About this opportunity

Hillsborough County Technical Services Department is soliciting competitive sealed proposals under RPS-27-00017 from engineering consulting firms for pavement management engineering support services, with proposals due December 10, 2026 at 2:00 P.M. Eastern Time through the Euna Procurement system. Small Business Enterprise participation is an evaluation factor, not a set-aside: firms committing to at least 10% SBE subcontracting receive 5-7 bonus points, available at three levels depending on business classification and commitment, with monthly reporting through the County's B2GNOW system after award. Proposals must be submitted electronically only, and the affidavit under Florida Statutes Section 287.138 on foreign countries of concern must accompany each bid or the County cannot accept it.

Scope covers pavement and sidewalk repair engineering and analysis, PAVER and AgileAsset data management, budget and need analysis updates, road regrouping, quarterly CAFR reporting, project development support, pavement design, final specifications and design plans, ArcGIS support, and miscellaneous engineering and field support. The Scope of Work adds GASB-34 asset management reporting. Reports requiring professional certification must be signed by a Professional Engineer registered in Florida, and a State of Florida engineering license must remain current throughout the term. Required compliance items include E-Verify and IMAGE workforce verification, professional liability insurance with A.M. Best ratings of A- or better, the County named as additional insured, and a drug-free workplace certification.

The total estimated award is $1.5 million, divided among awarded firms, under an initial three-year term with one optional renewal year at the County's sole discretion. Work is issued by work order from the Director of the Capital Programs Department. Each work order is capped at $500,000 for study activities or applies to construction projects with an estimated cost not exceeding $7.5 million, subject to increases permitted under Florida Statutes Section 287.055. Compensation is hourly by classification, not to exceed maximum billing rates in Attachment C, with payment due within 45 days of a proper invoice.

Evaluation uses a maximum of 100 points for written responses, plus SBE bonus points of 5-7, a Volume of Work score of up to 5 points based on prior two-year payment history, and a Past Performance rating of up to 5 points. The County will hold oral presentations and discussions with at least three shortlisted firms.

Questions and requests for interpretation are due 14 calendar days after the latest of solicitation issuance, the Euna site visit, or the pre-bid conference, per Paragraph 3.4 of the Contract Terms and Conditions. A Cone of Silence bars proposers from contacting County employees, the Hearing Master, or Board members about the procurement except through designated procurement staff and the County attorney.
