About this file
This is a pre-bid sign-in sheet for the Kenton County Airport Board (KCAB) soliciting sealed bids from general contractors for the Concourse A Ramp Level Office Upgrades project at Cincinnati/Northern Kentucky International Airport. The project involves the renovation of approximately 20,000 square feet of space on the ramp level of Concourse A, including enclosing and upgrading an existing temporary Emergency Operations Center (EOC) into a permanent facility, expanding a gathering area into a larger conference or SAMS room, enhancing finishes in the occupied Housekeeping Department office suite and associated restrooms, and completing finish upgrades in several vacant offices. The mandatory pre-bid meeting and site visit are scheduled for Wednesday, April 1, 2026 at 10:00 am at CVG Airport's Main Terminal Ticketing area located at 3087 Terminal Drive, Hebron, Kentucky. Written questions must be submitted by 11:59 pm on Friday, April 17, 2026, with responses posted by 11:59 pm on Tuesday, April 21, 2026. Sealed bids must be received electronically no later than 2:00 pm Eastern Time on Thursday, April 30, 2026, with contract award anticipated for May 26, 2026. The contract time is 212 calendar days with work commencing within 10 days of receiving the Notice to Proceed.
Bidders must provide a proposal bond equal to 5 percent of the total bid amount and furnish performance and payment bonds each in the amount of 100 percent of the contract price upon award. The estimated project cost is approximately $951,000.00, with construction and installation costs estimated at $790,000.00 plus contingency, design, force labor, and miscellaneous costs. Mobilization is capped at 10 percent of the total project cost, with payment released in phases based on progress inspection and completion milestones. Liquidated damages are assessed at $500.00 per day for delays. This is a federally-funded project under the Airport Improvement Program subject to Buy American Act compliance requiring all steel and manufactured goods be U.S.-produced unless an FAA waiver applies. All project personnel require airport identification badges at $44.00 per badge, and a $500.00 key deposit is required. Contractors must demonstrate airport Security Identification Display Area (SIDA) experience within the past five years with active airfield operations and comply with FAA, TSA, and airport security requirements. The procurement encourages disadvantaged business enterprises to submit bids and requires full and fair opportunity for participation without discrimination.
