About this opportunity

The City of Cooper City, Florida is soliciting sealed proposals from qualified engineering firms for a Citywide Stormwater Master Plan, with a non-mandatory pre-proposal meeting on November 4, 2026 and proposals due November 30, 2026. The City will retain one consultant or team under a non-exclusive professional services agreement. The project is funded entirely through a FEMA Hazard Mitigation Grant Program award administered by the Florida Division of Emergency Management.

Proposers must have an active Florida Professional Engineer license on staff and at least five years of relevant experience in stormwater management, master planning, or related services. Prime proposers must provide three references for completed municipal Stormwater Master Plans within the past ten years, and each subconsultant must provide at least one relevant reference. Submissions use Standard Form 330 and include federal and state affidavits, proof of insurance, and compliance certifications.

The plan addresses existing and future drainage conditions, flood-prone areas, stormwater quality practices, and prioritized infrastructure improvements for the 8.5-square-mile city. Task 1 is a preliminary plan due 12 months after project start, covering data inventory and stormwater management criteria. Task 2 revises and completes the plan, adds Local Mitigation Strategy adoption documentation and ISO/CRS submittal, and is due 26 months after start. Public engagement is required throughout. The consultant must comply with Davis-Bacon, Copeland Anti-Kickback, Clean Air Act, Federal Water Pollution Control Act, and Byrd Anti-Lobbying requirements, and must carry professional liability coverage with a $1 million minimum.

The grant budget totals $281,000, with $260,000 for Task 1 deliverables and $21,000 for Task 2, funded 75 percent federally ($210,750) and 25 percent non-federally ($70,250). Compensation is negotiated after selection. The contract term is 17 months from Notice to Proceed, with an extension of up to 180 calendar days by mutual agreement and City Commission approval. All work must be completed by April 19, 2028, with grant closeout by May 19, 2028. Liquidated damages of 5 percent of applicable grant deliverable values may be assessed for missed grant deadlines caused by proposer fault. A Cone of Silence restricts communications with City officials during the procurement.

Questions are due November 11, 2026 at 12:00 p.m. Proposals are due November 30, 2026 at 9:00 a.m. EST through the OpenGov Procurement Portal. Proposal review and candidate selection occur December 4, presentations and final ranking December 8, and award recommendation December 9, with City Commission award anticipated December 15, 2026.
