About this file
This is a Request for Qualifications (RFQ) for architectural and engineering (A/E) design services using the SF 330 form. The Department of Veterans Affairs, Veterans Health Administration Veterans Integrated Service Network 1, is soliciting qualifications from A/E firms to design and provide construction period services for a new elevator tower at Building 25 on the Leeds Campus of VA Central Western Massachusetts Healthcare System in Leeds, Massachusetts. The project, identified as 631-21-011, will correct a Facility Condition Assessment (FCA) deficiency with an estimated construction magnitude between $2,000,000 and $5,000,000. The scope includes Part One Design Phase services (comprehensive drawings, specifications, and cost estimates) and Part Two Construction Period Services, including evaluation of existing elevator pit slabs across multiple buildings, design of an elevator pit sump pump with oil interceptor, plumbing design for an oil-water separator, code compliance reviews against NFPA, ABA/AS, and VA Design Manuals, potential Section 106 Historical Submission Report preparation, and construction administration services such as RFI responses, shop drawing reviews, monthly site visits, and punch list preparation.
Prospective firms must submit SF 330 packages by December 7, 2026, at 4:00 PM Eastern Time to Contracting Officer Brian Kelly at Brian.Kelly@va.gov, with a 65-page limit (excluding cover sheets and tables of contents). Selection will be based on three criteria in descending order of importance: Specialized Experience/Technical Competence (requiring five recent and relevant projects, minimum three demonstrating comprehensive new elevator designs and minimum two demonstrating comprehensive exterior historical renovations in Massachusetts), Professional Qualifications (resumes of key personnel including required disciplines: Architecture, Structural, Mechanical HVAC/Plumbing, Electrical, Fire Protection, Interior Design, Elevator Consultant, and Cost Estimator), and Past Performance (evaluation references, government contract history via CPARS, and Past Performance Questionnaires). A short list of three highest-rated firms will be selected for contract negotiations. The solicitation includes a limitation on subcontracting requirement: service contractors cannot pay more than 50% of government payments to non-certified SDVOSB/VOSB firms. Questions must be submitted by November 20, 2026, at 1:00 PM EST. This is not a Request for Proposal; no solicitation package will be issued until after firm selection.

A. INTRODUCTION:
The VA Central Western Massachusetts Healthcare System (CWM HCS) plans to build and install a new elevator tower at Building 25 on the Leeds Campus. This project will correct a FCA deficiency. Provide all professional architectural and engineering (A/E) Part One Services (also known as Design Phase – Type A & Type B Services) necessary to develop complete drawings, specifications, and cost estimates associated with building a new elevator tower at Building 25 and Part Two Services (also known as Construction Period Services – Type C).
The intent of this project includes but is not limited to:
Evaluate existing elevator pit slab for buildings 1, 2, 3, 4, 5, 6, 7, 8, 12, 16, 20, and 26 and design an elevator pit sump pump with oil interceptor. Design plumbing of oil water separator to sanitary sewer.
See acceptable conceptual design attached. This conceptual design shall be validated. This shall be used to minimize and inform design efforts. Identify and address any issues or conflicts as necessary. If the elevator tower appearance is different than the conceptual design, conduct a Section 106 Historical Submission Report for VA to file with Massachusetts State Historical Preservation Office, by a Professional Historic Preservation Consultant. Existing report will be made available to the highest rated A/E firm.
Conduct code compliance reviews (NFPA, ABAAS, VA Design Manuals, etc.) and integrate findings into design for compliance. Where conflicts exist between VA adopted codes and standards and the documents on the TIL, the A/E shall bring this to the attention of the VA. The resolution of the conflict shall be made by the authority having jurisdiction for VA to ensure consistency department wide.
The A/E shall provide all services required to prepare documents and reports consistent with the VA’s project team goals as prioritized during preliminary project meetings, field surveys and studies. The A/E shall determine existing conditions, severity of deficiencies, if any previous deficiencies have been corrected and to identify any conditions which may have previously been unreported. Cost estimates shall be prepared to reflect the cost of replacing the component in a standalone project (i.e., not as part of another project) and all costs including but not limited to asbestos removal if required, special field conditions and/or temporary equipment needed during the construction.
Provide a Qualified Elevator Inspector during Construction Services to certify elevator.
Also provide Part Two A/E Services (also known as Construction Period Services Type C)
A/E Part Two Services of this design project (also known as Construction Period Services) includes responding to construction contractor Requests For Information (RFIs) during the solicitation (solicitation support) and construction phases of the construction project, attendance at post-award and commissioning kick off construction project conferences, review of construction material submittals and shop drawings, attendance at weekly teleconference construction meetings, approximately 1 site visits per month during active construction (both scheduled and emergent) to ensure compliance with the design drawings and specifications, preparation of site visit reports, coordination with project commissioning requirements/QEI inspection, review of any construction project modifications for cost and technical acceptability, attendance and participation during the pre-final inspection and final acceptance inspection, preparation of the punch list and preparation of record drawings of the completed construction project based on the construction contractor’s as-built drawings. The A/E shall prepare a submittal log to be utilized by the VA during construction period services and maintain a RFI log.
B. CONTRACT INFORMATION:
The VA Medical Center Central Western Massachusetts located in Leeds, MA has a requirement for a Firm Fixed Price contract to provide professional A/E services for the 631-21-011 Building 25 Elevator Design project. The magnitude of construction is between $2,000,000 and $5,000,000.

Any work that a similarly situated certified SDVOSB/VOSB subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Other direct costs may be excluded to the extent they are not the principal purpose of the acquisition and small business concerns do not provide the service as set forth in 13 CFR 125.6.
SF330 packages shall address how each firm anticipates meeting this criteria. This requirement is in accordance with the Selection of Architects and Engineers as implemented in Subpart 36.202 of the RFO and Subpart M836.102 of the VA Procurement Manual. All submissions will be evaluated in accordance with the evaluation criteria. A "short list" of the three most highly rated after initial source selection will be chosen for negotiations of a contract award. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Respondents are put on notice that firm(s) selected by the Selection Authority will be required to submit a Fixed Price Proposal on the VA Form 6298 to include labor, overhead, profit, and other costs for this project for negotiation by the Contracting Officer prior to contract award.
