About this opportunity

The Southeastern Pennsylvania Transportation Authority (SEPTA) is requesting proposals for Construction Management services for the 30th Street West Catenary Replacement Project – Phase 1A, a 257-caisson foundation installation in Philadelphia spanning 1.6 miles from 30th Street Station to K Interlocking, with proposals due November 5, 2026, at 4:00 p.m. ET. The project involves ground-disturbing work within a former Quaker burial ground (in use through 1851), triggering mandatory archaeological monitoring coordination and strict confidentiality protocols for any human remains discovered.

No DBE participation goals are established; SEPTA requests voluntary DBE information for internal reporting only.

The Construction Manager will provide comprehensive services including geotechnical engineering oversight, archaeological monitoring coordination under Section 106 compliance, safety management, quality control, document management via Trimble Unity Construct software, and stakeholder coordination with Amtrak, PennDOT, and the City of Philadelphia. The selected consultant must staff construction manager, geotechnical engineer, and construction inspector positions across nine task categories: third-party coordination, pre-construction services, independent cost estimating, schedule management, safety management, quality management, testing and commissioning, document control, and closeout. All personnel require SEPTA and Amtrak Roadway Worker Protection Training, OSHA 30 certification, and completion of SEPTA's Environmental Safety Management System and Site-Specific Safety Plan online training. Work is scheduled for 7:00 p.m. to 3:00 a.m. shifts, Sunday through Thursday or Monday through Friday, with 20 available weekends requiring Friday 7:00 p.m. to Monday 3:00 a.m. extended shifts.

Compensation is cost-plus-fixed-fee with a maximum total contract price. Fixed fees are restricted to 10% of direct labor costs plus applicable overhead and 5% of subcontractor costs. The project duration does not exceed 850 calendar days from Notice to Proceed (approximately April 1, 2027 start), comprising 730 construction days and 119 closeout days. SEPTA will provide on-site office space, trailer, and electricity; the consultant must furnish all office furnishings, equipment, high-speed internet, conferencing capabilities, first aid kits, fire extinguishers, toilet facilities with continuous maintenance, and supplies. The consultant cannot serve as Design Engineer/EOR or as General, Electrical, or Mechanical Contractor.

Proposals include separate Technical (40 pages maximum, excluding forms and organization charts) and Cost Proposal packages (one hard copy and one electronic copy of each). A non-mandatory pre-proposal meeting and site visit occur October 7, 2026, at 9:00 a.m. ET at SEPTA Headquarters. Attendee names and email addresses must be provided to Karen Cyphers (kcyphers@septa.org) by October 6. Questions are due by October 16; answers will be issued via addendum by October 26. Evaluation prioritizes professional qualifications, project approach, team organization, geographic location knowledge, and past performance.
