About this file
This is a Certification of Offeror/Bidder document issued by the Kenton County Airport Board for the Concourse A Ramp Level Office Upgrades project at Cincinnati/Northern Kentucky International Airport in Kentucky. The document requires applicants to certify their status regarding tax delinquency and felony convictions by the bid deadline of Thursday, April 30, 2026 at 2:00 pm. A pre-bid meeting and site visit are scheduled for Wednesday, April 1, 2026 at 10:00 am at CVG Airport's Main Terminal. Written questions must be submitted by 11:59 pm on Friday, April 17, 2026, with answers posted by 11:59 pm on Tuesday, April 21, 2026. The project involves General Contractor services for renovating approximately 20,000 square feet of space on the Ramp Level of Concourse A, including upgrading the Emergency Operations Center, expanding a gathering area, and enhancing finishes in occupied and vacant offices while maintaining airport operational continuity through a phased construction approach.
Applicants must certify that they do not have unpaid Federal tax liabilities that have been assessed with exhausted or lapsed remedies and are not being paid under agreement, and that they have not been convicted of a criminal Federal felony violation within the preceding 24 months. If an applicant answers affirmatively to either certification, they become ineligible for award unless the agency's suspension and debarment official determines that further action is not required to protect the Government's interests. Applicants responding affirmatively must provide information to the Owner, who will notify the FAA Airports District Office to facilitate the required suspension and debarment considerations before award decisions are made. This certification must be incorporated into all lower-tier subcontracts if the applicant is awarded the contract.

PROJECT NAME
CERTIFICATION OF OFFEROR/BIDDER REGARDING TAX DELINQUENCY AND FELONY CONVICTIONS
The applicant must complete the following two certification statements. The applicant must indicate its current status as it relates to tax delinquency and felony conviction by inserting a checkmark (ü) in the space following the applicable response. The applicant agrees that, if awarded a contract resulting from this solicitation, it will incorporate this provision for certification in all lower tier subcontracts.
Certifications
1) The applicant represents that it is (____) is not (____) a corporation that has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability.
2) The applicant represents that it is (____) is not (____) a corporation that was convicted of a criminal violation under any Federal law within the preceding 24 months.
Note If an applicant responds in the affirmative to either of the above representations, the applicant is ineligible to receive an award unless the sponsor has received notification from the agency suspension and debarment official (SDO) that the SDO has considered suspension or debarment and determined that further action is not required to protect the Government’s interests. The applicant therefore must provide information to the Owner about its tax liability or conviction, who will then notify the FAA Airports District Office, which will then notify the agency’s SDO to facilitate completion of the required considerations before award decisions are made.
