About this file
This is a Nonsegregated Facilities Certification document submitted by the Kenton County Airport Board for the Concourse A Ramp Level Office Upgrades project at Cincinnati/Northern Kentucky International Airport. The certification requires bidders to confirm they do not maintain or provide segregated facilities for employees and will not permit employees to work at locations under their control where segregated facilities are maintained. Bidders must obtain identical certifications from proposed subcontractors prior to awarding subcontracts exceeding $10,000 that are not exempt from Equal Opportunity Clause provisions and retain such certifications in their files. The document specifies that "segregated facilities" includes waiting rooms, work areas, restrooms, washrooms, restaurants, eating areas, time clocks, locker rooms, storage areas, entertainment areas, transportation, and housing facilities that are segregated by explicit directive or in fact segregated based on race, color, religion, sex, or national origin.
Bidding contractors must complete and sign the certification form, providing their name, signature, date, business address, and IRS Employer ID number. The certification affirms under penalty of perjury (per 18 U.S.C. § 1001) that the information provided is true and complete. This certification is mandatory for all federally-assisted construction contractors and subcontractors receiving awards exceeding $10,000 that are not exempt from Equal Opportunity Clause provisions. The requirement reflects compliance with 41 CFR 60-1.8 and federal civil rights obligations applicable to Airport Improvement Program funded projects.
