Amendment #10 to RFP #32701-04678 for Wireless-as-a-Service Provider for Tennessee State Parks
This document is an amendment to a Request for Proposals issued by the Tennessee Department of Environment and Conservation for a Wireless-as-a-Service (WaaS) provider to deliver comprehensive wireless connectivity across eleven state parks. The RFP seeks a vendor to provide site surveys, network design, equipment installation, network management dashboards, 24/7 technical support, and guest internet access. The amendment updates the schedule of events with revised dates and times in Central Time Zone. Key milestones include the pre-response conference on October 28, 2025; the written questions and comments deadline of November 4, 2025, with a state response on January 14, 2026; a second round of questions deadline on January 23, 2026, with state response on March 5, 2026; the technical response deadline of March 20, 2026; completion of technical evaluations on April 10, 2026; and state-scheduled site visits with qualified respondents beginning April 24, 2026. The cost proposal submission deadline is May 14, 2026, with cost proposal opening and scoring on May 15, 2026. Optional negotiations are scheduled for May 18-20, 2026, with a notice of intent to award released on May 22, 2026. The protest period ends May 29, 2026, followed by contract signature deadline of June 5, 2026, and performance bond deadline of June 10, 2026. The contract will have an initial 60-month term with two optional 30-month renewal periods, not exceeding 120 months total.
The amendment specifies that all revisions are effective upon release, with all other RFP terms and conditions remaining in full force and effect. Only the top three technically-scored respondents will be invited to submit cost proposals. Evaluation criteria include general qualifications worth 10 points and technical qualifications and approach worth 60 points, with cost proposals weighted at 30 points. Respondents must hold valid Tennessee Electrician and Contractor licenses, maintain specified insurance coverage, and demonstrate robust business continuity and disaster recovery capabilities meeting specified Recovery Point Objectives and Recovery Time Objectives. The RFP welcomes minority-owned, women-owned, service-disabled veteran-owned, and small business enterprise responses and requires vendors to meet comprehensive IT security standards including SOC 2 Type 2 annual compliance audits and annual penetration testing.
