About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is seeking Architect-Engineering (A-E) services through an Indefinite-Delivery, Indefinite-Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for the Veterans Health Administration Program Contracting Activity Central. The nationwide contract will cover professional design and engineering services across five regions encompassing all 18 Veteran Integrated Service Networks in 50 states, U.S. territories, and the Philippines, including project site investigations, design development, construction management, and specialized engineering disciplines such as architectural, mechanical, electrical, environmental, and infrastructure assessment. Key qualifications include expertise in healthcare space planning, patient care facility design, medical infrastructure, utility systems, federal physical security standards, and sustainable design practices. Evaluation will focus on professional qualifications across nine primary disciplines, specialized healthcare design experience, past performance, quality control processes, capacity, construction period services, and locality knowledge. The revised response deadline is January 28, 2026, at 13:00 ET, extended from the original January 15, 2026 deadline to allow potential offerors additional time to submit SF 330 qualifications packages.

This procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms in the Engineering Services NAICS code 541330. The contract establishes a $5 billion total capacity with a ten-year ordering period from September 25, 2025, to September 25, 2035, with a minimum guaranteed fee of $2,500 per awarded firm and a $25.5M small business size standard. The government intends to award multiple SDVOSB firms through a competitive selection process, with nineteen contracts initially awarded and all remaining active as of December 15, 2025. Potential offerors must submit comprehensive SF 330 qualifications within a 35-page submission limit, including professional licensing information, SDVOSB compliance statements, and past performance documentation via either Past Performance Questionnaires or CPARS evaluations. All IDIQ contract holders will have equal opportunities to submit task order proposals, with no predetermined number of awards, and this contract will serve as a non-mandatory vehicle for VHA contracting offices rather than replacing existing VISN IDIQs.
