INTRODUCTION

On November 11-15, 2019, NewFields personnel inspected five bridges located on Oregon Department of Transportation’s Highway 18 (ODOT HWY 18/OR58) for suspect asbestos-containing building materials, and metals or Polychlorinated Biphenyls (PCBs) in paint. The five (5) bridges are located between Eugene and Oakridge, Oregon (Figures 1). ODOT is working to replace or seismically retrofit the bridges on HWY 18/OR58 to create a corridor between the Willamette Valley and Central Oregon that could be used to transport supplies following a major seismic event. This assessment was completed on behalf of DJ&A, P.C. (DJ&A) in accordance with Section V.A.4.f. of the Statement of Work for Western Federal Lands Highway Division (WFLHD) Contract No. DTFH7015D00003.

LOCATION

The following bridges were included in this investigation and locations can be viewed on Figure 1:

REGULATORY BACKGROUND

1.2.1 ASBESTOS

Asbestos is a trade name for a group of naturally occurring minerals that were used in many building materials that are commonly referred to as Asbestos-Containing Building Materials (ACBM). Asbestos consists of long, thin fibers that are durable, chemically resistant, have a high insulation capacity and tensile strength, and are fireproof. These qualities, combined with its relatively low cost, resulted in the production of an estimated 3,600 different products containing asbestos. Asbestos has been widely used in thermal system insulation for boilers, pipes, and other high-temperature applications, as well as cement products.

When left intact and undisturbed, ACBMs do not pose a health risk to people working or living in buildings or homes. However, if ACBMs deteriorate, or are disturbed by construction or demolition activities, asbestos fibers can be released into the air, and inhalation of these fibers is a significant health concern.

Inhaled asbestos fibers can become entrapped in the lungs and cause many diseases, including asbestosis, lung cancer and mesothelioma.

Current guidelines from U.S. Environmental Protection Agency (EPA) and Occupational Safety and Health Administration (OSHA) indicate that wood, glass, and metal are not suspected to contain asbestos (OSHA, 1994). All other building materials used in construction, including poured concrete are considered to

DJ & A, P.C. Page | 2 contain asbestos and should be sampled and analyzed to confirm or deny the presence of asbestos prior to planned renovations or demolition activities.

1.2.2 LEAD-BASED PAINT

Lead-Based Paint (LBP) was used in most buildings constructed prior to World War II and up until 1978.

Regulations enforced by the Consumer Product Safety Commission (CPSC) banned the use of all but small amounts of lead in paints starting in 1978; however, manufacturers are still allowed to produce paints containing up to 600 parts per million lead. LBP is a concern as a source of exposure to lead through ingestion of paint chips and lead in soil or settled dust (primarily a risk to children under the age of seven), and through inhalation of dust or fumes produced during renovation or demolition activities. The EPA and the U.S. Department of Housing and Urban Development (HUD, 1995) define LBP as paint containing greater than 0.5% lead by weight (i.e., 5,000 milligrams of lead per kilogram of paint chips) or 1.0 milligram per square centimeter (mg/cm2) of a painted surface.

1.2.3 POLYCHLORINATED BIPHENYLS (PCBS) IN PAINT

Polychlorinated Biphenyls (PCBs) are an organo-chlorine compound used in dielectric and coolant fluids, carbonless copy paper and in heat transfer fluids. The U.S. Congress banned the manufacture of PCBs in 1979 due to the harmful effects of the compound when released to the environment (EPA, 2019). In paint, PCBs were usually used as a plasticizer. Paint with PCBs acts as a corrosive resistant epoxy resin that generally coats metal surfaces, electrical coatings, acts as a varnish/lacquer, and creates a waterproof coating. PCB paint can be found on buildings, military ships, and bridges where corrosion is prevalent (O’Malley, 2014).

SITE INSPECTION PROCEDURES

ASBESTOS

Mr. Michael Kelly and Ms. Heather Grotbo completed the asbestos inspection on November 11-15, 2019.

Mr. Kelly and Ms. Grotbo are Montana-accredited asbestos inspectors and Mr. Kelly is an EPA-accredited lead inspector/risk assessor (Appendix A). Field notes and photos documenting the inspection are included in Appendix B.

The asbestos inspection was performed in accordance with the Administrative Rules of Oregon (ARO) 340, Division 248 (ODEQ, 2019ab) and the Asbestos Hazard Emergency Response Act (AHERA) (40 CFR §763.85, .86, and .87). The asbestos inspection included:

Identifying homogeneous areas of suspect ACBM for the structure; and, Collecting and analyzing building material samples to confirm whether they contain asbestos at a concentration >1% by weight.

Prior to sampling, the inspector completed an initial inspection of the bridges and the various building components. Inspectors determined bridges were generally constructed of multiple concrete pours and steel infrastructure. Metal is not suspect for containing asbestos; therefore, inspectors did not collect any samples from metal components for analysis of asbestos. Samples were collected from concrete, expansion joints, and asphalt. Per Oregon DEQ Asbestos Survey Requirements, one bulk sample of each homogenous material suspected of being asbestos-containing was collected for analysis (ODEQ, 2019b).

