Questions and Answers #2
07/31/2024
Below are responses to questions received prior to publication of Q & A #1.
Bid Opening is extended to 08/15/2024
Specification Questions:
Q1 Would the state please consider alternate joystick configurations since the system as specified is proprietary to a singular body builder?
A1 Tollway - The joystick design was to meet the Tollway requirements for proper operation and safety, we are not looking for an off the shelf standard model. The Tollway will review and approve a joystick design that can be built to equal or exceed those features that are called for in the specification.
IDOT - The “control system” is made up of several components. The joystick design was to meet IDOT requirements with safety features included that were not an off the shelf standard model; to IDOT’s knowledge a joystick design can be built to equal or exceed those features called for in the specification, company examples below. The controller or CPU is a Force America and is available off the shelf to any entity. Multiple DOT’s use Force America products. See Specification requirement.
Q2 Would the state please consider other hydraulic control systems if they meet similar function as the Force controllers specified.

Q3 5012-850-1003 Tollway Single Axle Dump Truck With 240-Gal Pre-wet System:
Q3.1 Can more detailed specifications of Monroe for Model MH100ILTW or Wausau Model 4A-03453 be provided to allow other manufacturers to bid?
A3.1 No additional details are available. Tollway will approve alternative designs equal to or greater than the specification.
Q3.2 Can the state provide more detailed specifications on the combination body? It appears this portion of the specification is missing.
A3.2 See specification 5012-850-1003A for the specification details. This specification is complete in detail.
Q4 5012-850-1008 Tollway Tandem Axle Dump Truck With 390-Gallon Pre-wet System:
Q4.1 Can the state provide more detailed specifications on Monroe Model MP 45R12 or Wausau R4512 to allow other manufacturers to bid on this equipment?
A4.1 No additional details are available. Tollway will approve alternative designs equal to or greater than the specification.
Q4.2 Can the state provide more detailed specifications on Monroe for Model MH100ILTW or Wausau Model 4A-03453 to allow other manufacturers to bid on this equipment?

Q4.4 65.K Would a Henderson 35° Sloped side Muni Body be acceptable instead of a 43” radius? It would have the following spec changes:
• 86” inside width to the toprails, with an 85” width to the side sheets.
• Toprail sloped to inside (due to internal toprail)
• Conveyor width of 28.5” and pintle chain width of 25.125” center to center. Each link would be 1.25” x .375”
A4.4 Yes, Tollway will review alternative designs equal to or greater than the specification.
Q4.5 62. GG-QQ. The hoist specifications describe a discontinued cylder that has since been revised from this specification. Would the state consider revising this section with:
• Cylinder shall be bleederless and capable of operating at 2500 PSI.
• The cylinder shall be a trunion mounted telescopic. It shall be installed with the largest stage at the bottom for stability. An inverted telescopic hoist will not be accepted.
• All components of this cylinder except for the seal kit shall be processed through a liquid salt bath nitriding treatment to enhance the surface hardness and corrosion resistance. Hardness achieved will be Rockwell C scale 55 – 60, and corrosion resistance will be roughly three times that of hard chrome plating.
• The cylinder shall be a rod seal design, with seals and wipers installed at the top of each section. Tubes will be surrounded by oil when retracted.
• There will be an oscillating collar on the outer cover of the cylinder to allow the body to be offset 5º to 7º without transferring that side load to either the truck frame or the cylinder tubes, and therefore enhancing stability, and longevity.
• The cylinder shall be assembled from the bottom and have no threaded gland nuts.
There shall be no wear bands in this cylinder as the hardened steel tubes are designed to run adjacent to one another on a thin film of oil."
A4.5 Yes, Tollway will review alternative designs equal to or greater than the specification.
Q5 5012-850-1013 Tollway Tandem Axle 6X6 Dump Truck With 540 Gallon Pre-wet System:
Q5.1 65.B Body shall have ability to be used as a dump body or spreader without the installation of any device allowing the material to discharge through the tailgate onto a spinner assembly by way of an integral center conveyor chain assembly. Is using the body as a dump body be acceptable without covering the chain? Often times a removable floor cover is inserted to protect the chain when hauling items like rock or rip-rap.
A5.1 Yes
Q5.2 65.K Would a Henderson 35° Sloped side Muni Body be acceptable instead of a 43” radius? It would have the following spec changes:

• Conveyor width of 28.5” and pintle chain witdth of 25.125” center to center. Each link would be 1.25” x .375”
• Would 460 gal of prewet be acceptable ILO 540?
A5.2 Tollway will review alternative designs equal to or greater than the specification. A 460 gal pre-wet system would not be allowed. The systems are being used to pretreat road surfaces with brine.
