2026, cost proposals due March 31, 2026, contract award anticipated April 9, 2026, and contract signature deadline of April 24, 2026.