Table 1 lists samples collected from each bridge and a description of each component. Sample location on bridges are included on Figures 2 through 6.

LEAD-BASED PAINT AND PCBS

The lead-based paint (LBP) inspection was performed in accordance with EPA Paint Chip Collection Guide (EPA, 2011). Following the Statement of Work Contract agreement, two 4-ounce (oz) jars were collected per paint color at each respective bridge. NewFields staff weighed 30 to 50 grams of paint chip samples into laboratory provided glass jars using a portable digital scale. Table 2 lists paint chip samples collected.

Paint chip sample locations are shown on Figures 2 through 6. Samples were shipped on ice under COC procedure to Eurofins Calscience in Garden Grove, California. Samples were analyzed for PCBs using EPA Method 8082; and total lead, cadmium, and chromium using EPA Method 6010. Eurofins Calscience is an accredited lab certified within the Oregon Environmental Laboratory Accreditation Program (ORELAP).

DJ & A, P.C. Page | 6

FINDINGS

ASBESTOS

Twenty-six (26) building materials were suspected to contain asbestos. All samples analyzed were non-detect and there were no samples that contained asbestos greater than 1%. Sample locations for the asbestos inspection are depicted on Figures 2 through 6. Laboratory reports are presented in Appendix C. Photographs and descriptions of the ACBM are included in Appendix B.

PAINT CHIPS

Twelve (12) painted surfaces were collected and analyzed for PCBs; and total lead, cadmium, and chromium. Laboratory results for the PCB analysis in paint chips show no detections of PCB components in paint. All samples collected were reported as non-detect for containing PCBs. Laboratory results are included in Appendix C.

Paint chip samples collected from Bridges 1 and 3 had elevated concentrations of lead in the paint;

however, they did not exceed the EPA screening level of 0.5% lead by weight (i.e., 5,000 milligrams of lead per kilogram of paint chips). Bridges 2, 4, and 5 had one or more samples containing greater than 0.5% lead by weight. Lead exceedances range from 8,390 mg/Kg to 75,200 mg/Kg.

Bridges 4 and 5 had cadmium detections ranging from 1.59 mg/Kg to 20.2 mg/Kg, while bridges 1, 2, and 3 were non-detect or analytical results were below laboratory reporting limits. Bridges 1 and 2 had chromium detections above 1,000 mg/Kg, all other results were reported below 200 mg/Kg. Both analytes action levels are based on dust inhalation where chromium or cadmium is airborne in paint dust or particles. Contractors performing maintenance or construction on bridges with detections of chromium and cadmium should use OSHA guidance to avoid exposure (OSHA, 2013). Table 3, attached, shows laboratory results for metals analysis by Method 6010. Laboratory results are included in Appendix C.

Sample locations of paint chips are shown on Figures 2 through 6.

RECOMMENDATIONS

ASBESTOS

No special considerations are required for demolition activities which may impact concrete, expansion joint material, or asphalt.

PAINT CHIPS

Should retrofitting renovations, bridge upgrades, or demolition impact painted surfaces, special considerations should be given to the means of renovation/demolition activities and the presence of LBP, lead-containing paint, and paint with detections of chromium and cadmium on surfaces of the bridges.

Contractors that perform bridge upgrades or demolition of the bridges must be informed of the presence of LBP, proper work methods, waste testing, and disposal requirements. Contractors must have appropriate training or certifications necessary to execute the work.

LIMITATIONS

NewFields completed this Bridge Material Investigation in a professional manner in accordance with generally accepted practices, using the degree of skill and care ordinarily exercised by environmental consultants under similar circumstances. No other warranties, expressed or implied, are made.

No site investigation can wholly eliminate uncertainty regarding the potential for the presence of hazardous materials in connection with a property. The investigation was completed in order to reduce, but not eliminate, this uncertainty. Due to physical limitations inherent to this or any environmental assessment, NewFields does not warrant that the bridges free of hazardous materials or that all hazardous materials have been identified at the site. Some features may have been hidden from plain view during investigations due to location or accessibility. As such, no absolute determination concerning the presence of hazardous materials and/or the human health risks they pose is made.

We checked-out of the hotel, returned traffic signs/cones to American Barricade, then headed for Bridge 1 to complete sampling. We completed the SW transect, then the NW transect, and finished with asbestos sampling.

Next we packed coolers with ice at a gas station and headed for a FedEx nearest the airport. While working with FedEx we realized that the last truck for shipments to the east coast was departing. We determined the last location for shipping to East Coast and drove to it. We were able to catch the truck departing and load samples from our truck into the FedEx truck.

We then headed to airport, returned truck, checked gear, and flew back to Missoula.

Due to the limitations of the EPA 600 method, nonfriable organically bound materials (NOBs) such as vinyl floor tiles can be difficult to analyze via polarized light microscopy (PLM). EPA recommends that all NOBs analyzed by PLM, and found not to contain asbestos, be further analyzed by Transmission Electron Microscopy (TEM). Please note that PLM analysis of dust and soil samples for asbestos is not covered under NVLAP accreditation. Estimated measurement of uncertainty is available on request.
