This is a Disclosure of Lobbying Activities Certification document required by the Kenton County Airport Board for the Concourse A Ramp Level Office Upgrades project at Cincinnati/Northern Kentucky International Airport. The certification applies to General Contractor services for the renovation of approximately 20,000 square feet on the Ramp Level of Concourse A. A pre-bid meeting and site visit are scheduled for Wednesday, April 1, 2026 at 10:00 am at CVG Airport's Main Terminal in Hebron, Kentucky. Bids are due by Thursday, April 30, 2026 at 2:00 pm, with no late submissions accepted unless extended by addendum. The project scope includes establishing a permanent Emergency Operations Center, expanding a gathering area for conference use, upgrading finishes in the occupied Housekeeping Department office suite and restrooms, and completing finish upgrades in vacant offices. The work requires phased construction to maintain operational continuity while approximately 50 percent of the space remains occupied during renovation.
The certification mandates that bidders attest, under penalty of perjury and notarization, that no federal appropriated funds have been or will be paid to influence federal agency officers, Members of Congress, or congressional employees in connection with this federal contract. Bidders must disclose any non-federal funds used for lobbying purposes by submitting Standard Form LLL. Any failure to file the required certification subjects the bidder to civil penalties between $10,000 and $100,000. Bidders agree to include identical certification language in all lower-tier subcontracts exceeding $100,000 and require all subrecipients to certify and disclose accordingly. This certification is a material representation of fact and a prerequisite for contract transaction, as mandated by Section 1352, Title 31, United States Code and Public Law 101-1210, Section 319.
