About this file

The file is a Questions and Answers document for the Veterans Health Administration's Program Contracting Activity Central (PCAC) Architect-Engineering (A-E) Indefinite-Delivery, Indefinite-Quantity (IDIQ) Multiple Award Task Order Contract (MATOC). The document provides clarifications on technical submission requirements for the on-ramping opportunity. Key clarifications include: the MATOC scope will include Electronic Health Records Management (EHRM) designs, offerors are permitted to customize the SF330 form with logos and charts while maintaining 12-point Arial font for evaluative content, past performance submissions require either Past Performance Questionnaires (PPQs) or CPARS evaluations for each project, and the SDVOSB accompanying document does not count toward the page limit. The opportunity is managed by the Department of Veterans Affairs Technology Acquisition Center in Austin and is currently in the pre-solicitation phase.

PCAC A-E IDIQ MATOC Technical Questions
QuestionResponse
1In addition to the solicitation posted on SAM.gov we have also seen a Consolidation Determination and Finding document for this MATOC with the same solicitation number which refers to it as a PCAC MATOC in support of EHRM projects as opposed to PACT Clinic, radiologic and healthcare infrastructure projects as listed in the document from SAM.gov. Can you clarify whether EHRMs will also be incorporated into the potential scope of this MATOC?Yes, this MATOC scope wil include EHRM designs.
2Are offerors are allowed to add logos to the SF330, color, and charts with fonts smaller than 12 points if the rest of the document stays within the margins set in the GSA.gov SF330 and the main text is 12-point Arial and single spaced? Attached is an example.
Or should offerors simply use the GSA.gov form and fill in the information?Yes, the form can be customized to include company logos, color, and charts. The content to be evaluated must be within the margins of the standard form and be 12 point font, including in charts. The organizational chart in Section C does not have to conform to these rules.
3Are previously completed PPQ’s acceptable for the Past Performance? You may choose to provide any PPQ you wish, but you have to have a PPQ or CPARS evaluation for each project submitted under Factor 1 in accordance with the Factor 3 requirements.
4Will the separate accompanying document (containing SDVOSB information) count towards the page limit? No, only the SF 330 PDF pages count towards the limit.
