About this file

This document is a Questions and Answers (Q&A) file for the PCAC A-E IDIQ MATOC On-Ramping 1 Technical Questions solicitation, Solicitation Number 36C77626R0013. The document provides detailed responses to 18 technical questions from potential offerors regarding a VA (Veterans Affairs) Architecture-Engineering (A-E) Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) on-ramping opportunity. Key clarifications include: CPARS from any agency are acceptable for past performance; only prime contractor SDVOSB information is required; projects can be ongoing (not just completed); five years of total career experience is required for key personnel; and firms can add subcontractors after award to respond to specific task orders. The solicitation appears to be for architectural and engineering services, with nineteen contracts initially awarded with a period of performance starting September 25, 2025, and all nineteen still active as of 12/15/2025.

Question Response

For the minimum design fee requirement in Section F, does the $500k threshold refer to the amount paid specifically to the submitting firm on each project, or to the total overall design fee for the project?

It relates to the total overall design fee.

Reading through the on ramping solicitation and discussing with our teaming partner I wanted to clarify if an SDVOSB firm that is currently an Architectural Sub Consultant on the team of a current IDIQ holder can submit for this on-ramping opportunity as a Prime (who currently does not hold a prime contract).

Example:

Firm A has a current contract and Firm B is the Architectural consultant.

Firm B would like to submit as a prime with Firm A as our MEP sub consultant.

Yes, they can submit for this opportunity. Refer to 13 C.F.R. § 125.9 for additional information on joint venture relationships

For the past performance requirement, are only VA CPARS acceptable? Would a CPARS from the US Navy or NAVFAC not suffice? In those instances, would we need to acquire a PPQ instead?

CPARS from any agency are acceptable but MUST be submitted.

For the 2nd requested attachment containing the SDVOSB information, will that be required of every firm (including subconsultants), or will just the prime firm's information be required?

The following information is only required to be submitted for the Prime contractor:

2. One separate document containing the following information:

a. Cage code;

b. Unique Entity Identifier (UEI);

c. Tax ID Number;

d. E-mail address(es) and Phone number(s) of the Primary Point(s) of Contact;

e. Address of firm for correspondence;

f. A copy of the firm’s VetCert/Vendor Information Pages registration an d verification
